One of the primary challenges in project management is to establish an effective methodology that can lead to both successful planning and stakeholder satisfaction. This is a critical decision that needs to be made at the beginning of the project, before the project's product, service, or object has been realized. In the case of technology-related projects, the complexity is even greater, as the evolution of systems and impacts on visibility may only become evident during the execution phase. To address this challenge, we aim to deliver and validate an MDCM (Multiple-Criteria Decision Analysis) framework that can support the selection of an appropriate project management methodology. To achieve this goal, we have extracted relevant literature on the influencing factors for project management. Our framework provides a comprehensive multicriteria approach that integrates the most critical factors identified in the literature to assist project managers in selecting the most suitable project management approach. In summary, this work proposes a quantitative method that combines the most influential factors in the current project management literature with a multicriteria framework to support project management approach selection.

To deal with environmental, economic and social problems linked to high consumption and intense manufacturing, Europe, ecological associations propose scenarios for the implementation of the circular economy, without saying how to implement them. Several circular strategies (CS) (reuse, remanufacturing, recycling...) enable to regenerate a product and its components throughout its life cycle. Currently, these CS are not implemented in a systemic way, but in a punctual and individual way. The objective is to deepen the knowledge of the global implementation of several CS. To achieve this, the paper proposes to characterise each CS according to the requirements of the entering and leaving products. This technical characterisation allows us to analyse their complementarities and interactions. This characterisation will be illustrated by the example of remanufacturing and resynthesis. Then, an analysis of our proposal is carried out to show the contributions in order to have a holistic approach of the regeneration.

The complexity of airplane parts is constantly increasing. For example, the airplane fuselage comprises more than 700.000 parts with different dimensions, geometries, tolerances complexity, and multiple materials. This complexity scenario requires an advanced manufacturing park with conventional and non-conventional machining, rapid manufacturing machining, 3D measuring machines, and others. In parallel, reducing these parts' cost and production time challenges the aerospace industry suppliers, ensuring high manufacturing quality. Therefore, this paper explores a preliminary discussion of the Semantic Web Technologies and 3D feature recognition application to assist the complex partsmanufacturing pricing and manufacturing planning since this process is made manually by a manufacturing engineer. During all quotation processes (3D part analysis, manufacturing planning, and manufacturing price definition), the engineer spends more than one week to quote a part depending on its complexity. This paper contributes to a Computer Integrated Manufacturing (CIM) domain since it discusses the application of Semantic web technologies and 3D feature recognition technologies to automate extracting the information from the part modelled in 3D and plan the manufacturing process to help to identify the price tomanufacture it. Finally, the main research result concerns the identification of the contributions and limitations of the related works in this domain and the research opportunity to cover this research gap.

The objective of this paper is to explore the potential future changes on the value and feasibility of Outcome-Based Contracts (OBC) and Outcome Business Models (OBM) in the setting of industrial production equipment. As companies and industries are implementing these business models characterized by long value co-creation contracts, the impact of the world around changing is becoming both a risk as well as in other cases an opportunity for increased value creation. We conducted a futures research project with the emphasis in understanding the external changes impacting the value of the OBCs and OBMs for the contract parties. The paper contributes by highlighting the impact of Drivers of Change on OBCs for both parties as well as identifying a set of Drivers of Change for industrial equipment manufacturers and users.

The public health sector in South Africa generates massive data and it caters to about 71% of the population. The introduction of electronic medical records has made this data difficult to process. The adoption of business intelligence and big data became a solution for processing and analysing this increased data. The research aimed to provide an understanding of the existing contributions of business intelligence and big data in public healthcare in South Africa. Our research question is what are the benefits and challenges of adopting the use of business intelligence and big data in healthcare in South Africa? A systematic search was conducted in seven electronic databases (EbscoHost, Science Direct, ProQuest, Scopus, Sabinet, SpringerLink, and Google Scholar). The inclusion criteria were journal papers, books, book chapters, reviews, and conference proceedings reporting on big data, big data analytics, and business intelligence in South African healthcare. 22 articles were analysed for the study. The findings revealed that business intelligence and big data help by shortening diagnostic tests (through early diagnosis), reducing risks in healthcare services, reducing hospital costs, and improving patients' health. However, there are issues like privacy, security, and poor data quality that need attention. The study contributes to the body of knowledge on healthcare informatics. Our study provides evidence for practitioners, policymakers, scholars, and technology advocates to advance the adoption and use of big data and business intelligence in the public healthcare system in developing countries. Our research contributes to sustainable development goal 3 (target 3.d).

