Rationality and emotions are separated by their diverse grounds. The grounds of rationality are truth, publicity and validity of propositions within the space of giving and accepting reasons;the grounds of emotions are our bodily existence, individuality or privacy and our natural biological conditions. But there are also spheres where rationality and emotions seem to amalgamate: Rational emotions or emotive reason, emotional intelligence, empathy and shared feelings of like and dislike within a community are matters of fact given in our everyday life, and they transcend the singularity and privacy of individual emotions as well as the incorporeal sphere of truth and the timeless validity of propositions we find in rational discourse. This particular sphere constitutes specifically human beings and the diversity of our cultures. Therefore the dichotomy of rationality and emotions could not be an exclusive bipolarity. Specific public emotions seem to be the product of cultural and rational development, and the immediacy of these particular feelings is the reason why they are so complicated to determine. Cultural feelings obviously result from a synthesis of rationality and bodily existence. Evaluating these cultural emotions from an ethical point of view, they are not only and not always a mean for ethical good and harmonious cooperation of humans but they also can be abused as mean to conflict different civilisations. If e.g. the feeling of patriotism is used to unite nations in a peaceful and harmonious competition or if it is abused to separate them in conflict and to promote nationalist chauvinism is both possible. The evaluation of use or abuse of cultural shared emotions then could neither be performed only by individual emotions nor by the particular cultural emotions, since they are exactly what has to be evaluated, therefore the evaluative justification of these rational emotionshas to be performed and executed by pure reason, because pure reason is in this

Since the 90 s, the Brazilian ports know deep transformations: on one hand Brazil enters in a logic of increasing internationalization, this one was directly connected to the insertion of the country in the process of globalization;on the other hand, the constant and fast evolution of the maritime transport and the global productive sphere strengthened these evolutions. This communication aims at describing and at wondering about these transformations through the implementation of new instruments of governance within the ports spaces. If in a general way we attend in the world a new link between ports and their associated territories, in particular cities, Brazil seems to experience serious difficulties fitting into this trend. Indeed, recently, the federal government adopted a law(law 12 815/2013) going against the current stakes, as well as in the challenges compulsory for the ports territories of the whole world which join every time a little more a logic of greater competition. Our problematic can be resumed to a simple question: do the instruments of governance set up by the Brazilian government answer the necessities and the realities of its ports territories? By taking for example the port complex of Suape(metropolitan Region of Recife, State of Pernambuco, Brazil), we shall try to demonstrate these difficulties but also the perspectives of regional integration that a port and industrial complex can promote such as Suape. To do it, it seems to us necessary to approach and to discuss the territorial complexity marked by a scalar overlapping and " the overtaking of exclusive sovereignties and fixed borders "(Giraut, Houssay-Holzschuch, on 2008;Giraut, on 2010), so allowing to glimpse the necessary formulation of innovative policies of governance, as it is the case of numerous port territories in the world, from the mess of the economic, civil, social and political spheres.

Long term data of large carnivore is important to understand their reproductive biology,life history characteristic and behaviour for effective conservation *** studied the Bengal tigers(***) and complied data set so far compiled to establish baseline reproductive parameters for females tiger in a dry,tropical,deciduous habitat in Ranthambhore Tiger Reserve(RTR),western India,from April 2005 to March *** monitored tigers by direct observation and with cameras placed throughout their *** potential breeding population included 13 adult *** mean age at first reproduction(impregnation leading to cubs) was 51.3 ±(SE) 4.5 ***-six percent of the births occurred between October and *** litter size was 2.26 ± 0.52(n = 13,range = 1–3).The sex ratio of 32 cubs was 1.29 M: 1.00 *** survival rate of cubs(<12 months) was 85%(95% CI = 0.68–0.94),whereas that of juveniles(12–24 months),and sub-adults(24–36 months) was 79%(95% CI = 0.61–0.91).All breeding females were >3 years *** 2 of the 13 females reproduced twice during the 5 years of the *** birth interval was 33.4 ± 3.7months(range 24- 65 months).The mean reproductive rate was 0.59 ± 0.23 cubs/female/*** tiger population in RTR is an important source population and genetic pool in the western most distribution of ***,continuous monitoring of tiger populations is important,to develop an understanding of reproductive *** study indicates that tiger populations can grow rapidly if the habitat provides adequate protection,an adequate population of prey,and minimal to no poaching.

