The main purpose of this paper is to give an overview and the lessons learnt about the abrupt transition from traditional classroom teaching to distance learning based on the experience of Tallinn University of Technology (TalTech). The rapid outburst of the COVID-19 virus led to a situation that the government had to shut down all the schools and universities and all the teaching activities had to be carried out without physical contact. The universities had one weekend to conduct the transition. The influence of the rapid change in teaching practice was analysed using the feedback of the study program directors, students and academic staff. The main enablers and disablers with the main constraints are presented. Analysis showed that the transition is impeded both by the lack of technological solutions (i.e. remote usage of laboratories) and by human resources (i.e. skills and willingness to conduct the transition by the academic staff). The unique and hopefully non-recurrent situation enables to analyse both the institutional, technological and personal readiness to adapt with the rapid changes in teaching practice. The outcomes of the experience will be used to improve the readiness and competences at all levels at TalTech.

It was once thought that high QoS (Quality of Service) performance solves recurrent problems of low-quality multimedia services. Since then, solutions have been proposed to ensure a high level of QoE (Quality of Experience). In this document, the authors attempt to outline his understanding of an accurate meaning of quality of multimedia services. Starting from QoS and passing through generalised QoE, the authors focus on aspects of subjective and objective quality modelling and optimisation of visual performance for TRV (Target Recognition Video) applications (such as video surveillance), outlining the path of ITU-T standardisation in this area. The authors revised the ITU-T Recommendation P.912 to reflect improved subjective test techniques developed since this Recommendation was approved. The authors also attempt to predict at least some existing errors of reasoning, which are likely to become evident for the industry in the next decade.

We are living in a very fast and globalized world. Students should be prepared for the future and more extensive requirements in the labour market. Basic competences acquired during the obligatory lessons are not sufficient anymore. Students need entrepreneurial skills like the ability to work in teams, a sense of responsibility and self-reliance, as well as organizational skills. These skills also need to be interdisciplinary. That's the reason, the Higher College for Engineering Wolfsberg (short "HTL Wolfsberg") is forcing entrepreneurial activities to prepare the students for the future. The aim is that everyone should gain the key set of competences needed for personal development, social inclusion, active citizenship and employment. We increasingly focus on business games and participation in competitions. Furthermore, cooperations with business experts and funding agencies enable valuable input for our students. This guarantees good support for the entrepreneurs of the future. Due to the COVID 19 situation we were forced to practice distance learning. It is hard to imagine entrepreneurial subjects can be teached online - but we broke new ground with specific online games. This paper gives an overview on activities and didactical approaches used by the Higher College for Engineering Wolfsberg within the last years in order to explore the entrepreneurial mindset of their students.

Today's networks carry a large amount of data, it is common for traffic to exceed the capacity of the network links, this event is called congestion. Therefore, the development of congestion control algorithms has become a key task in improving the performance of networks. BBR is a congestion control algorithm that continuously measures bottlenecks and RTT to establish the size of the congestion window. WBBR is an algorithm that incorporates a weighting factor to BBR to achieve fairness. The present work proposes an implementation of WBBR in ns-3 and performs a comparative evaluation with BBR since it has not been done before. The implemented module was validated with the previous results available in the literature. The results show that WBBR is fairer than BBR achieving load balancing, without increasing the RTT values.

A recent trend in engineering education related to the expected design competencies of graduating engineers is a shift from prescribing what the design requirements of a program should include toward examining the corresponding learning outcomes. One of the approaches used in implementing this trend is the adoption of outcome-based assessment criteria in the engineering design curriculum. Graduates should be able to apply knowledge of mathematics, science and engineering by designing systems, components and processes in learning environments that include both traditional and modern approaches, such as project-based learning, and should be able to apply their engineering design knowledge in open-ended real-life projects. The paper describes an approach to develop engineering design competencies using openended projects by providing detailed expected outcomes of the designed product and providing limited design specifications. Students are expected to go through all the steps of the engineering design process from defining the specifications of the designed product that addresses the expected outcomes to testing the final product. The purpose of the study is to find the engineering design competencies that are enhanced through international design collaboration.

Project activity is a form of educational and cognitive activity of students, which consists in motivational achievement of a consciously set goal. Project-based learning is increasingly being used in the various academic disciplines around the world. However, the question of when to start using this method effectively remains open. Therefore, the purpose of this article is to study the possibility of using project-based learning in the study of mathematics in the first semester in the first year at a technical University. To study the effectiveness of this method, we conducted a statistical test of the hypothesis of equality of average scores in the intermediate testing, scored by students who studied using the project method and the traditional one. The result of a survey of students about their knowledge of the project method before using it in a mathematics course at the University is presented. It is established that the use of the project-based learning can increase the interest of students in the learning process. The project-based learning has increased the average score of students at the end of the semester by 16.19% compared to the control group.

This chapter describes a methodology for selecting characteristic local features, to facilitate the detection of specified objects on power supply lines in diversified scenes. The objective of this works was to automate a process intended to search for characteristic objects in digital images, utilizing a limited training set. Description of the insulator in the test was based on a set of distinctive local features, which in the individual images of the test set, demonstrated the highest degree of repeatability. Such set allowed the location of insulators in other samples obtained from a diagnostic flight. To verify the method, the verification sets were proposed. To search and describe local features the SURF algorithm was used. The elaborated training set and adopted methodology of the test provided promising results within the analyzed scenario (flight along the power supply line). Analyses that were carried out, aimed at the development of methods supporting the power network maintenance, basing on the advanced techniques of digital image processing.

There is a developing interdisciplinary research field trying to provide advanced technological support to various sports activities. This support is focused mainly to professional elite athletes but is considering also about training in sports academies, gyms even about amateur athletes practicing at home. Advanced training can now be carried out using low-cost technology that can produce useful data for researchers and coaches. Sports data collected from athlete's skeletal tracking, movement analysis and physiological measurements may prove a valuable tool for motor and technical skills development. In addition, there is an increasing interest from coaches and sports academies to enrich sport activities by utilizing the use of serious exer-games and applications of augmented reality in order to provide a more intelligent, personalized and immersive training environment. In this paper a smart platform is proposed which collects athlete's bio-signals and data from visualization of skeletal movement, it analyses them and it provides affective and sport analytics feedback through application interfaces.
