Traditions of higher education seem to be at risk in Europe at the beginning of the 21 century. Many actors and experts advocate a close utilitarian linkage of higher education to the presumed demands of the employment *** seems to be little room for the Chinese tradition of educating"wise"bureaucrats or for the ideas of the Prussian governmental officer Wilhelm von Humboldt about 200 years ago according to which the pursuit of knowledge for its own sake might turn out to be more relevant and innovative than instrumental education or *** the framework of the so-called"Bologna Process"in Europe,"employability"recently became a popular term.A closer look at the European debates,however,reveals that there is not any consensus emerging at all in favour of a subordination of the higher education curricula to the current presumed demands of the employment ***,there is a general call to reflect the professional relevance of study,whereby each individual university or even each study programme might find its own way in a diversifying higher education,and all scholars choose an appropriate *** universities do not have only the function to create experts for the current world of work,but to educate students to challenge the conventional wisdom,university could chose a proactive role and could educate students to become change agents in economy and society.

Short lived climate forcing agents(SLCFAs) such as black carbon and ozone offer important policy opportunities to reduce radiative forcing in the short term(this decade),while also reducing air pollution *** of the combination of high absorption,a regional distribution roughly aligned with solar *** the capacity to form widespread atmospheric brown clouds in a mixture with other aerosols and ozone,emissions of black carbon are the second strongest contribution to current global warming,after carbon dioxide emissions. The interception of solar radiation by atmospheric brown clouds leads to dimming at the Earth's surface with important implications for the hydrological cycle,and the deposition of black carbon darkens snow and ice surfaces,which can contribute to melting,in particular of Arctic sea ice. Reducing SLCFAs is a challenge as they are emitted and produced across a wide spectrum of source - *** this paper we summarize our capabilities to predict the impacts of short lived forcing agents,and their local,regional and global extents,building upon studies done in Asia. We also discuss possible policy measures for reducing them.

There are different dimensions and permutations,some more hidden than others,to the general phenomenon of global economic imbalance,and some of them such as China's increasingly dominant export position have been magnified or made more apparent by and through the global economic crisis of 2008 and its aftermath.A broad characterization of the global economic imbalance portrays it as the overall momentous shift of growth,market,and innovation from the developed to the emerging *** & Company predicts the coming decade as marking a fundamental long-term rebalancing between the accelerated gain of emerging economies in global GDP and the shrinking share for developed Western economies. Little analytical attention however has been paid to the rebalancing dynamics that unfold more subtly between and within the surging economies that may matter more to the global imbalance.
