the globalization of communication networks and the possibilities offered by the information and communication technologies (ICTs) significantly change the public sector's operation and services. Digital Governance is now integrated into administrations' policies and programs at all levels: local, regional, national, European. At the national level, there is a requirement to provide electronic public services according to citizens' needs while, in the sense of globalization, at the European level, there are many programs (e.g., the Europe 2005 and i2010 program) emphasizing the Digital Governance world (or better Digital Governance community) that indicates rapid changes not only in the sense of the change in the public sector's systems but also in the mentality that the public sector operates. On the other hand, Digital Governance's evolution affects societies intensively, emphasizing the importance of cross-border interaction and information sharing between them. [6]. Concerning the legal informatics domain, this can result in changing governments' operations in many ways [2]. By now, the massive amount of each country's legal information currently remains fragmented across multiple national databases and systems or even better legal databases. Most of these legal databases result from the significant advancements in the “legal informatics” research field that observed since governments have started to promote the development of legal information systems [9]. this research contributes to this purpose by developing an open and automated legal system capable of providing any EU country's legal information based on the existing ontologies.

With the rapid development of BSG/6G and cellular vehicle-to-everything (C-V2X) technologies, the service demands of connected vehicles are diversifying, and the quality of ser-vice (QoS) requirements are also significantly improving. How to reasonably allocate the resources of C-V2X network and maximize the service quality has aroused wide concern. To this end, this paper proposes a dynamic base station (BS) accessing and resource allocation method for the downlink BSs of the next generation fully-decoupled C-V2X network, which allocates network resources according to the types of vehicles with different QoS requirements. Specifically, vehicles select the access BSs cluster for multi-connectivity, and BSs allocate appropriate band-width resources according to the QoS requirements. this paper proposes to use the Lyapunov stochastic optimization method to transform the long-term optimization problem, that is, to optimize the vehicle QoS and resource management dynamically during a period of time, into the optimization of the Lyapunov drift-plus-penalty function on each time slot, and use Markov approximation technique to approximate the selection of the global optimal access BSs cluster dynamically for either the delay-sensitive vehicles or the high-rate-guaranteed vehicles. By comparing the performance of this method with the benchmark approach, it is confirmed that the method proposed in this paper has certain advantages.

5G has a very flexible network architecture due to virtualization and will come with various customisations based on different use cases. 5G also promises to provide intelligent networks with high bandwidth and low latency. One of the tradeoffs for this is the complexity of network monitoring and resource management of 5G;making availability, reliability and performance a challenge. the adoption of Software Defined Networking (SDN) and Network Function Virtualization (NFV) concepts ensure availability of network data and flexibility in architectural decisions for 5G. Because of the availability of data and advanced computing capabilities usage of ML (Machine Learning)/Artificial Intelligence (AI) can be envisaged in the control and management of 5G networks by predicting the load on the network. this article proposes a solution to integrate time-series based predictive analytics with 5G Core and shows a comparative study between two Time Series Forecasting Models-AutoRegressive Integrated Moving Average (ARIMA) and Face-book Prophet. Fraunhofer FOKUS Open5GCore is used as the reference 5G testbed toolkit for validating the proposal. © 2020 IEEE.

this research works focuses on the co-pyrolysis of coconut coir fiber combined with PET in order to increase its heating value, in addition to solid mass reduction for prolonged shell life and storage issues. Co-pyrolysis is a process of efficiently producing high-quality biofuel from two or more materials. Parameters combinations were identified using the Taguchi optimization methodology model in MINITAB19. Nine samples with three replications were evaluated. Results revealed that changing the temperature, duration, and feedstock blends show a significant effect on solid mass yield and heating value. the biochar with 75:25 (coconut coir fiber: PET) shows that duration and temperature directly affect the solid yield. For biochar, with 25:75 (coconut coir fiber: PET), pyrolysis duration contributed largely to the output. the highest solid mass reduction with an average of 55% solid yield was obtained. Despite a high solid mass reduction, the heating value measured is only 13 MJ/kg. Feedstock blend with PET to coconut coir ratios of 75:25, 25:75, and 50:50 resulted to an average solid yield of 70%, 65%, and 83% respectively. In terms of heating value, for all three replications, the biochar sample subjected to 200°C, 30 minutes, and PET to coconut coir ratio of 75:25, with an average solid yield of 67%, had the highest value with 20.94 MJ/kg, 24.42 MJ/kg, and 23.55 MJ/kg for Trial A, B, and C, respectively. the result shows that the incorporation of PET effectively increases the heating value of the coconut coir fiber from 10 MJ/kg to 24.42 MJ/kg.

Spectral efficiency (SE) is crucial for wireless networks due to the scarcity of wireless spectrum and the ever increasing demand for high data rates. A prominent solution for SE is cognitive radio (CR) as it facilitates spectrum sharing between multiple users. Non-orthogonal multiple access (NOMA) is another technique for improving SE, which allows multiple users to access the same spectral resource at the same time. Together, NOMA and CRs have immense potential for enabling highly spectrally efficient communication. In this paper, NOMA in power domain has been considered in downlink for an overlay CR network. In power domain NOMA, power allocation (PA) for user signal multiplexing is a critical process. A novel heuristic PA method, called k-scaled PA, has been proposed and the symbol error rate (SER) performance of the users in the considered CR network for the proposed method has been extensively evaluated. this PA approach is robust against interference generated due to NOMA and reduces the information overhead for a network with a large number of users. Up to 5 users have been accommodated in the network using the proposed method. © 2020 IEEE.

