Challenged by China's position in the global political economy, increasing capitalist relations of production in rural areas and unprecedented rural to urban migration, at the Third Plenary of the 18 th Chinese Communist Party Central Committee in November 2013, reforms to the rural land tenure system were announced. Many of the commitments made will have implications for land acquisition, forced displacement and involuntary resettlement in rural China, particularly the formalisation of a rural land market for rural construction land. Neoliberal commentators are convinced that these reforms will protect farmers' rights and unlock equity in their land. However, the broader commitment of the CCP to deepening economic liberalisation and enhancing the role of market forces in the allocation of resources and their productive use raises the question: can these reforms truly protect farmers' property rights, particularly in the event of compulsory land acquisition Reflecting on China's vast experience with land acquisition, its current practices and the experiences of other countries that expropriate land based on market principles, this paper seeks to answer this question.

The discussions about the quality of democracy are recently underway for both the new and established democracies. After about 40 years of democratization what we have witnessed is not the consolidation of new democracies but the instability, stagnation, setback, and crisis. The quality of democracy controversy has not exclude the established democracies in Western Europe and North America where the decline of welfare retrenchment, widening of inequalities, violent protests and demonstrations are taking place. We try to conceptualize good democracy and to develop new evaluation index, which corresponds to it. We try to evaluate main types of modern democracy and reclassify them based on our concept of "good democracy." We will not only focus on the formal and institutional appearance of democracy, but also search the possible and desirable paths of evolution towards the good democracy that devote to the promotion of the intrinsic values of democracy: democratic procedures, effectiveness, performance and integration. We hope that this research to be important contribution in trying to find out the model of "good democracy" in Asia as well as in the world.

China's first Urban Planning Law became effective in 1990, and the second, expanded Urban and Rural Planning Law came out in 2008. There are few academic analyses on the role and impacts of the planning law in local urban planning practices. There is essentially no analysis on the limitations of the current law in addressing the emerging challenges of urban planning practices. The individual sense of private property rights has significantly grown in urban China since the housing reform of 1998 that changed the government provision of urban housing to market provision. While government is introducing property taxation, property owners raise the question of compensation for the potential loss of property value due to regulatory takings. There are also growing incidents of Nimbyism and collective actions in attempting to define collective property rights. This presentation analyzes the structure, content, and limitations of the planning law and discusses the key challenges in the implementation and further development of planning law in China.

With Xi Jinping taking over as the General Secretary of the Communist Party of China and President of PRC,there has been a subtle shift in the Sino-Indian *** concept of "new type of great power relations" was articulated by Xi following his March 2013 visit to Russia,the first after being elected ***,at the Sunnylands summit President Obama picked up the theme calling for a "a new model of cooperation between countries based on mutual interest and mutual respect".India is not a great power like Russia and China,but I think it can fit into Xi's *** like China,it has its own dream of national rejuvenation and core interests that it seeks to *** Chinese terminology,this approach is based on three key concepts: i) non-conflict and non-confrontation including proper handling of differences,ii) mutual respect including for core interests and major concerns,and iii) common development and seeking win-win solutions.I am going to focus on the first issue and make a passing reference to the others.

The objective of this presentation is two-fold. First, I shall investigate the divergence in the patterns of growth of Indian cities and its metropolitan hinterland. In many developing countries, the problems of the Megacities usually infect other cities within the metropolitan areas in terms of socio-economic environment, environmental problems, etc. I shall investigate whether this divergence depends on the economic power of the center city, forces of globalization, information technology, socio-economic structure of the metropolitan area, location of cities, etc. Secondly, I shall analyze the competition of Megacities in India to reach the status of a World City. Megacities mostly in the less developed countries are not necessarily World Cities. They do not have the economic power which the World Cities in the developed countries possess due to the benefits of globalization and improved physical, financial and institutional infrastructure. Size alone does not transform a Megacity to a Global City. Extensive data of Indian cities and econometric methods will be utilized.

Arctic sea-ice extent has decreased dramatically in the past decades. It set the record low in September, 2012, and reached the sixth lowest coverage in September 17, 2014. How sea-ice melting in the Arctic would cause changes in atmospheric circulations and weathers has been an important topic in the past few years. In the paper, we analyze the relationship between Arctic sea-ice extent and atmospheric circulations and surface air temperatures over middle and high latitudes of the Northern Hemisphere. It is found that atmospheric circulations in winter time, such as the Ural blocking high and East-Asia trough, have close correlation with Arctic sea-ice extent in previous autumn. That is, as sea-ice extent is anomalously low in autumn, the Ural blocking events are more frequent, and the East-Asia trough is deeper and shifts westward. These weather systems lead to frequent polar air outbreaks and cause cold weathers over North China and East Asia.

In Nepal,Bristled Grassbird Chaetornis striatus has been recorded sparingly from lowland grasslands below 300 *** systematic studies have focused on Bristled Grassbird in Nepal,so this study was conducted in Chitwan National Park to determine the population status and assess habitat ecology.A call play-back method was used to detect the *** result,the total population of bird in Chitwan National Park was estimated 4560±*** condition and threats were also *** Grassbirds were five times more likely to occur in Saccharum spontaneum dominated grassland and their presence was negatively correlated with tree *** species preferred grasslands at an early successional stage;therefore,advancement in the succession to scrub and loss of such grasslands could be major threat to the species.