The digital transformation of the public sector, which has become a critical aspect of modern public administration, involves using modern technologies, like cloud computing, data analytics, the internet of things (IoT), artificial intelligence (AI) and social media platforms to improve governmental efficiency, transparency and effectiveness [1]. Enterprise architecture (EA), which has emerged as a valuable tool for planning and deploying DT complexities, is widely used in the private sector, with its application in the public sector being, as yet, relatively limited [2, 3]. The current researchers performed a systematic literature review to identify barriers to EA implementation in the public sector, and to suggest effective best practice frameworks that can promote its acceptance and accelerate digitalization. The barriers identified in this study include the lack of support from higher-level management, the limited organizational capacity, the insufficient shared understanding of EA and the required policies, and the lack of skills. The present study presents a framework for overcoming such constraints and for accelerating both DT and EA adoption within the public sector. The framework contains seven key elements: leadership and political commitment;organizational capability;EA governance;a national digital coordination center;regulation and policy;technical skills;implementation guidelines;and maturity framework.

To create effective early childhood development resources and language development intervention programs, we must be informed of linguistic developmental benchmarks. To be informed, we need data - in quality and quantity. In South Africa, there is a project undergoing language data collection in 10 of our 12 official languages, in the form of standardised questionnaires answered by caregivers. For the final phase of data collection, approximately 20000 questionnaire responses are required. To do so, we present the pilot version of a multi-modal mobile app. This app is the product of an extensive user-centered co-design process with stakeholders ranging from lead researchers to young mothers, where their feedback has been the main design influence. It has supplementary audio support, as a mode of presenting the questionnaire and data collection. The pilot app contains a subset of the questionnaire in three languages - South African English, isiXhosa and Afrikaans.

This study investigates how diverse users can be involved in developing innovations on existing digital platforms. While user participation is emphasized in the design and development of digital platforms, little is known about how heterogeneous user groups can be involved in the design and development of large-scale information systems. The current knowledge base is confined to the context of small-scale information systems with homogenous groups of users. We conducted a qualitative case study where we studied the process of developing innovations on a health digital platform in Tanzania between 2017 and 2019. We investigated three innovations;the mobile application for data management, a case-based TB and leprosy system, and the development of a scorecard system. We found that heterogeneous user groups in digital platforms exist in a continuum of roles, including end-users, use mediators, facilitators, technology mediators, and platform owners, without strict boundaries. Further, we identified three methods of engaging users in these roles depending on the nature of the requirements: participation for policy-level needs, participation for organisational requirements, and participation for technical requirements. We recommend that information systems development adopts this classification of users and their methods of participation from as early as project conceptualisation.

Digital twins have the potential to revolutionize the way we design, build and maintain complex systems. They are high-fidelity representations of physical assets in the digital space and thus allow advanced simulations to further optimize the behaviour of the physical twin in the real world. This topic has received a lot of attention in recent years. However, there is still a lack of a well-defined and sufficiently generic data structure for representing data-driven digital twins in the digital space. Indeed, the development of digital twins is often limited to particular use cases. This research proposes a data structure for developing modular digital twins that maintain the coherence between the digital and physical twins. The data structure is based on a hierarchical representation of the digital twin and its components;the proposed data structure uses concepts from distributed systems and object-oriented programming to enable the integration of data from multiple sources. This enables the development of a digital twin instance of the system and facilitates maintaining the coherence between the digital twin and the physical twin. We demonstrate the effectiveness of our approach through a case study involving the digital twin of an industrial robot arm. Our results show that the proposed data structure enables the efficient development of modular digital twins that maintain a high degree of coherence with the physical system.

The emerging technology of 4D printing combines additive manufacturing and active materials under energy stimulation to create objects with shape and/or property-changing capacities. Designing such structures requires careful consideration of the transformation's specifications, shape and structure, stimulation strategy, and materials selection, thereby integrating multiple perspectives constraints and knowledge. The long-term objective aims to develop a computational design synthesis for 4D printing framework that comprises generative, evaluation, and recommendation procedures. To do so, these procedures require a suitable information backbone aligned with the involved stakeholders and the design process. Therefore, we propose a multi-view and multi-representation system in a computer-aided design (CAD) environment to support generation and synthesis while streamlining design intents. An implementation is made through an CAD add-on and a case study is introduced to demonstrate its applicability.
