In March 2015, the Sendai Framework for Disaster Risk Reduction (SFDRR) enforced during the Third UN World Conference on Disaster Risk Reduction. The SFDRR does not just succeed spirits and values of the Hyogo Framework for Action, but also leads the world entering a new phase of disaster risk reduction through stakeholders at national, regional and global levels. Among all regions around the world, the Asia-Pacific is the most vulnerable to natural hazards and climate changes. Disaster risk reduction (DRR) is critical concerned in terms of national security, economic quality growth, environmental sustainability and people’s livelihoods. For regional consideration, a large-scale disaster could direct and indirect impact more than one countries due to the damaged or interrupted supply chain. Therefore, regional efforts on DRR have been a focal issue. After the 2011 Great Japan Earthquakes and Tsunami, an emergent global trend of developing strategy to strengthen global value chain or supply chain resilience via business continuity planning (BCP) approach engages the small and medium enterprises (SMEs) and the multinational or international corps to limit interruption and enhance cross border manufacturing, trade and investments. Base on the practical DRR project implementations and experiences over the years, the Asia-Pacific Economic Cooperation (APEC) identifies several key factors to promote disaster resilience in business sectors. The SFDRR also encourages innovation, science and technology DRR approaches i.e. big data and open day can help sharing the value-added information on enhancing capacity building of SMEs’ disaster resilient capacity via decent risk communication tools for raising the risk awareness and level of digital preparedness. This paper describes to what extend the business sectors involved in and how to safeguard the cross-border trade and investments with safer and smarter regional strategies in the digital age with large-scale disasters. © IFI

A proposal on patient transport decision making in multiple hospitals in a large-scale disaster 1

In 2011, the Great East Japan Earthquake and Tsunami destroyed three prefectural hospitals in Iwate Prefecture, Japan. The author interviewed officers working in the Iwate Medical Central Office as well as medical doctors working in public hospitals, of which there are 25 in Iwate Prefecture. Based on the interviews and several reports this paper describes the problem of patient transport in a large-scale disaster. In such situations, the decision making process is confusing, making it difficult to transport patients efficiently from hospitals in the disaster areas to supporting hospitals. This paper proposes a new decision making method to solve the problem of patient transport. The simulation results of a risk analysis comparing the proposed method with conventional methods are presented. © ifip International Federation for information Processing 2017 Published by Springer International Publishing AG 2017. Volunteered geographic information (VGI) has been seen as useful information in times of disasters. Several authors have shown that VGI is useful for coping with preparedness and response phases of disaster management. However, because it is still a young technology, the use of VGI remains uncertain, due to its lack of strong reliability and validity. It is our assumption that to improve reliability and validity the promotion of citizen engagement (CE) is needed. CE is not new topic, but in the digital humanitarian context, it involves important factors that are not yet considered by disaster managers, such as communication processes, motivation of volunteers, different media for production of information, etc. To fill this gap, we identified a set of preliminary factors which should be considered to promote the involvement of volunteers in disaster management. These factors were derived from critical review of CE literature and from an analysis of lessons learned from an experiment on interaction with citizens carried out in context of the EU-project "DRIVER – Driving Innovation in Crisis Management for European Resilience". © ifip International Federation for information Processing 2017 Published by Springer International Publishing AG 2017. Disaster resilience is becoming more important and raises the highest concerns worldwide, including in Europe. Cities have a vital role for resilience because a majority of the population resides in the cities. Despite the recognition of the importance of city resilience, there is no strong consensus what city resilience is and its dimensions, and how the resilience concept should be transferred into management practice in the cities. In this paper, we conduct a survey of EU sectorial approaches in terms of EU-funded projects related to climate change and critical infrastructure, where urban or city resilience are in focus. The goal is to obtain an overview of how the resilience concept is interpreted, used, and applied in different EU sectors or in cross-sectorial areas. The aim of this paper is to devise a set of schemes on components that should exist as pillars for supporting the European dimension of city resilience. The paper presents three models derived from the concepts, definitions, and applications in different EU-funded research projects. How "urban" resilience has been considered in the European context so far, and how a "resilience backbone" for Europe can be established, are among the issues examined in this paper. © ifip International Federation for information Processing 2017 Published by Springer International Publishing AG 2017. Forecasting Natural disasters of tornados using mHGN 1

Lots of damages, losses, and costs have been the major concern, why handling natural disasters of tornados is very important. Several attempts using different approaches have been carried out, but up to now the results are not yet satisfactory. More promising approaches through a kind of artificial intelligent forecaster have been started for a while, but the results are still not satisfactory either. The capability of mHGN as a pattern recognizer has opened up a new possibility of recognizing a pattern of tornado many hours earlier. Therefore, it can be used to forecast a tornado more efficiently. The results taken from a simulated circumstances of a multidimensional pattern recognition have shown, that the 91% of accuracy can be regarded as satisfactory. Though, several modifications related to the data representation within the mHGN architecture need to be implemented. The deployment of mHGN in several risky areas of tornados can then be expected as a tool for reducing those damages, losses, and costs. © ifip International Federation for information Processing 2017 Published by Springer International Publishing AG 2017. A new generation of Autonomous systems (UAVs, ROVERs, etc.) is coming that will help improve the situational awareness and assessment, especially in difficult conditions like disasters. Rescuers should be relieved from time-consuming data collection tasks as much as possible and at the same time, Autonomous systems should assist data collection through a more insightful and automated guidance thanks to advanced sensing capabilities. In order to achieve this vision, two challenges must be addressed though. The first one is to achieve a sufficient autonomy. The second one relates to the reliability with respect to accidental (safety) or even malicious (security) risks. This however requires the design of new embedded architectures to be more autonomous, while mitigating the harm they may potentially cause. Increased complexity and flexibility requires resorting to modelling, simulation and formal verification techniques in order to validate such critical aspects. © ifip International Federation for information Processing 2017 Published by Springer International Publishing AG 2017. In our paper we will present the IMPRESS Platform tools that have been used for tests and validation purposes in the case of Palermo Demo. The demo has been part of a national Italian field test exercise for civil protection authorities and all related services along. The system validation and tests procedures have been fulfilled in alignment with the authorities remarks.