Large carnivores commonly prey on livestock when their ranges *** is the dominant land use type across the distributional range of the endangered snow leopard Panthera *** leopards are often killed in retaliation against livestock *** livestock,by forming an alternative prey,could benefit snow leopards,or,whether livestock use of an area is detrimental to snow leopards is poorly *** examined snow leopard habitat use in a multiple use landscape that was comprised of sites varying in livestock abundance,wild prey abundance and human population *** photographically sampled ten sites of c.100 *** each using ten camera traps in each site,deployed for a period of 60 *** leopard habitat use was computed as a Relative Use Index based on the total independent photographic captures and the number of snow leopard individuals captured at each *** quantified livestock abundance,wild prey abundance,human population size and terrain ruggedness in each of the *** variables influencing snow leopard habitat use were identified using Information Theory based model selection *** leopard habitat use was best explained by wild prey density,and showed a positive linear relationship with the abundance of wild *** found a hump-shaped relationship between livestock stocking density and snow leopard habitat use,with an initial increase in habitat use followed by a decline beyond a threshold of livestock *** results suggest that in the absence of direct persecution of snow leopards,livestock grazing and snow leopard habitat use are potentially compatible up to a certain threshold of livestock density,beyond which habitat use declines,presumably due to depressed wild ungulate abundance and associated anthropogenic disturbance.

活性氮(氮肥和氮沉降)的输入是导致全球生物多样性丧失的主要驱动因子之一。由于人口的增长及人类活动的加剧,未来几十年全球氮沉降仍将持续增加。虽然已经在该生态系统类型开展了一些氮素添加实验予以预测未来大气氮沉降增加情景下生态系统过程,但传统脉冲式(低频率高量)氮添加与氮沉降(高频率低量)相比,氮进入生态系统的脉冲和频率以及季节分配完全不同,导致现有施氮实验结果可能并不能够提供准确信息来评估氮沉降对生态系统结构和功能的影响。基于2008年设置在中国科学院内蒙古草原生态系统定位研究站羊草样地的九个水平(0、1、2、3、5、10、15、20和50 g N m–2 yr–1)【交叉两种频度,即每年两次(低频率—施氮)和每月一次(高频率—氮沉降),每个水平年加入氮量相同】的长期氮素添加实验,开展了植物多样性对不同氮素添加频率和添加量的响应规律与机理研究,予以评估氮素添加实验对预测氮沉降效应的准确性。研究发现:(1)在2008–2013年间,氮素添加频率显著地影响到植物物种多样性(物种数),表现为物种多样性在低频率氮素添加处理比高频率氮素添加处理下降更快。植物物种多样性在两种氮素添加频率下,随氮素添加量的增加均呈下降趋势,并随着处理时间的延长,下降趋势更明显。土壤水分和温度降低、酸化及铵态氮与硝态氮富集均与物种多样性降低显著正相关。更高浓度的铵离子富集可能是在低频率氮素添加下植物物种多样性下降更快的原因。(2)在2008–2013年间,物种多样性的维持是新物种获得与群落内原有物种丧失的一个动态平衡过程。低频率氮素添加下物种多样性更低是由于其新物种获得能力较低导致的,而不是群落中原有物种丧失更快导致的。新物种的获得与群落中原有物种的丧失与土壤酸化、铵毒害和地上生物量增加显著相关。新物种的获得在第频率氮素添加处理下更低可能是由于受到更强烈的铵毒害效应导致的。综上,基于本实验在不同频率氮素添加下结果的差异,氮素对生态系统内生物多样性各组分影响的机制不同,既存在氮脉冲效应,又有氮累积效应。用传统施氮实验的结果来直接推断自然大气氮沉降对草地生态系统的影响时可能会与实际情况存在偏差,因此,使用氮添加实验的结果推论时应保持谨慎,并需要更长时间实验予以验证。同时,未来几十年氮沉降仍会持续增加,建议尽快重新评估氮沉降增加对不同生态系统的结构和功能短期和长期影响。

Walia ibex(Capra walie) is an endangered and endemic species restricted to the Simien Mountains National Park,*** expansion of human populations and livestock grazing in the park has prompted concerns that the range and habitats used by walia ibex have *** performed observations of walia ibex,conducted pellet counts of walia ibex and livestock,and measured vegetation and classified habitat characteristics at sample points during wet and dry seasons from October 2009 to November *** assessed the effect of habitat characteristics on the presence of pellets of walia ibex,and then used a spatial model to create a predictive map to determine areas of high potential to support walia *** and shrubby habitats were more preferred compared to herbaceous *** distribution indicated that livestock and walia ibex were not usually found at the same sample point(i.e.,70% of quadrats with walia pellets were without livestock droppings;73% of quadrats with livestock droppings did not have walia pellets).The best model to describe probability of presence of walia pellets included effects of herb cover(β = 0.047),shrub cover(β = 0.030),distance to cliff(β =-0.001),distance to road(β = 0.001),and altitude(β = 0.004).Walia ibexes have shifted to the eastern,steeper areas of the park,which appears to coincide with the occurrence of more intense,human-related activities in *** study demonstrates the complexities of managing areas that support human populations while also serving as critical habitat for species of conservation concern.

