This study presents the experience of promoting electronic participation (e-participation) practices in the Provincial Delegation of the National Electoral Council (CNE in Spanish) in the province of Santo Domingo of the Tsachilas-Ecuador. The experience uses information and communication technologies (ICT) in electoral processes within both state institutions and the civil society of the province. This approach has led to significant improvements in terms of reliability, efficiency, and transparency, as perceived and valued by the citizens. The study highlights how the integration of ICT in democratic processes can be a crucial catalyst for strengthening citizen e-participation and electronic democracy (e-democracy). The analysis presented in this study will advocate for the feasibility of implementing more efficient electoral processes, underscored by enhanced reliability and transparency, for the election of national, subnational, and local authorities, as well as other civil society-specific elections, by employing information and communication technologies (ICT). This approach is posited to substantially contribute to the reinforcement of democratic systems both in Ecuador and the broader regional context.

In this paper, novel decomposed spherical fuzzy sets which represent both three dimensional membership degrees and the consistency of judgments are proposed. First, definitions, basic mathematical operations and some important operators of decomposed spherical fuzzy sets are given. Then, crisp TOPSIS methodology is extended to decomposed spherical fuzzy version. Finally, an illustrative example is presented to show its practicality.

With the scientific evolution and accessibility of multispectral remote sensing data, there is an ever-growing demand to classify satellite images accurately to back directorial bodies in decision-making such as urbanization, transportation, healthcare, disaster management, etc. In this paper, multispectral Sentinel-2 imagery of dense urban areas is used to classify the urban land cover into five different land cover classes, namely water bodies, barren land, vegetative, road network, and buildings using an artificial neural network (ANN). The performance of the proposed method is assessed on different evaluation metrics and compared with other well-known machine learning classifiers such as MLC. The proposed method has obtained an overall accuracy of 98.67 which is higher than the MLC method and in the case of urban component classification, the proposed method has performed better than its counterpart.

A Gergonne relation is traditionally understood as one of the 5 operations of the two sets {x} and {y}, viz. Being included, coincidence, inclusion, intersection, and separation. It is commonly used in interpreting categorical propositions with the structure like (Qx R y), wherein, Q is a (traditional) quantifier of either a universal or a particular quantifier, and R is a relation mark commonly interpreted as "be/be not" or "(does not) apply to" to represent an equivalent or its negation of the two relatives x and y. For illustrating the Gergonne relation, the Gergonne diagram is considered as one kind of double Euler circles in the 5 interactions. However, the illustration has been controversial, in particular on the correspondence between the Gergonne diagrams and the proper propositional forms of the Gergonne relations. The author of the present paper has introduced a propositional form (QxRQy) to state an expanded Gergonne relation, where in, Q is a fuzzy quantifier of the universal or partial or existential to avert the imperfections due to the confusion of the mentioned traditional quantifiers, and the ambiguity of losing the binder of y. Correspondingly, diagrams interpreting the expanded Gergonne relation are to be introduced by means of discovering intrinsic topological characteristics of the diagrams. Especially, the isomorphism between the discrete topology product with the 5 operations and the 2-dimensional expanded Gergonne diagrams made up of 5 double Euler circles are proven. The results are expected to turn syllogisms based on the expanded Gergonne relations into topological computations.

This study investigates the impact of e-service quality (ESQ) on social media sharing intention (SMSI), using customer perceived value (CPV) as a mediation. The survey method with a questionnaire via Google form was utilized in this study to collect data. In this study, the sample amounted to 191 respondents who were selected using convenience sampling and purposive sampling techniques. The study's findings suggest that there is a substantial association between e-service quality and social media sharing intention, with customer perceived value acting as a mediator between them. This research is expected to be useful in the development of knowledge in the academic field and can be used as a reference source for further research related to CPV in e-retail. This research offers proof for every aspect of the concept that has been put forward. The contents of this article discuss at length the discussion and limitations of the scope of ESQ, CPV, and their impact on SMSI.

