Emergency decision makers face a challenge taking rapid and high-risk decisions during an emergency situation, especially when the emergency is cross-border and requires multi-agency cooperation. The emergency decision makers use emergency management (EM) system and sometimes decision support systems (DSS) when responding to a crisis. To date the emergency decision makers have not had access to a system that supports them in all facets of the full EM cycle. This paper describes work in progress designing and building a comprehensive system of systems that intend to be that support for emergency decision makers. The system has successfully demonstrated its value from a technical and user perspective. Future tests will demonstrate if it will enhance decision management in reality-based emergency scenarios. © ifip International Federation for information Processing 2017 Published by Springer International Publishing AG 2017. Building evacuation simulation provides us with various knowledge and suggestion before a real disaster happens. To date, however, evacuees were often modeled as homogeneous without individual motivation in a large-scale urban simulation model, which is rather different from real human behavior. In this paper, an evacuation simulation model with human psychological models is developed for urban disaster situation. Three psychological models are actually incorporated: normalcy bias, emotional contagion bias, and sympathy behavior bias. Normalcy bias is the initial evacuation delay caused by a belief that abnormal events rarely happen. Emotional contagion is the effect of one person’s emotional state on the emotional state of people around him/her both explicitly and implicitly. Simulated experimental results show that the proposed model provides accurate evacuation behaviors than the normal behavior model without psychological consideration. © ifip International Federation for information Processing 2017 Published by Springer International Publishing AG 2017. Apart from technical reliability, usability is one of the major criteria for safe and efficient usage of interactive information technology in disaster and emergency management. However, in this setting, usability evaluation is difficult due to the heterogeneity and unpredictability of operation conditions, as well as the difficult, usually mobile, context. However, there are ways to conduct usability evaluations in disaster and emergency settings. Thus, in this paper, advantages and disadvantages of empirical and analytical usability evaluation methods for interactive systems in disaster and emergency management are discussed. The importance of formative evaluation measures within an iterative human-centered design process is emphasized. It is illustrated by two case studies dealing with paramedics’ and emergency physicians’ usage of mobile and wearable devices in mass casualty incidents. © ifip International Federation for information Processing 2017 Published by Springer International Publishing AG 2017. Computer and information systems are now at the core of numerous critical infrastructures. However, their security management is by far not a trivial issue. Further, these systems, by their very nature, belong to the domain of complex systems, where system dynamics (SD) is an established method, which aims at modelling such systems, their analysis and understanding. Further, on this basis it enables simulation of various policies to properly manage complex systems. More precisely, through understanding of the basic elements of the whole mosaic and their interplay, proper incentives can be tested. And this is important, because proper incentives can lead to the desired patterns of behavior of such systems, which may often be counter-intuitive. Therefore this paper presents a novel approach by using SD for managing critical infrastructures (more precisely the internet) when it comes to security related incentives. Based on already developed archetypes it provides a template model that bridges these conceptual models with concrete models that are suited to particular environments, and enable quantitative simulations. © ifip International Federation for information Processing 2017 Published by Springer International Publishing AG 2017. This paper is aimed at disaster risk management in urban government. The combined method of Perception-Driven Joint Learning Approach (PeDJoLA) and Geographic information Systems (GIS) model and were developed for disaster risk management in urban government purposes. The PeDJoLA model served as the basis for investigating disaster vulnerability of existing settlements and identifying areas for new settlements in cities. This method has six main elements of the development process of risk management capacity, dynamic process based on the cities perception, and leading to shape the understanding and assessment of geospatial information. The use of GIS model is only as an additional tool so that data and detailed. In fact, disaster risk management activities require a very high cost. This article introduces the smart urban planning in the mitigation of natural disasters in urban areas in Indonesia especially North Sumatera. A smart city is a city-based social development, capital, citizen participation, transportation and information technology, natural resources and quality of life. Frequency and socio-economic impacts of natural disasters frequent in recent decades due to climate change and the environment. The approach used in this paper is a combination of Geographic information System (GIS) and mobile IT in the form of geospatial information. Mobile services sector in which the city government is involved in the formation of smart cities. At the core of this paper lies an overview of recent developments of Austrian curricula issues in the field of digital education. The present paper proposes a new perspective on the place of Frege's work in the history of computability theory, by calling attention to his 1874 Habilitationsschrift. It shows the prominent role played by functional iteration in Frege's early efforts to provide a general concept of numerical magnitude, attached to an embryonic recursion schema and the use of functions as expressive means. Moreover, a connection is suggested between the iteration theory used and developed by Frege in his treatise and Schroder's original concern for the mathematical treatment of the problem of the feasibility of algorithmic computation.
