This study applies the Adult Population Surveys data launched by Global Entrepreneurship Monitor (GEM) to investigate the role of human capital and opportunity cost on nascent entrepreneurship. The results show that the specific human capital dominates the probability to be a nascent entrepreneur with a marginal effect of 7.1%, the general human capital is also important in predicting the probability and profitability of being a nascent entrepreneur. These results suggest that government' entrepreneurship promotion practice should improve the specific human capital of potential entrepreneurs while develop their general human capital. However, opportunity cost dominates the profitability after becoming a nascent entrepreneur. On the ground that the higher opportunity cost the nascent entrepreneurs work harder, which can be termed as "self-incentive".

This study seeks to explore how the high-tech entrepreneurial activities are promoted in the high-tech clusters. The case research method is applied and the high-tech industrial clusters in Leuven regions of Belgium are selected as the case examples. Data from entrepreneurs' interviews, regional economic statistical records and "Belfirst" database are analyzed and triangulated to investigate the process about "how the scientists become the entrepreneurs in the high-tech industrial clusters, by considering the important role of the universities and research institutes in the high-tech clusters". Based on the case analysis, the process and its supporting procedure of high- tech entrepreneurial activities in Leuven is illustrated by the flowchart approach. By considering its context in the high-tech clusters, the relationships between (1) opportunity recognition and entrepreneurs' ties with the research institutes;(2) resource building and institutional network;(3) innovation and technology support are also explored.
