A procedure is a risk-limiting audit (RLA) with risk limit a if it has probability at least 1 - a of correcting each wrong reported outcome and never alters correct outcomes. One efficient RLA method, card-level comparison (CLCA), compares human interpretation of individual ballot cards randomly selected from a trustworthy paper trail to the voting system's interpretation of the same cards (cast vote records, CVRs). CLCAs heretofore required a CVR for each cast card and a "link" identifying which CVR is for which card-which many voting systems cannot provide. This paper shows that every set of CVRs that produces the same aggregate results overstates contest margins by the same amount: they are overstatement-net-equivalent (ONE). CLCA can therefore use CVRs from the voting system for any number of cards and ONE CVRs created ad lib for the rest. In particular: - Ballot-polling RLA is algebraically equivalent to CLCA using ONE CVRs derived from the overall contest results. CLCA can be based on batch-level results (e.g., precinct subtotals) by constructing ONE CVRs for each batch. In contrast to batch-level comparison auditing (BLCA), this avoids manually tabulating entire batches and works even when reporting batches do not correspond to physically identifiable batches of cards, when BLCA is impractical. If the voting system can export linked CVRs for only some ballot cards, auditors can still use CLCA by constructing ONE CVRs for the rest of the cards from contest results or batch subtotals. This works for every social choice function for which there is a known RLA method, including IRV. Sample sizes for BPA and CLCA using ONE CVRs based on contest totals are comparable. With ONE CVRs from batch subtotals, sample sizes are smaller than for BPA when batches are homogeneous, approaching those of CLCA using CVRs from the voting system, and much smaller than for BLCA: A CLCA of the 2022 presidential election in California at risk limit 5% using ONE CVRs for precinct-level

The ubiquity of Information and Communication Technologies (ICT) presents challenges in designing experiences and interfaces. Hence, it becomes crucial to have solutions that facilitate the comparison of various products, discerning their relative strengths and weaknesses. Therefore, this paper presents a proposal of an Evaluation Framework for Benchmarking the user eXperience and Usability of Online Social Networks. Its goal is to provide a holistic perspective of user eXperience and satisfaction, checked in conformancewith a detailed heuristic analysis. This Framework is divided into three parts, comprising (i) the selection of experts, and products to benchmark;(ii) the evaluation of UX Satisfaction of each product with Emocards, and (iii) test the User eXperience within a Usability Heuristic Evaluation for each product. By applying the specific study case of seven senior online social networks and resorting to 14 experts in the field of ICT, it was possible to build a holistic Benchmarking Evaluation Framework. In particular, this Framework introduces new perspectives on (i) the priority sequence for UX and satisfaction, followed by heuristic detail;(ii) the seamless incorporation of feedback obtained during the think-aloud process into the analysis and data representation;(iii) the creation of a normalized score for each heuristic of every product, thus allowing for a direct comparison between products;and (iv) the creation of integrated representations of the two dimensions under study - i.e., UX satisfaction and Usability Heuristic Evaluation. Overall, we hope that this proposed Framework can serve as a simple yet effective approach to represent and compare evaluation results between products.

Digital literacy has increasingly assumed paramount importance in the digital age, emerging as a vital essential skillset. This study begins by retrospecting on the three evolutionary stages of digital literacy, delineating the characteristics unique to each phase. It observes that the connotation of digital literacy has been continually expanded and refined with the progression of time. Subsequently, by analyzing current international standards and frameworks for digital literacy, and integrating the developmental context and specific traits of Chinese students and teachers, this research constructs a digital literacy conceptual framework for students and a digital literacy conceptual framework for teachers. Thereafter, using the student population as an example, the study developed a digital literacy evaluation tool based on the conceptual framework and presented the results of evaluating students' digital literacy in a large-scale study conducted in six Chinese provinces. Finally, the study provides concrete and feasible recommendations for improving digital literacy of teachers and students.

The construction industry has the most fatal industrial accidents in Japan, and many accidents are due to unsafe worker behavior. On-site hazard prediction training is effective in preventing unsafe behavior, but the need for completing construction projects within limited working hours and construction periods decreases the time available for such training. Therefore, it is important to conduct hazard prediction training against unsafe behavior before construction starts. Current pre-service training methods are limited to verbal or written reminders of safety and health management knowledge by safety managers, and it is difficult to provideworkers with opportunities to predict hazards due to their own actions. In this study, we aim to enable safety managers to provide accurate hazard prediction training according to the hazard prediction ability of workers during outbound training, where time can more easily be secured. To that end, we develop a virtual reality system that enables risk prediction training for unsafe behavior in outbound training. We confirm that the system enables safety managers to provide appropriate guidance while grasping the comprehension level of construction site workers and improves the training's sense of realism and understanding.

