Digital Government Competences are vital for digital transformation in public administration. However, research has mostly focused on the acquisition of new competences, neglecting prevailing ones that contradict transformation efforts. We address this shortcoming by adopting an unlearning perspective, which depicts the process of discarding obsolete competences that hinder rather than foster change. Consequently, we present the results of a focus group study with 34 public servants and subsequent in-depth qualitative analysis. We apply the lens of an established competence framework that defines competence dimensions as individual and organizational as well as visible (observable behavior) and hidden (cognitive mechanisms). The results identify both individual and organizational competences in 24 categories that must be unlearned to unlock the potential of digital transformation in public administration without legacy burdens. We contribute to digital government research by complementing the competence discourse with an unlearning perspective and offer practitioners a new angle on continuous education.

In light of the fast-paced progress of Generative AI tools, we noticed our students' interest in using generated code for their course assignments. We evaluate how well someone can solve computer programming problems with ChatGPT-4 using problems that were previously given in our exams at the University. We also analyse how well such solutions perform compared to real-life solutions produced by our cohort of students before the release of ChatGPT-4. The capability of our code evaluation tool to assess code correctness and code quality proves to be insightful to expose limitations of generated code, and we outline several possible improvements to increase this capability.

Legal regulations and conceptual models are important for public organizations. Conceptual models are means for complexity reduction in the design and customization of information systems. Legal regulations are important for public organizations as they specify the services that the organizations offer to citizens and businesses. However, the operationalization of legal regulations is challenging because they leave room for interpretation and there is a high number of involved actors. These actors comprise of domain experts and IT experts within a public organization, but also other public organizations on the same or different levels of government. In consequence, there are many actors involved in the operationalization and execution of legal regulations for public services who would benefit from the use of conceptual models. To provide support for these actors, we address the following research goal: Design of a method for the collaborative and semi-automated generation of conceptual model from legal regulations in public organizations. In the course of our design science research approach, we derived requirements for the solution based on interviews with thirteen public officials. We conceptually developed the method and evaluated it with an illustrative scenario and expert interviews with six public officials. The evaluations reveal the general potential usefulness and intended use of our method.

In recent times, Massive Open Online Courses (MOOCs) have become increasingly popular for offering accessible and versatile learning opportunities to a broad audience. However, specific tasks that are necessary in such systems and usually require human involvement, like grading assignments, can be difficult to automate and scale. Furthermore, recent studies have highlighted the capabilities of Large Language Models (LLMs) in a variety of natural language processing tasks, yet the effectiveness of these models in evaluating assignments in educational settings like MOOCs is still an under-researched field. In this paper, we introduce a novel multi-agent architecture, powered by LLMs and the AutoGen framework, that aims in automating the grading of subject-agnostic student assignments. Additionally, we present interaction examples between the agents during grading coding assignments, shedding light on the system's potential to mimic human-like grading nuances and incorporate the tutor's feedback. This research aims to demonstrate the advancements in automated grading, emphasizing the role of multi-agent systems in educational technology.

In everyday life, adaptive behavior depends on the ability to perceive action possibilities. The field of research on affordances has addressed how individuals perceive action possibilities through the coupling between the perceiver's capacity and environmental features. However, with the increasing digitalization of our environment, people usually need to perceive action boundaries in a 2D-cyberspace. Consequently, researchers need new tasks to operationalize action boundary perception in 2D-cyberspace. The current article aims to propose a critical review of two action boundary perception tasks: the Perception-Action Coupling Task and the Action Boundary Perception Online Task, as assessment tools of the virtual action-boundary perception in digital environment. First, we present the historical background and context of the emergence of these tasks. Then, we review the studies that have employed these tasks. Finally, we conclude by discussing the potential of these tasks, as well as providing a critical description of the limitations that future research will need to address.

Objective data on social media use is now urgently needed for understanding its impact on adolescent well-being. Traditional objective social media data collection methods, such as data donation and passive sensing, face challenges including intrusiveness, privacy concerns, and limitations in adolescent-a critical demographic in this research area. In our study, we introduced a novel, less intrusive method using user-donated screenshots within an ecological momentary assessment (EMA) framework. We recruited 374 adolescents from Switzerland, who were instructed to capture and share three daily screenshots detailing their total and app-specific usage across screentime, activations, and notifications. From this, we collected 6,819 screenshots, with 25% of participants failing to submit any screenshots, 14% submitted incorrect or incomplete ones, while 64% provided complete data for more than five days. To process this data, we developed an image-to-text pipeline using Tesseract OCR that achieved a 96% average accuracy rate. This user-donated screenshot method proved to be less burdensome than traditional data donation, capable of capturing detailed app-specific usage across smartphone operating systems, and applicable among adolescents. Nonetheless, success of the user-donated screenshot approach hinges on user compliance. We analyze attrition sources and suggest six strategies to enhance future research, such as incentivizing participation, implementing pre-upload image checks, and improving participant onboarding and education.

This is due to TV advertising, and the failure of TV advertisers to create TV ads that match the interests of individual consumers. Although viewing intention for TV ads is decreasing, viewing intention for TV ads that match individual consumer interests is significantly higher. However, from the perspective of TV ad creators, it is time-consuming to create TV ads thatmatch the interests of individual consumers, and they have not been able to create such TV ads. With the arrival of the era of "Mass entrepreneurship and innovation" in China, a large number of innovation and entrepreneurship courses have been opened in colleges and universities. However, the current courses mostly focus on theoretical teaching and ignore the problem of ability cultivation. In order to stimulate students' innovative thinking and entrepreneurial potential, this study explores the effect of applying the "three phases and six segments" experiential teaching mode in the course of "Foundation of Innovation and Entrepreneurship". The teaching mode includes three stages of pre-course preparation, in-course implementation and post-course consolidation, as well as six segments of designing, creating, experiencing, sharing, constructing, and transferring, emphasizing that students can acquire knowledge and ability in practice through "hands-on, experience and feeling". In this study, two classes were selected for comparative experiments, one adopting the experiential teaching mode and the other adopting the traditional lecture method. The results show that the experiential teaching mode can significantly stimulate students' interest in learning, cultivate their innovative thinking, and improve their entrepreneurial awareness and ability compared with the traditional teaching mode. This study verifies the application effect of experiential teaching mode in innovation and entrepreneurship courses, and provides a reference for the reform of related courses.
