In the early years of computer systems, there was excitement around the idea of using software to help us manage our work. However, this excitement often needed to be balanced with a warning to make sure the system worked for us, instead of us being a slave to the system. Technology has come a long way since then. Based on the recent technical scheme about integrity management technology of oil station,the quantitative risk assessment technology,as one of its key technologies,need to be used in the early design phase of oil station to evaluate the relevant ***, according to the assessment result, the station general layout, facilities design and pr ocess operation should be modified and optimized in order to reduce the impact of major h azards more scientificly and ***, the quantitative risk assessment(QRA),as a relatively new risk assessment method, has been widely used in land use planning of c hemical industrial park and equipment maintenance project, and less been applied for the e arly design stage of oil *** thispaper, oil station risk was evaluated by using the QRA technology, and put forward some suggestions for the design of the oil station on the basis of the assessment results.

This paper does research to the possibility of integrating PSM with HSE management in a manner of proceeding from the progress achieved after implementation of PSM management by referring to the cases about PSM implementation among several chemical production enterprises in China. It is pointed out in the paper that PSM has been recognizing & accepting by more and more large-scaled chemical production enterprises. They put their hands to changing staff mindset, taking PSM elements as mainline, rendering management commitment and attaching importance to the execution. After several years of implementation, safety performance of enterprises is fundamentally improved. However, during implementation of PSM management, enterprises are also confronted with such difficulties as how to integrate PSM with HSE management. Currently, the main issues are as follows: employee resistance, unclear responsibilities & accountabilities, insufficient impetus from management, and lack of effective mechanism regarding feedback, follow-up and continuous improvement.

A significant number of catastrophic incidents occur primarily due to human factors. Despite the use of advanced automation, the implementation of more sophisticated management systems and increased training, many organizations are still finding that their approaches to reducing incidents are failing. This paper looks at why addressing human factors in today's shifting operating environment is important to reduce incidents and shares insights in the following three key areas for incident prevention: The critical need to deepen incident investigations;· Why technical solutions and automation may not be sufficient;and · How expectations affect behaviour and the role of biases and preconceptions in human errors. These factors are reviewed from the perspective of operational discipline, an expanded view of leadership and the power of interdependent culture. PSM(Process Safety Management) has been developed in China in recent years. However, the state of maturity of company PSM programs presents many challenges for performing PSM audits in China. There is the urgent need of establishment of PSM related law and stronger law enforcement. Chinese companies also need to take immediate measures to ensure successful PSM implementation, including establishing system and protocol to encourage every employee to participate in PSM;responding employee's suggestions and concerns related to Process Safety seriously;making sure PHA be conducted properly and revalidated adequately;ensuring proper management of the process safety information and etc. A more effective PSM compliance audit focusing on 14 elements of OSHA's PSM Standards can help Chinese companies achieve the goals and eventually improve process safety in China.
