In order for system integrators to use EMC data derived from testing components and subsystems two areas must be addressed: common installation rules and common test conditions. Provided the above issues are addressed the modular method to compliance based on the arguments and methods described in this paper can be used within a technical construction file to show compliance with the EMC Directive (89/336/EEC).

The EMC directive deals with apparatus capable of causing a disturbance or which might lose performance in the presence of an electromagnetic disturbance. The essential and mandatory requirement is that such apparatus shall not prevent other apparatus from operating as intended, and that the apparatus itself shall have an adequate level of immunity to allow it to operate as intended. This is dealt with in detail in Articles 1, 2 and 4 of the directive. The national legal requirements of the member states adopting the directive and their infringement are discussed. The use of CE marking is also mentioned as are the cases when a standard is applied. Extracts from various standards are given and immunity testing is discussed.

The EMC law stems from European Union Directive 89/336/EEC. A feel for compliance with this can be obtained by reading Article 2.1, Article 4, Article 7.1 and Article 10.2. The source of legislation within the UK is in the Electromagnetic Compatibility Regulations 1992. Two clauses in these are mentioned in particular: Clause 40 and Clause 88.

This paper describes how small companies may minimize their exposure to expenditure on EMC testing services and equipment. Its purpose is to show how companies making low risk equipment may gain confidence in their products EMC performance such that the CE mark may confidently be applied. The purpose of the testing described is to increase confidence in existing suppositions. These tests can not be regarded as being substitutes for testing on equipment which it anticipated will be EMC active. If a small manufacturer is making an electrically simple piece of equipment that contains no electrically nonlinear components, then by utilising the tests described the manufacturer may gain sufficient confidence in the product to place it onto the market, or into service, without unnecessary expenditure.