The blended synchronous classroom (BSC) is an important form to promote the equity of urban and rural education. Compared with the traditional single-teacher classroom, the interaction has the characteristics of multi-objects in BSC. The teacher-student dialogue directly influences the teaching effectiveness of such classrooms. However, most existing research focuses on counting the frequency of teacher-student interaction, in similar teaching activities, which might overlook the quality and depth of teacher-student dialogue. To fill this gap, this research uses a variety of learning analytics and data mining methods (e.g., lag sequence analysis, social network analysis and K-means) to detect fine-grained attributes of transitions of teacher-student dialogue in 40 BSC lessons, based on Bloom's taxonomy of educational objectives theory. The results show two kinds of classroom dialogue characteristics, as well as the transformation characteristics of questioning behaviors and the key questioning behaviors. This research deepens the understanding of the diversity of teacher-student dialogue and offers practical implications for improving the quality of classroom dialogue in BSC.

This study unveils and formalizes well-handledness in Robustness Diagram with Loop and Time Controls(RDLT). This model property has not yet been established for this particular workflow model. The fundamental concept of well-handledness, which is to ensure a balance between the AND/OR-split and AND/OR-join pairs, is adopted from Petri Net(PN). However, due to the multidimensional nature of RDLT, we extended its definition to consider the L-attributes. Meanwhile, the MIX-join structure that is unique to RLDT has been discounted in this study's analysis and formalization of well-handledness. We have also established the structural and behavioural profiles of wellhandled RDLTs, unravelling their relationship with relaxed and classical soundness. Lastly, algorithms for verifying balanced and well-handled RDLTs are also provided.

Information security, applied to both systems and cognition, is a priority for states and private actors alike. Artificial Intelligence (AI) has the potential to be a game-changer in protecting autonomous critical information infrastructure, provided that AI systems are properly developed and adopted by users. This paper focuses on the early stages of developing a future AI system to prevent organizations from acute disinformation phenomena that could flaw or freeze critical decision-making processes of public authorities, with potentially catastrophic consequences. As such, it analyzes the state of the art of explainable AI (XAI) which can enhance users' trust in cybersecurity and the conditions necessary to ensure broad and long-term adoption of these systems by individuals and the society at large in the light of technology acceptability conceptual frameworks, especially UTAUT model. The central goal is to develop these systems in the light of the conceptual framework of technology acceptability and adoption, with a view to developing an acceptable and ethical XAI, people are willing to accept to interact with. This paper is the preliminary study to qualitative research using semi directed interview grid aiming at evaluating the technology's acceptability on a sample of future users.

We developed and evaluated a learning support system for learning logical reasoning. Focusing on the ability of convincing argument, we formulated a method of improving the convincing power of deductive and abductive arguments, then defined seven educational models based on the method called "Argument Unit." We implemented a system in which learners assemble the argument structure of a given document with nodes of proposition and links of their relationship. The system then compares the structure with Argument Units and gives appropriate feedback to learners if the structure is incomplete. We conducted an experiment for evaluating the effectiveness of learning with the system. Nine university students learned a set of ways of making a convincing argument and took pre-/post-test. Both tests included 5 learning tasks. Post-test also included 5 transfer tasks. As a result, in learning tasks, scores were significantly higher in the post-test than in the pre-test. On the other hand, in transfer tasks, scores were also significantly higher in the post-test than in the pre-test. This result indicated a certain degree of learning effect in the system-based learning immediately after learning. However, the results of the task-by-task analysis suggest that the effectiveness of this system varies greatly depending on the type of argument units handled in tasks. In upcoming research, we plan to analyze whether the learning effect is maintained after a certain period of time has elapsed after learning with the system in this experiment.

GovTech is a socio-technical solution based on government technologies promoted by ecosystems that involve public sector organizations with startups and small businesses. Government technologies represent a new frontier for digital transformation in terms of capabilities to examine, co-create, experiment, and implement solutions in the public sector. Govtech also requires changes in how public organizations operate, manage projects, and report to new intermediaries that comprise stakeholder ecosystems. It is an exploratory study on mobilizing capabilities for GovTech solutions and ecosystems. We analyze critical indicators based on the GovTech Enablers Index to indicate which capabilities can enhance GovTech. The study informs how public sector organizations can mobilize capabilities to harness and promote GovTech through a roadmap of requirements and use cases. It also contributes to the discussion on GovTech through organizational and cooperative aspects and mutual agreements between parties and private sectors that comprise the Govtech ecosystem.

Interoperability (IOP) is crucial for integrating emerging technologies (ETs) in the public sector, enabling efficient data exchange and interaction across various applications, systems, services, and organizations. Recognizing a gap in the systematic study of IOP's role in the context of rapid technological advancements, this study employs a scoping review following PRISMA guidelines to identify key challenges and opportunities of IOP for adopting ETs in the public sector. Our analysis shows that a comprehensive approach to IOP is essential for maximizing the potential of ETs in the public sector. This approach promises to ensure smooth data exchange, effective system integration, stakeholder collaboration, legal and regulatory compliance, and enhanced public service provision. Our findings add to the ongoing discussion on digital transformation in the public sector, providing new insights into achieving a seamless technological ecosystem that integrates ETs and promotes innovative, efficient, and user-friendly public services.
