Aligned with the objectives of UN Sustainable Development Goal 14, which aims to conserve and sustainably use the oceans, seas, and marine resources (United Nations, 2015), coastal cities are increasingly adopting smart marine technologies such as autonomous sensor networks to address environmental challenges and promote sustainable marine management. This systematic literature review examines the integration of these technologies in coastal cities, emphasizing their role and effectiveness in IT-driven mitigation strategies for marine environmental administration while also exploring key barriers, enablers, and stakeholder perceptions regarding the implementation of smart marine environments. Despite the growing prevalence of marine ecological issues, there remains a notable lack of empirical evidence demonstrating the real-world effectiveness of these technologies. Additionally, comprehensive studies exploring stakeholder perceptions and addressing technological integration challenges are limited. This review aims to address these gaps by synthesizing existing research, identifying key barriers and enablers, and providing recommendations for future studies to enhance the adoption and effectiveness of smart marine technologies in coastal cities. To achieve this, a comprehensive search was conducted in ProQuest, EBSCO, and Scopus databases, adhering to PRISMA guidelines, and including 62 peer-reviewed research articles published from 2014 onwards. The review identified significant contributions of autonomous sensor networks in enhancing IT-driven mitigation strategies. Key barriers to implementation include technological limitations, excessive costs, and lack of stakeholder engagement. Conversely, enablers included technological advancements, supportive policy frameworks, and increased stakeholder awareness. To illustrate, advancements in sensor accuracy and data processing capabilities have shown potential in improving real-time environmental monitoring.

The high prevalence of deteriorating mental health among university students, driven by stress, is a pressing concern. One significant stressor is poor time management, which directly affects students' academic success and overall well-being. Despite providing counseling services and time management resources, the scale of the problem is causing academic institutions to fall short of meeting the demand. To alleviate this situation, this study seeks to evaluate the role of scalable systems like Large Language Model (LLM) based chatbots. The focus of the study is to compare how users perceive stress and time management advice generated by a LLM versus that extracted from a book authored by an expert. The study utilized GPT-4, a leading LLM, whose advice was evaluated by seventy participants. These participants perceived GPT-4's advice as more practical and better explained compared to the book's recommendations. For practicality, GPT-4's advice scored better with 73% rating it as practical or highly practical versus only 68% giving that rating for the book's advice (t = 2.87, p < 0.01). Similarly, for the well-explained variable, 88% of LLM's guidance were rated as clear or very clear, exceeding the book's 79% (t = 4.437, p < 0.01). This study highlights AI's ability in giving effective advice that can be extended to a full coaching engagement. Such capabilities would not only augment human coaching but also address scalability challenge and expand accessibility.

This paper explores the design and implementation of advanced information systems in Law Enforcement Agencies, focusing on how these systems harness artificial intelligence for actionable insights and enhanced operational efficiency, addressing the critical challenges of managing and interpreting vast data sets within Law Enforcement Agencies, where the role of sophisticated information systems has become increasingly central. The development of this system embodies the commitment to pushing the envelope in information system innovation, focusing on practical deployment in high-stakes environments. Through the integration of xAI, transparency and interoperability are provided, supporting the trustworthiness and accountability of Law Enforcement operations. This paper not only explores the technological aspects of the presented system but also highlights its implications for security, operational efficiency, and ethical AI use within Law Enforcement contexts.

Digital transformation (DT) has become increasingly crucial in organizational management across various industries, with the COVID-19 pandemic accentuating its significance for organizational adaptability and resilience. Despite the acknowledged importance of DT, especially in the public sector for enhancing efficiency, transparency, and service delivery, there remains a significant gap in understanding the barriers to DT implementation in public organizations. This study aims to contribute to this knowledge gap by identifying and analyzing the barriers to DT within the Greek public sector. Through a case study as a research strategy, this research seeks to provide insights into the challenges faced by public entities in their DT journey, contributing to the broader discourse on DT barriers. The data was collected through semi-structured interviews involving seven staff members who were part of DT projects at the organization as well as from the internal documents of the organization. The study participants were selected utilizing a non-probability sampling method, and thematic analysis was employed to analyze the data collected. The results are twenty-seven barriers to DT of which eleven were similar between this study and previous literature, while sixteen were recognized as new barriers. By examining the DT barriers, this study not only aims to enhance the understanding of DT challenges in the public sector but also to inform strategies for overcoming these obstacles, thereby facilitating more effective and efficient public service delivery through digital technologies.

Predictive analytics (PA) systems help in steering a company more proactively. However, managers often struggle in applying them. Focusing on a sociotechnical perspective from managers, we perform a morphological analysis to explore design dimensions of PA systems and their range of design options beyond "pure" IT approach. Based on findings from a literature review, we constitute essential design dimensions and complemented with results from crossindustry interviews we reveal designs options for each dimension. By means of a case study, we evaluate our artifacts' utility and validity to finally discuss three lessons learned as follows: (1) Flexibility is key - PA systems are about creating new insights and becoming more flexible in turbulent times, in parallel relieve (local) controllers from their workload;(2) Simplicity beats complexity - start your project scope by applying time-series models. Then, if needed, upgrade toward more complex algorithms or even an ensemble of algorithms;(3) Corporate culture eats PA systems for breakfast - combine human experience and gut feeling with machine results, whilst internalizing the knowledge of consultants in your business department.

