Efficient and rapid rescue activities are vital in the immediate aftermath of a large-scale disaster. However, the locations of demanders (those requiring special care or assistance) and responders (those supporting or assisting the demanders) are often widely separated. In this paper, we propose a method of supporting efficient travel and navigation for rescue activities using fuzzy c-means clustering and a genetic algorithm. We also propose an optimization method that takes into consideration the difference in workload required by demanders, compatibility between responders and demanders, and the urgency of demanders. We then demonstrate the efficiency of our proposed method based on numerical simulations and field experiments using a web application that incorporates the method.

Smart governance has been increasingly gaining momentum to deal with the challenges of fast urbanization in China. However, only limited English literature is available to enhance our understanding of Chinese smart governance. In this chapter, special emphasis is put on our transformative understanding of smart governance in China by identifying the impacts of urban context on smart governance arrangements from an urban planning perspective. As such, we concentrate on smart governance projects in different Chinese cities, foremost based on Chinese literature. We aim to investigate: (1) what smart governance means in Chinese urban planning settings, and (2) how urban context influences the smart governance projects in different Chinese cities. On the basis of an intensive review of Chinese literature on smart governance, we find that smart governance in China varies significantly. Therein, we can identify four types of smart governance in China, including: (1) constructing a pilot area, (2) improving government performance, (3) building trust in government, and (4) encouraging innovation. A comparative exploration of four Chinese projects representing these four types of smart governance shows that the urban context affects the interaction between technology and urban actors. Moreover, it shows that this interaction has a feedback effect on the urban context itself. From this we can conclude that knowledge on the urban context is vital to understand the expected outcomes of intended smart governance arrangements.

The study aims to develop a system that visualizes spatiotemporal information in both real and virtual spaces, integrating SNS, Web-GIS, MR and the gallery system as well as Wikitude, and connecting external social media. Using these systems and technologies, the system has four functions for area-based learning, three functions for sightseeing, four functions specialized for VR, AR and MR. The system was applied for five weeks, and the total number of users was 66. From the evaluation results, it was clear that all of the functions in the system were highly evaluated, and most of the functions for area-based learning are more popular than other two kinds of functions. Though all users used the functions specialized for VR, AR and MR, they were more negatively evaluated than other two kinds of functions. Consequently, the present study showed the possibility that the system will support both area-based learning and sightseeing using VR, AR and MR.

This paper applies state-of-the-art techniques in deep learning and computer vision to measure visual similarities between architectural designs by different architects. Using a dataset consisting of web-scraped images and an original collection of images of architectural works, we first train a deep convolutional neural network (DCNN) model capable of achieving 73% accuracy in classifying works belonging to 34 different architects. By examining the weights in the trained DCNN model, we are able to quantitatively measure the visual similarities between architects that are implicitly learned by our model. Using this measure, we cluster architects that are identified to be similar and compare our findings to conventional classification made by architectural historians and theorists. Our clustering of architectural designs remarkably corroborates conventional views in architectural history, and the learned architectural features also cohere with the traditional understanding of architectural designs.

The study aims to develop and test a method to evaluate the location of aged care facilities from the viewpoint of whether they are equitably located for users, using the improved Median Share Ratio (MSR). By evaluating the current location of aged care facilities, it is possible to extract the districts which are short of facilities. The evaluation method was applied to Chofu City in Tokyo Metropolis, Japan, and the evaluation result of weighting and that of not weighting by elderly population were compared and discussed. Consequently, adopting the evaluation method with weighting by elderly population, it is possible to adequately examine the districts where new aged care facilities should be constructed. From this evidence, it is significant to evaluate the location of aged care facilities, using the improved MSR with weighting by elderly population in the study.

Although many studies have been made on urban land use change, most of them focus on a specific aspect (e.g., landscape or policy) with fewer considerations of spatiotemporal dynamics of urban sprawl. In this study, we explored the urban sprawl process in Beijing over the past three decades (1984-2013) on an annual basis by linking spatial metrics and landscape networks to trace the dynamics of urban patches. First, we identified six main growth periods of urban expansion with different patterns, through a relatively comprehensive change analysis of different landscape matrix. Second, we used the urban landscape network to explain the spatiotemporal dynamics of urban patches, with a linkage to policies (or planning) behind each hotspot of urban expansion. We found the major trajectory of urban growth in Beijing started from the northern and southern parts of the central built-up region to its southeast side, which is different from the planned two axes (i.e. horizontal and vertical) along the core area of the city. Our results indicated that urban expansion is highly uneven both in time and space, which relies on more satellite observations for a better understanding of this process. Also, the identified urban growth periods and patterns are valuable to the development of urban sprawl model.