The correct identification of any biological sample is a prerequisite in wildlife *** the binomial system of nomenclature is followed but the main problem arises at the time when the identification becomes a must upto subspecies *** similar situations a case of seized horn came for the identification at Wildlife Institute of India,Dehradun creating a challenge for the implication of wildlife protection *** the morphological approach on the basis of morphometric analysis of standard horn measurements *** on front curve and circumference at base and comparison of the same with horns of other look-alike species found in India was *** the basis of comparison of the morphological characteristics and morphometric analysis prima facie,it was concluded that the seized horn belonged to Argali instead of Urial *** India,only one subspecies of Argali is found which is protected under Schedule I of Wildlife(Protection) Act,1972;thus implication of law accordingly was required for the identification of sample at the subspecies *** per the CITES appendices the two subspecies of Argali are included in Appendix I(Ovis ammon hodgsonii and Ovis ammon nigrimontana) while all other subspecies of Ovis ammon included in Appendix *** the inclusion and exclusion principle for implication of laws against the seized sample the measurements of horn,suspected to be argali,and were plotted with the measurements available for subspecies of argali in authentic published *** the statistical analysis it was confirmed that the sample of horn in question not belongs to Ovis ammon hodgsonii and Ovis ammon ***,it was concluded that though the sample was seized from India but the Wildlife(Protection Act),1972 do not imply on it,however,the implication of CITES may be possible on *** many scientific techniques have been developed for the identificationof seized wildlife articles till now which helps in the

Rapid expansion and, sometimes, wasteful utilization of China's urban construction land have usually been attributed to an ambiguous definition and ineffective protection of the property rights over the land existing in "the Commons". This study critically interrogates the popularly perceived notion of "the Tragedy of the Commons" against the actual practices of urban land development in China. The research examines the recent practices of the scheme of san jiu gai zao "三旧改造" in the city of Guangzhou where special institutional changes were made not in the delineation of the property rights over land but instead in the redistribution of the benefits to be made from land redevelopment. A detailed case study of the redevelopment of a village located in the city has identified a process of land redevelopment in which the rural collective organization was motivated to take up the prime responsibilities of renewal and whereby land use intensity and efficiency were improved along with increased social inequality and stratification. Land property rights have operated not so much as a bundle of rights with standardized and uniform legal assignments but more as a diverse set of local practices adaptable to various social conditions. The paper demonstrates the actually existing and functioning of land property rights in Chinese cities and questions the usefulness of imposing a neoliberal logic upon a rapidly changing, socially heterogeneous, and geographically diverse country. Land property rights andland development are better seen as social constructions that can never function in isolation of the political, cultural, and social conditions on which they are practiced, negotiated, and contested.

This research brief focuses on the downstream impacts on hydrology,fisheries and sedimentations caused by the Lower Lancang cascade in *** scientific studies have been done to evaluate the impacts from Manwan and Dachaoshan dams by analyzing monitoring and survey *** the two big-gest dams of the cascade,Xiaowan and Nuozhadu,put into operation in 2010 and 2012,bigger downstream impacts are expected to be observed.A wide range of studies have confirmed that the wet season flow will decrease,while the dry season flow will increase because of the operation of the Lancang *** the Lancang river contributes 45% of water to the Mekong basin in the dry season,the flow change impacts on downstream reaches will be more obvious increasing flows by over 100% at Chiang *** the wet season,the decrease of flow at Chiang Saen caused by the Lancang dams holding back water to fill storage and regulation reservoirs is about 30%.The daily average water temperature at Chiang Saen decreased after Dachaoshan Dam started *** water temperature fluctuation range within a year at Chiang Saen has also *** the Lancang dams in the middle reaches are constructed and start operation,the temperature impacts brought by the Lancang dams are certain to accumulate and extend at lease hundreds of kilometers *** dams not only change the flow and temperature but also block fish migration channels,which are both important for *** extent of fish migration from the LowerMekong into the Upper Mekong is ***,however,have been found to forage and spawn in the Buyuan River,a tributary of Lancang River between Jinghong and Mengsong *** fish species such as Tor sinensis,Wallago attu,Hemibagrus wychioides may also migrate between the Lower and Upper *** larger local impacts on fishes and fisheries have been caused by the Lancang *** in local fish species both in number and composition have been observed since
