this is an ongoing research in international outsourcing software production. this research examines how Software production through the ICTsupported unified process of international outsourcing could be executed and managed effectively. To address this research question, the results of an in-depth literature review in the areas of outsourcing, international outsourcing, information technology, and international software production is presented. this study proposes the information communication technologies' (ICT) - supported unified process model of international outsourcing of software production (SUPMIOSP). ICT-SUPMIOSP provides a detailed guideline on how to manage the entire process of international outsourcing by integrating a number of key issues such as relationship and risks management. Both theoretical and practical aspects of ICTSUPMIOSP are presented. At the theoretical level, the model can be used as a basis for further research, while at the practical level, it helps managers and other stakeholders to understand the multiple activities involved in offshore outsourcing, improve, systematize, and execute the ICT-SUPIOSP more effectively and efficiently.

this paper presents the design and implementation of two web-based document management systems customized to serve the need of an international organization. the systems were designed to replace a paper-based process that gradually became unmanageable due to the increasingly large volume of texts and the need to distribute the documents to geographically remote locations. Features of the new systems include online recording of forms and texts, automatic email notifications and reminders, electronic authorization, database query functions, a secure mechanism for web access of documents for approval and future references. We describe the design principles and introduce the functional modules in each system. Besides technical issues, a paragraph is devoted to discuss the factor of user behaviors in the process. Both systems were implemented on Windows and UNIX platforms using open-source software such as PHP4, MySQL, Apache, etc. they have been functioning online for more than three years and have processed over 1,000 documents without any problem.

Many of the challenges faced by today's government-international trade, health care, and national security-require complex multi-agency responses involving public and private networked institutions cooperating on a global scale. In this paper, we examine the service-oriented architecture (SOA)-based approach in supporting the overall enterprise architecture used by the federal government for information sharing among multiple agencies. We apply SOA industrial concepts along with the Business Process Executable Language (BPEL) service broker model to enhance a set of geographic information system-based business performance modeling and planning tools middleware (Integrated Enterprise Engineering Workbench (IEEW)). Applying the SOA concept and the BPEL model has advanced the IEEW one step further in its scope to serve as a case study for the modernization planning and integration of information systems for the multi-agency challenge of monitoring and managing international trade.

Middleware for supporting the programming of distributed systems has been developed since almost the beginnings of the existence of the Internet. Different approaches have been implemented in order to support different ways of communication, architecture, and data sharing. In this paper we present a schema called MatchMaker developed for developing applications requiring a replicated architecture, dynamic and partial synchronization. Two implementations of MatchMaker are presented: one based on Java's RMI distributed objects for synchronizing applications running inside a local area network or networks without proxies, firewalls or NAT addresses, and the other for applications in a more restrictive environment. MatchMaker has been successfully used for developing many applications supporting collaborative distributed learning

this paper first discusses the progress and existing problems in the study of cooperative graphics editing systems (CGES), and then a new distributed multi-versioning model based on version replication is proposed for consistency maintenance of discordant conflicting operations according to the conflicting features and types of concurrent operations in CGES. Based on this model, the scheme of expressing versions is further discussed in detail, including the method of expressing versions and showing execution effect of versions. then an algorithm of multiple versions incremental creation based on version replication is devised, and an application example is given. the discussion ends up with the future research

there has been a great deal of interest in recent years in the use of policies to simplify system management and to reduce costs. However, the major focus has been on the development of techniques with the greatest expressive power possible, generally viewing the policy authoring as a selfcontained activity performed by experts who understand the aims of and constraints on the system being managed. A system is normally designed to meet agreed requirements and objectives, which can be seen as constituting a design contract for the system. the aim in introducing policies should be to allow flexibility to meet changing circumstances without violating the guarantees given by this contract. this paper looks at policy specification as a step in the incremental design of systems and examines how policies need to be constrained in order to preserve the over all design objectives for the system being managed. It proposes a specification architecture for policies, discusses how it might be used, and considers how well-suited some existing specification languages and tools are to supporting this architecture.

the analysis, and eventual approval or rejection, of new enterprise information technology (IT) initiatives often proceeds on the basis of informal estimates of return on investment. Investment in new IT initiatives includes the costs of hardware, software licenses, application development tailored to the enterprise, and maintenance. Returns are typically estimated informally in terms of cost savings or revenue increases. this paper makes the case for evaluating certain IT investments in the same way as investments in factories and other resources have been evaluated for decades. Just as industrial factories create value by transforming raw materials into finished products, some IT investments, which we call "information factories", create value by transforming raw information (events) into structured data (and possibly actions based on that data). the return on investment is estimated by the difference between the economic value of the structured data and concomitant actions (the "finished product") and that of the data available within the enterprise, from its partners and customers, and from the Internet (the "raw materials"). this paper introduces the concept of the information factory, and explores design considerations for maximizing the economic efficiency of information factories

the primary goal of this research is to propose a novel approach for developing a federated information system of document management applications, which we call SoDOCM (Service-Oriented Document Management) system. the SoDOCM system is a mediator-based federated Information System that is designed and developed based upon the four-level service schema architecture concept, which is a variant of the five-level schema architecture for Federated Database Systems. By modeling the fivelevel schema architecture in terms of service-oriented computing paradigm, four-level service schema architecture is proposed as the central concept for integrating heterogeneous multiple document managements systems. three different service types such as atomic, simple, and composite services are employed to make the heterogeneous multi-document management system interoperable since standard interfaces and interaction protocols of web services can be supported in a loosely coupled fashion. Representation schemes for schemata at each level are defined by using XML based web services and schema description languages. Several functions such as service request, discovery, composition, publishing, and invocation are proposed and implemented for the mapping between different schema levels.

End-to-end reliability is an important issue in building large-scale distributed enterprise applications based on multi-tier architecture, but the support of reliability as adopted in conventional replication or transactions mechanisms is not enough due to their distinct objectives - replication guarantees the liveness of computational operations by using forward error recovery, while transactions guarantee the safety of application data by using backward error recovery. Combining the two mechanisms for stronger reliability is a challenging task Current solutions, however, are typically on the assumption of simple transaction pattern where a request from a single client executes in the context of exactly one transaction at the middle-tier application server, and seldom think about some complex patterns, such as client transaction enclosing multiple client requests or nested transactions. In this paper, we first identify four transaction pattern classes, and then propose a fault-tolerant scheme that can uniformly provide exactly-once semantic reliability support for these patterns. In this scheme, application servers are passively replicated to endow business logics with high reliability and high availability. In addition, by replicating transaction coordinator, the blocking problem of 2PC protocol during distributed transactions processing is eliminated. We have implemented this approach and integrated it into our own J2EE application server, OnceAS. Also, its effectiveness is discussed in different transaction patterns and the corresponding performance is evaluated