In 1864 the mapping brigades of the Royal Netherlands Indies Army were given separate status directly under the General Staff, and this was later regarded as the starting point of the Topographic Survey of the Netherlands East Indies. They started with the systematic survey of Java, to produce a topographic map series 1:100,000. By 1886 this had been completed, in combination with a land-use survey, and the surveys of the outer isles started. Because of its advanced reproduction process, this map series fetched more prizes at world exhibitions than any other map product before WWI. Reactions by the army, were less positive, but around 1900 a better terrain representation, a more sensible sheet subdivision and timelier provision of map material had been effectuated. In the twentieth century a training brigade, a triangulation brigade and from the 1920s onwards a photogrammetry brigade were added, signs of an increasing professionalization. In 1939, when the 75th anniversary of the Survey was celebrated, large scale topographic maps at scales larger than or equal to 1:100,000 had been produced for all of the archipelago, with the exception of the scarcely inhabited primeval jungle in Borneo and New Guinea. By 1946 the Survey was under Dutch control again, after the Japanese intermezzo, but due to wartime activities on Java, only mapping programmes on the outer Islands were engaged in. In June 1950, the Survey was transferred to the Indonesian authorities.

The present study centers on a largely unnoticed seventeenth century Chinese map entitled Tianxia jiubian fenye renji lucheng quantu (sic) (Complete Map of the Allotted Fields, Human Traces, and Routes within and without the Nine Borders under Heaven, 1644). Printed by a lesser-known scholar Cao Junyi (sic), this map carried remarkable features that mixed a number of concepts and techniques from both Chinese and European cartographic traditions. It borrowed some information, including the oval layout, lines of longitude, and names of foreign places, from a few widely circulated Jesuit world maps, especially the one made by Matteo Ricci in 1602. Meanwhile, the map continued to represent a Sinocentric world order and the stereotyped concept of Chinese-Barbarian distinction. While the 'Middle Kingdom' remains at the center and occupies the largest area, regions such as Europe, Africa, and America are reduced disproportionally in size and put near the borders of China. By converging two very different cartographic traditions, Cao made a conscious effort to re-locate China in the newly known greater world. In-depth analysis of this particular map suggests that the seventeenth century encounter of Chinese and European cartographies should not be treated with a simplistic characterization of acceptance versus resistance, or, advancement versus backwardness. It was instead a complex process of negotiation and appropriation conditioned by various factors across scientific, ideological, cultural, and religious boundaries.

The present study combines three research areas: the history of cartography in early modern Japan, the history of knowledge exchange in Japan, and the history of the Leiden University Library collections. A group of Japan-related nineteenth-century maps are analysed in terms of the various ways in which they can be related to specific encounters between historical actors. Their significance is enhanced by the fact that they bear traces of their use, thereby allowing the reconstruction of the material processes through which geographical knowledge was exchanged through social networks.

In recent years, the widespread use of social media has generated new and big datasets and provided new platforms for urban planning. However, existing studies have often been case-specific or focused on a specific planning domain, leaving the role of social media in urban planning generally questioned. This study conducts a systematic review of to which extent social media can be used in urban planning. There are two main findings. On the one hand, social media data have been increasingly used for urban analysis and modelling, often combined with conventional and new datasets. The domains of application include individual activity patterns, urban land use, transportation behavior, and landscape. On the other hand, social media have provided a new platform for participation, communication and collaboration. They provide new opportunities for cities to hear the voices of distinctive social groups, even those who do not formally participate in planning processes. In recent years, citizens have used social media to initiate and organize themselves collective actions in planning practices. Issues of using social media data in urban planning include population and spatial biases, privacy issues, and difficulties in extracting useful information out of the social media data. It is necessary to pay more attention to the proper dealing with these issues during the collection and methodological handling of social media data.