In Zambia's rapidly evolving higher education landscape, efficient financial transaction management plays a crucial role in the success of these institutions. Higher educational institutions, playing a pivotal role in shaping the future of our society, have embraced digital transformation. This study presents the processes for paying student fees in higher institutions of learning in Zambia are inefficient, inconvenient, and time-consuming. Traditional methods, like cash or checks, are still common for student fee payments in higher educational institutions. The growing student population has resulted in long queues and overcrowding in financial institutions and universities, causing inconvenience. This study aimed to design and implement a secure payment gateway system specifically tailored for higher institutions of learning in Zambia. The primary objective of this system is to seamlessly integrate with university applications and various payment service providers, facilitating a diverse range of payment methods through microservices using web services to streamline and automate payment processes, addressing challenges encountered by both students and institutions, such as student's in-person visits to banks for payments. The gateway aims to enhance the overall payment experience and leading to increased efficiency. The study utilized a closed-ended questionnaire administered by the researcher. The primary data collected from the questionnaires were analyzed using SPSS and Excel. Through a comprehensive literature review and questionnaire surveys, this study demonstrates that the implementation of this payment gateway substantially reduces the necessity for manual intervention, allowing administrative personnel to allocate their time more strategically. Prioritizing security measures to safeguard system integrity and protect data.

This research examines the possibilities of project reporting and broadcasting to improve situational awareness and experiential learning in academic settings. Drawing inspiration from the media industry's use of news reporting to create general situation awareness, this work initially aimed to improve the situation awareness of project teams in Architecture Engineering and Construction (AEC) projects. However, our findings revealed an additional positive impact on experiential learning. Complex design and AEC projects often deviate from planned activities and timelines due to intricate task interdependencies and stake-holder influences. Effective project information management is crucial in such contexts. This work presents the results of two pilot studies conducted in an academic setting to assess the impact of regular project progress updates provided by a Situation Monitoring Analysis and Reporting Team (SMART) through broadcasts. The Qualitative findings of the study indicate multiple benefits of broadcasting and reporting. Firstly, recipients of project progress updates reported enhanced situational awareness, providing them with an improved understanding of project complexities. The video broadcast offered flexibility for the users to listen to the status of the renovation project in their comfort, allowing them to listen to a narrative instead of making efforts to read and find information. Secondly, participants in SMART reported increased attention to project details, leading to improved practical knowledge in design and project management. Lastly, the research highlighted that students often overlook experiential learning opportunities in their surroundings due to a lack of access to relevant details. SMART-led reporting and broadcasting capitalize on these missed opportunities by using familiar and desirable media formats, such as video reporting, to engage students and professionals alike. This paper presents a novel approach to epidemic surveillance, leveraging the power of artificial intelligence and large language models (LLMs) for effective interpretation of unstructured big data sources like the popular ProMED and WHO Disease Outbreak News. We explore several LLMs, evaluating their capabilities in extracting valuable epidemic information. We further enhance the capabilities of the LLMs using in-context learning and test the performance of an ensemble model incorporating multiple open-source LLMs. The findings indicate that LLMs can significantly enhance the accuracy and timeliness of epidemic modelling and forecasting, offering a promising tool for managing future pandemic events

Diabetes can lead to a number of eye disorders, such as glaucoma, cataracts, and diabetic retinopathy, which can be defined as damage to the retinal blood vessels of the eye. If these damaged vessels remain untreated, this may result in decreased flow of blood, irritation, and eventually irreversible vision loss. We can stop vision loss and prevent the development of diabetic retinopathy with timely treatment. The Computer-Aided Detection technique assists ophthalmologists in the detection of ophthalmologic diseases by automatically analyzing retinal fundus images. Deep learning algorithms have performed exceptionally well in various computer vision applications, giving them a distinct advantage over traditional approaches. Therefore, continuous discussion and evaluation of the connected techniques are necessary. In this paper, the pretrained convolutional neural network, MobileNet is used to detect DR in retinal fundus images. The Asia Pacific Tele-Ophthalmology Society 2019 Blindness Detection (APTOS-2019 BD) dataset, which was collected by India's Arvind Hospital, was utilized in this study. To assess the efficacy of the model, the APTOS-2019 BD dataset is split into two sections, 80% of which are used for training the proposed model and 20% for testing it to assess the model's efficacy. The effectiveness of the suggested technique is evaluated based on a number of factors, including accuracy, precision, sensitivity, and specificity.
