In modern world, one of the key agenda of the government is to build up the smart city for easy accessibility of all the facilities. IOT can be the significant option to build up such smart cities throughout the country. this paper is mainly focusing on building such smart cities with high quality identification and adaptation technique of light intensity of the streets with water logging area controlling and monitoring through IOT. this system is controlled by an embedded body configured with ESP12, Node Red, three stage water height detection sensor and LDR module. through the LDR light sensor the signal gets processed by the Node-Mcu and is sent to the local control room via Internet. Solar panel has been used here as a power source to charge the lithium battery of the device. When the visibility range of light of any street is not up to the mark of human eye visibility range then the data will be sent from local control room to the head control room along withthe area location where the street light visibility is not suitable for human eye. In this way the head control room will get a realtime system to monitor information of the lightning conditions in a single dashboard display. After analyzing the data the following conclusions can be derived that, it might have been possible that some lights have been damaged or had been stolen. therefore the visibility range is not up to the mark. More light have to be deployed for proper visibility of that street. Similarly in rainy season the system will operate withthe water level sensor to indicate which area of the city is water logged due to heavy rain. the whole system will be deployed in street light posts preferably for easy identification of those areas visibility range and water logging condition monitoring purpose. the system has been planned to develop a smart city for smooth functioning of the human daily life with preventing wastage of energy.

Withthe strongly growing popularity of mobile devices like smartphones and tablet computers, the number of end-systems with more than one network access - like UMTS/LTE and WLAN - is also increasing. this so-called multi-homing also leads to the desire of utilising multiple network paths simultaneously, in order to improve application payload throughput. Clearly, this so-called multi-path transfer feature is also very useful for the transport of multimedia contents, particularly when a single network access alone is not fast enough to fulfil the bandwidth requirements of the application. In many cases, multimedia transport is also sensitive for delays and packet losses. However, the focus of the current multi-path transfer approaches has been on bandwidth only. In order to tackle this challenge, our paper introduces two new send strategies to map payload data to different wireless paths. Finally, by using measurements, we show that a significant performance improvement for delay and loss-sensitive applications can be achieved in comparison to the existing approaches.~(123)

Complex negotiations among rational autonomous agents is gaining a mass of attention due to the diversity of its possible applications. this paper deals with a prominent type of complex negotiations, namely, multi-issue negotiation that runs under real-time constraints and in which the negotiating agents have no prior knowledge about their opponents' preferences and strategies. We propose a novel negotiation strategy called Dragon which employs sparse pseudo-input Gaussian processes (SPGPs) to model efficiently the behavior of the negotiating opponents. Specifically, with SPGPs Dragon is capable of: (1) efficiently modeling unknown opponents by means of a non-parametric functional prior;(2) significantly reducing the computational complexity of this functional prior;and (3) effectively and adaptively making decisions during negotiation. the experimental results provided in this paper show, both from the standard mean-score perspective and the perspective of empirical game theory, that Dragon outperforms the state-of-the-art negotiation agents from the 2012 and 2011 Automated Negotiating Agents Competition (ANAC) in a variety of negotiation domains.