An accurate accounting of electricity consumption is a relevant task for the improvement of energy efficiency both in industry and in housing and communal services. An important step in solving this task is the deployment of automated metering systems that allow obtaining analytical information required for development and adjustment of energy saving programs. the development of data transmission technologies over cellular networks has led to the widespread use of wireless channels for information exchange in automated energy control and monitoring systems. As both main and reserve communication channels, these systems can use technologies with channel switching (GSM CSD) and packet switching (GPRS). the choice of a particular data transmission technology in this case depends on a number of technical or economic factors. the aim of this work is the development of a conceptual model of the data transmission process in the automated energy consumption monitoring systems with direct connection of meters via GSM CSD and GPRS channels. For modeling the physical layer of the radio channel the model of signal propagation of Okamura-Hata was chosen. Calculation of call blocking probability is based on Erlang-B model. MIR C-01 and CET-4TM have been chosen as electric energy meters. In the work, the conceptual model of data transmission process in the monitoring system with GSM CSD and GPRS channels is offered, being a basis for its further mathematical formalization for the purpose of modelling of an information exchange between elements of the automated energy consumption monitoring system. © Published under licence by IOP Publishing Ltd.

Polar codes, which have been recently proposed as a family of linear block codes, has garnered a lot of attention from the scientific community owing to their low-complexity implementation and provably capacity achieving capability. thus, they have been proposed to be used for encoding information on the control channels in the upcoming 5G networks. the basic approach introduced by Arikan in [1], to polarize 2 channels of equal capacities to 2 channels of unequal capacities, can be used to design only codewords of length N = 2n, which might not be desired for the underlying system. Designing polar codes of codeword lengths of the form N ≠ 2n would broaden their utilitarian aspects and make them adaptable to a wider range of applications. In this paper, we investigate the comparative performance of resized polar codes generated by different techniques and determine the optimal one based on code rate requirements. © 2020 IEEE.

Recently, wireless data traffic has increased considerably because of the widespread consumption of ultra-high speed and large-capacity multimedia in the mobile media industry. Li-Fi technology, which can transmit information at a high speed using visible light, has attracted attention as a wireless local area network (WLAN). However, Li-Fi technology may face the problem of hidden nodes in the network topology. In this study, to address this problem, we performed simulations of the RTS-CTS algorithm in the Li-Fi MAC layer. the results of the simulation were used to propose the scope of the RTS-CTS algorithm. We evaluated a case in which the RTS-CTS algorithm is applied and one in which it is not. the simulation results indicated that the former case was advantageous over the latter one in dense network environments. © Springer Nature Switzerland AG 2021.

Network Intrusion Detection systems (IDSs) have been used to increase the level of network security for many years. the main purpose of such systems is to detect and block malicious activity in the network traffic. Researchers have been improving the performance of IDS technology for decades by applying various machine-learning techniques. From the perspective of academia, obtaining a quality dataset (i.e. a sufficient amount of captured network packets that contain both malicious and normal traffic) to support machine learning approaches has always been a challenge. there are many datasets publicly available for research purposes, including NSL-KDD, KDDCUP 99, CICIDS 2017 and UNSWNB15. However, these datasets are becoming obsolete over time and may no longer be adequate or valid to model and validate IDSs against state-of-the-art attack techniques. As attack techniques are continuously evolving, datasets used to develop and test IDSs also need to be kept up to date. Proven performance of an IDS tested on old attack patterns does not necessarily mean it will perform well against new patterns. Moreover, existing datasets may lack certain data fields or attributes necessary to analyse some of the new attack techniques. In this paper, we argue that academia needs up-to-date high-quality datasets. We compare publicly available datasets and suggest a way to provide up-to-date high-quality datasets for researchers and the security industry. the proposed solution is to utilize the network traffic captured from the Locked Shields exercise, one of the world’s largest live-fire international cyber defence exercises held annually by the NATO CCDCOE. During this three-day exercise, red team members consisting of dozens of white hackers selected by the governments of over 20 participating countries attempt to infiltrate the networks of over 20 blue teams, who are tasked to defend a fictional country called Berylia. the COVID-19 pandemic has caused disruption to the economy due to the increasing infection that affects the workforce in different sectors. the Philippine government has imposed lockdowns to control the spread of infection. this urged the different sectors to implement flexible work schedules or work from home setup. A work-from-home (WFH) setup burdens both the employee and employer by installing different equipment set-ups such as WiFi-equipped laptops, computers, tablets, or smartphones. However, the internet stability in some of the areas in the Philippines is not yet reliable. In this study, an application is used collect survey information and provide an estimate of the telework internet cost requirement of a given government employee or a given government employee implementing a work-from-home set up in their respective household. this involves survey results from different respondents who are currently on a work-from-home setup and significant factors from the survey have been analyzed using machine learning (ML) algorithms. Among the machine learning algorithms used, the ensemble bagged trees model outperformed the other ML models. this work can be extended by incorporating a wider scope of datasets from different industry doing work from home set-up. In addition, in terms of education, it is also recommended to determine the WFH set up not just with the government employee and employer but to also extend this into the education side.