The rapid advancement of technology has led to the emergence of Non-Fungible Tokens (NFTs) and the Metaverse, representing unique digital assets and a post-reality environment that combines virtual and digital worlds. This review aims to explore the legal and ethical challenges associated with NFTs and the Metaverse in the United Arab Emirates (UAE) and to identify opportunities for the UAE to position itself as a leader in these technologies. A review of 15 research articles was conducted, focusing on privacy, cybersecurity, regulatory concerns, and socio-cultural issues related to NFTs and the Metaverse in the UAE. information relevant to the UAE was included, while unrelated data was excluded. The findings indicate that NFTs and the Metaverse offer significant opportunities for the UAE to lead in technological innovation. However, substantial legal and ethical challenges must be addressed to realize these benefits fully. Enhancing the financing and entrepreneurial ecosystem in the UAE is recommended to foster innovative applications of NFTs and the Metaverse. Addressing legal and ethical challenges is crucial to improving citizens' lives, boosting economic competitiveness, and driving innovation.

DIAVGEIA (meaning clarity in Greek) is the Greek Open Government national portal where most of the public sector administrative acts and decisions are published forming a huge collection currently containing more than 60 million documents. The information published at DIAVGEIA include document-based metadata (e.g., the signer/publisher of the act/decision) and unstructured documents (pdfs). The majority of these documents contain information about transactions/events (e.g., payments, hirings, appointments, project assignments) that occur in the frame of Public Administration and concern specific agents (citizens, businesses, public servants etc.). However, the actual transaction data is not adequately modeled at the metadata or provided only in an unstructured way through the pdf documents. This paper proposes an approach to extract and model the transactional data available in DIAVGEIA as Event Centric Knowledge Graphs (ECKG). The approach uses ECKG models to represent the data and proposes a process, that leverages AI/ML/LLM techniques in order to generate the ECKG from the documents. This approach considers events as first-class entities for knowledge representation and works towards adopting a data-centric event-native mindset in data management of the public administration compared to the existing document-centric paradigm. This in turn can be beneficial for the public administrations in order facilitate real-time decisions making but can also increase transparency and accountability.

dipole crossed antenna array involving hybrid radiating elements composed of copper, annealed steel, and liquid metal (LM). Significantly, this study marks for the first time, to the best of our knowledge, the pioneering integration of LM radiating elements into an antenna array, introducing a capability to dynamically adjust the physical size of their radiating elements while maintaining optimal array performance. In particular, the configuration consists of a.10 x 10 array of dipole crossed antenna elements, mainly consisted of an alloy of eutectic Gallium Indium (EGaIn) cylinders. Each dipole consists of eight cylinders of EGaIn, achieving an exceptional efficiency exceeding 80% within a frequency range of 1.5 GHz to 2.1 GHz. Notably, the analysis results reveal a remarkable realized gain of 21 dB, with the radiation pattern remaining consistent across the entire operating frequency bandwidth. This innovative concept paves the way for future applications not in only in the realm of 5G cellular multiple input multiple output (MIMO) networks but also in the forthcoming 6G wireless communication systems.

This research investigates the impact of a remote working setting on soft-ware engineers' (SEs') well-being, as well as explores the potential of Positive Psychology to manage challenges and enhance their overall well-being. Software engineers (SEs) face various challenges in their daily routine, among which are to meet deadlines, fix coding problems creatively and on time, deal with non-coding related tasks, be as productive as possible, and deal with clients. All these provoke a high amount of pressure, leading to high rates of stress, anxiety and self-doubt, which consequently reduce their motivation and affect their overall performance. The recent and abrupt shift to a Work-From-Home (WFH) model, due to COVID-19 restrictions, accentuated these challenges. Meanwhile, it introduced apprehension related to the adaptation to the new work setting while managing isolation and sustaining productivity. Despite the available research on SEs' well-being on a traditional work setting, there seems to be limited research on the specific challenges as well as promising interventions for their overall well-being and resilience while working remotely. This study, aims to address the gap and explore the potential of Positive Psychology Intervention as a tool that could positively contribute to their productivity, motivation, resilience, personal and professional balance and their overall well-being, while working from home. The Systematic Literature Review examines the challenges Software Engineers face daily while WFH, in terms of performance, productivity, motivation, and well-being. Following the aforementioned WFH challenges, this study explores the potential applications of Positive Psychology Interventions, as well as organizational practices to enhance their overall well-being and performance.

IS studies have thoroughly investigated the role of governance in information technology (IT) outsourcing, but little research has been conducted on a rather recent type of outsourcing-namely, microsourcing, i.e., the sourcing of smaller scale projects to rather small-sized independent contractor firms or individual freelancers. This paper investigates the technical conditions that surround the employment arrangement of such microsourcing practices. The paper proposes a synthesis of organizational conditions of IS microsourcing with the changing technical conditions for software development as an explanatory framework for the increased viability of microsourcing. The main tenant of the argument is that increased modularity of programming code promotes: clearer division of labour;easier communication;and enhanced perceived controllability. It is argued that some of the most costly aspects of negotiation among programmers are absorbed by the cognitive organization of the programming languages. The paper, furthermore, argues that this arrangement leads to individualization of rapid, incremental and iterative development life cycles with extensive code reuse, and a rich variety of customized IT solutions.
