Google Maps and Google Earth are very popular web mapping services but they are not open and not OGC-compliant. The question arises why this is not the case. One reason is that commercial data providers require a tight coupling between the provided maps and additional supplements like advertisements. Another answer to this question is the missing support of mashups that become more and more popular with using Google Maps. This paper presents several approaches to overcome these deficits of OGC-compliant web mapping services. The most promising solutions are integrated into an architecture for a Web 2.0 map server and are implemented by a prototype. Scalable Vector Graphics (SVG) is one essential technology within this architecture. By using such approach, the current need for closed systems like Google Earth or Google Maps may diminish.

The problem of estimating an object's initial distance and velocity components via noised bearings from a moving observer belongs to a class of linear models with stochastic regression matrix, at that, estimates has uncontrollable bias. Bayes combination of least squares and orthogonal regression aimed at the above bias reduction is considered in this paper.

Current operations, military as well as disaster relief operations, are executed by coalition forces which have to exchange information effectively. This exchange must be supported by a smart architecture of the underlying network and its systems and by a specific language format used to formulate military communications, i.e., orders, requests and especially reports. Such a language format has to support automatic processing of the communication as well as automatic information fusion. Otherwise, the forces' headquarters would only accumulate huge piles of data without any chance to analyze them in time, i.e., quickly enough to exploit those fleeting opportunities permitted by the enemy or by circumstance. The language format, we propose is Battle Management Language (BML). A Battle Management Language is an unambiguous language to be used for communications among C2-systems - systems to support the military process of command and control -, their users, simulation systems and robotic forces. BML expressions can be processed automatically by parsers as defined in the field of computational linguistics. The output of the parsers are so-called "feature-value matrices" in which the information is represented in a XML-like structure. This paper will point out and illustrate by example how the feature-value representation of BML reports can be exploited for automated information fusion.

Environmental databases store a wide variety of data from heterogeneous sources which are described with domain-specific terminologies and refer to distinct locations. In order to make them accessible also to non-expert users, terminological concepts and spatial relations must be represented in a way that they can be exploited for searches. In this paper we propose a hybrid knowledge representation system architecture which integrates terminological and spatial aspects of the application domain and provides support for reasoning with RCC, a well-known calculus for spatial reasoning, and the Semantic Web's ontology language OWL. Our approach is motivated by the observation that RCC cannot be expressed in OWL without a major revision of the latter. Issues of upholding consistency of the knowledge base in view of an evolving ontology and of computational complexity are discussed.

Combined research in the fields of Geographical Information Systems (GIS) and maritime systems has finally reached the point where paths should overlap and continue in better unison. This paper introduces methodological and experimental results of several marine-related GIS projects whose objectives are to develop spatial data models and computing architectures that favour the development of monitoring and decision-aid systems. The computing architectures developed integrate agent-based reasoning and distributed systems for the real-time monitoring, manipulation and simulation of maritime transportation systems.

Exploratory Spatial Analysis Methods in Cancer Prevention and Control

Improved geocoding practices and population coverage of cancer incidence records, together with linkages to other administrative record systems, permit the development of new methods of exploratory spatial analysis. We illustrate these developments with results from a GIS-based workbench developed by faculty and students at the University of Iowa. The system accesses records from the Iowa Cancer Registry. In using these methods, the privacy of individuals is protected while still permitting results to be available for small geographic areas. Geographic masking techniques are illustrated as are kernel density estimation methods used in the context of Monte Carlo simulations of spatial patterns of selected cancer burdens of breast, colorectal and prostate cancer in Iowa.

There were 848 suspected and 188 confirmed Avian Influenza (AI) in poultry flocks in Thailand in 2005. Between June to December 2005, the Suphanburi province reported the highest number of AI confirmed flocks. This chapter is an account of the outbreak with a description of risk factors and recommended preventive measures in poultry farming. Our case definition of a suspected flock is a poultry flock with abnormal deaths of more than 10% within one day or more than 40% within three days, while an AI confirmed flock is a suspected flock with laboratory confirmation. We interviewed poultry owners and conducted a case control study in the Suphanburi province in which 25 of 79 reported cases of suspected flocks were confirmed between June to December 2005. Most of the confirmed flocks (about 64%) were backyard native chickens. The percentage of deaths in the first three days for backyard native chicken and free-grazing duck flocks were 19% compared to 0.46% for layer and broiler flocks. A number of risk factors, such as contact with waterfowl or proximity to feeding areas, was associated with the AI infection. The association between the number of poultry population and that of AI confirmed flocks by areas was also explored. Other than improving bio-security in poultry farms, some practical recommendations including how to deal with dead birds and how to protect poultry from neighboring infected poultry should be communicated especially to backyard chicken owners.

The large earthquake and subsequent tsunami that hit the coast of Nanggroe Aceh Darussalam (NAD), Indonesia in December 2004, was the cause of one of the largest natural disasters in recorded history. The health impact on coastal Acehnese community life was both immediate, with approximately 175,000 people either killed or missing, and also prolonged, with many health facilities destroyed and access to health professionals still severely restricted in many regions. Providing medical services and supplies to those in need, rebuilding health facilities and increasing the capacity of the NAD Government to provide ongoing medical services has been a daunting logistic and administrative task, requiring timely and accurate information. The information available to coordinate health recovery programs (much of which is spatial) has come from a variety of sources and been of variable accuracy and reliability. The United Nations Information Management Service (UNIMS) has worked with Provincial Government Departments, NGOs and other UN agencies for the last 14 months in Aceh, coordinating and validating much of this information and providing specialized advice and expertise to the humanitarian aid community to support planning and operational activities. This chapter describes the UNIMS experience, focusing on how it supported health related activities. It describes the many challenges of acquiring and disseminating information in an emergency situation and how spatial information and technology are now being used to support Health planning. Lessons learned over the past 16 months in Aceh can be applied to other emergency situations, such as an outbreak of avian flu or SARs.

The inherent worth of visibility from high-rise housing has been actively discussed in recent years. Securing sunshine is also a fundamental and important issue in residential areas. Since visibility and sunshine vary according to various local factors, it is difficult to extract and analyze them in urban areas covered by a number of buildings. In previous research, visibility and sunshine analysis have been carried out under the assumption that the ground surface is a flat plane. However, it is necessary to incorporate geographical relief when conducting 3D urban spatial analysis. In this article, we construct a visibility analysis system, adapt it to a 3D urban surface model, and examine the effects of geographical relief on urban spatial analysis.
