The utilization of health data for secondary purposes, such as research, statistics, and development, has become increasingly significant in advancing healthcare systems. To foster the above, Finland has established a framework for the secondary use of health data through legislative measures and the creation of specialized institutions, which are the first of their kind in the world. In this paper, we give an overview of our implementation for using secondary health data in a centralized fashion. As a technical contribution, we also address key implementation aspects related to implementing the framework.

There is a rapid emergence of tools, methods, and guidance for the use of AI across all parts of the software development process, from requirements gathering to code generation to testing and user feedback. However, AI raises many concerns regarding responsible use, and there is a need to understand and develop principles for what responsible software development entails in practice in an agile context, as well as carefully evaluate the incorporation of AI tools and methods in software engineering. We draw on experience from Bespot, Knowit, Schibsted, and Spotify to identify challenges faced by companies pioneering the use of AI in their software development efforts and start charting a roadmap for responsible AI in software engineering.

Open data ecosystems are complex socio-technical systems. Various research studies analyze the components, actors, roles, and their relations in order to provide a better understanding of the ecosystem and the value it creates. Even though the previous studies identify the basic elements of the open data ecosystems, there is a research gap towards their connection with the infrastructural elements that support their inclusion and well-functioning in the ecosystem. The current study addresses this gap by applying a systematic literature review to identify the actors and their roles, as well as how these roles are connected to the open data infrastructural elements. As a result, a conceptual model of this analysis has been created.

The EU AI Act (EU AIA) was created to ensure ethical and safe Artificial Intelligence development and deployment across the EU. Enterprises will face stringent requirements when complying with the EU AIA, which many organizations currently find confusing. This study aims to identify key challenges and strategy development that organizations face regarding the EU AIA and to help them comply with it. To achieve this aim, we conducted a Multivocal Literature Review (MLR) to explore the sentiments of both the industry and the academia. From 130 articles, 56 met our criteria. We found 199 primary keywords in the literature. The three following concepts were the key ones: liability, discrimination, and a adequacy of tool. Additionally, both industry and academia expressed negative sentiments around regulatory interpretations, specific requirements, and transparency issues. Based on our findings, we highlight three themes for enterprises. First, a risk-based regulatory compliance system, emphasizing the importance of developing systems that ensure adherence to regulatory requirements by focusing on risk management. Second, the need for ethical frameworks and principles in technology development. Third, the importance of policies and systems regulatory risk management. These results highlight key challenges and strategies, while also highlighting less commonly discussed themes, thus enabling enterprises to align their systems with the requirements and better position themselves in relation to the EU market.

Adoption of Cloud Platforms Among Independent Software Vendors 1

The transition from on-premises to cloud-based enterprise software influences independent software vendors (ISVs) to build their solutions upon the software offered by well-established vendors. This paper evaluates different strategies in this transition. The study is based on a data set of 1,652 ISVs that match appropriate characteristics, which forms the basis for this study. We obtained unexpected results regarding growth opportunities for ISVs joining a cloud platform. We did not find a significant effect of cloud adoption on ISV's growth opportunities, and we still see growth opportunities for ISVs who run their software on-premises. In addition, we found that ISVs showed higher growth opportunities when single-homing compared to multi-homing. These findings contribute to understanding ISV's challenges in transitioning from on-premises to the cloud. In the near term, there still seem to be business opportunities for maintaining customers' on-premises landscapes. Furthermore, it is costly to develop the capabilities for a cloud platform ecosystem;thus, focusing on one of the large vendors' ecosystems could be a promising strategy for ISVs.

Rapid popularisation of Artificial Intelligence (AI) has accelerated initiatives for ethical AI development. In the European Union (EU), the Artificial Intelligence Act (AIA) entered into force on the 1st of August 2024, which has steered the focus in many organisations towards compliance. As the AIA is not an ethics guideline, it is reasonable to assume that measures beyond compliance are required for ethical AI systems development. To help unravel what is already covered by the AIA and what not, this paper studies the premise the AIA lays out for ethical AI systems development. Drawing from critical theory and using John Rawls's theory of justice, the paper shows how the Act provides limited support for basic liberties, equality of opportunity and the least advantaged members of society, which calls for attention concerning ethical reflection in the AI system lifecycle to ensure ethically sustainable AI development. Recommendations are given on what kinds of ethical considerations organisations should include in Agile AI development process to steer the development towards justice as fairness.

This study investigates the impact of constant feedback in enhancing hybrid scrum team performance from a case study conducted with 24 undergraduate students organized in three teams. This research uses self-perceived performance surveys to identify factors that affect team performance. The objective is to enhance team performance by providing timely feedback for reflection and improvement based on identified challenges. Preliminary findings revealed that constant feedback, facilitated by self-perceived performance surveys after each sprint cycle, enables teams to address identified challenges and enhance performance progressively. This highlights the significance of timely feedback in enhancing team performance and productivity. Future work involves leveraging AI tools to analyze communication data collected throughout the study to understand well-being factors and their influence on a team's performance and productivity.

Classifying natural language requirements (NLRs) is challenging, especially with large volumes. Research shows that Large Language Models can assist by categorizing NLRs into functional requirements (FR) and non-functional requirements (NFRs). However, Generative Pretrained Transformer (GPT) models are not typically favored for this task due to concerns about consistency. This paper investigates the consistency when a GPT model classifies NLRs into FRs and NFRs using a zero-shot learning approach. Results show that ChatGPT-4o performs better for FRs, a temperature parameter set to 1 yields the highest consistency, while NFR classification improves with higher temperatures.

As companies increasingly develop data products and follow data-driven strategies for competitive advantage, the decisions about sharing data become important. In practice, however, organizations are hesitant to participate in data sharing. To address this problem, this paper presents a taxonomy to characterize data assets and improve structured assessment of data assets for decisions on inter-organizational data sharing. The aim of the taxonomy is to aid organizations engaged in data spaces or data ecosystems in making informed decisions whether to share data assets and under what terms, based on their value, possible risks and the resulting criticality associated with sharing. To develop the taxonomy, we conducted a multivocal literature review, synthesizing scientific literature related to data sharing, descriptions of data assets used in real-world use cases, and shared in data space initiatives. The taxonomy structures data key dimensions and characteristics important for understanding business value and risks associated with data sharing. The taxonomy is an initial result of a method for data assessment, and lays groundwork for future theorizing on inter-organizational sharing of sensitive data assets.

Leadership has been considered from every angle (almost) and the efforts are going strong. New ideas, books and trends, fads are popping out frequently. It's not a secret that leadership in Agile is a fundament, started looking from attitude and roles up to practice at every level of the organization. Leadership in Agile Teams is still under dispute. It is time to embrace shared leadership, a very helpful concept in describing an emergent team phenomenon whereby leadership roles and influence are distributed among team members. This approach has surprising support in studies about team performance, well-established history, and even anecdotal evidence from practitioners. This very short paper presents results from the initial research of the author using SNA method.
