The data envelopment analysis (DEA) based Malmquist productivity index measures the productivity change over time. It can be further decomposed into two components: the change in efficiency and the technical change. In this study, a specific road safety output-oriented DEA-based Malmquist productivity index is introduced to assess the changes in road safety performance of 26 EU countries from 2000 to 2007. The results show a considerable road safety progress in most of the member states during this period. The decomposition into the two components further reveals that the bulk of the improvement was attained through the adoption of new road safety technologies or strategies, i.e., the technical change, rather than through the relatively inefficient countries catching up with those efficient ones, known as the efficiency change.

The MMTD, measure of medium truth degree, is a quantification method for processing fuzzy phenomenon and it is different from fuzzy set and rough set, by which the vague phenomenon is qualitatively analyzed with logic truth-value and quantitatively processed with numerical values. The systematic study of MMTD was made from difference respects including individual and set, discrete and continuous, one-dimensional and n-dimensional, and so on. In this paper, after introducing the researching background of MMTD, the distance ratio function and theorems concerned with its properties were described as one of essentials. The truth degree function in n-dimensional, the inverse mapping of power set, the vector of standard pointer, the sum function and mean function were introduced respectively. Additional, the additive truth degree of set was described. The definition of truth degree function possesses objective property and universal adaptability, and consequently the MMTD will find effective application in fields dealing with vague phenomenon.

Image edge detection plays an important role in the field of image processing and computer vision. This paper presents a novel image edge detection algorithm based on the measure of medium truth scale. The distance ratio function is used to measure the similarity degree of two pixels and two thresholds and restraint on non-maxim value in domain are applied to the algorithm. Experiment results show that the algorithm can successfully preserve the image edge details, produce better vehicle license location result and is more effective and has wider applications compared with that of the classical algorithms.

This improvement allows the controllers to have a more adaptive behavior to the non-linearities presented in an UAV. This implementation allows the UAV to follow objects in the environment by using Lucas-Kanade visual tracker, in spite of the aircraft vibrations, the movements of the objects and the aircraft, update has been tested in real flights with an unmanned helicopter of the computer Vision Group at the UPM, with very successful results, attaining a considerable reduction of the error during the tracking tests.
