Delay variation or jitter is an inherent feature of packet switched communication networks due to bottlenecks. In communication systems buffering is commonly used to mitigate in real time multimedia applications at the expense of an additional delay. this method is therefore not suitable for control systems implemented over packet switched communication networks due to the additional delay which can make the system unstable. Hence, jitter modelling and management is necessary. this paper focuses on the development and experimental verification of a suitable jitter model for wireless and wired network bottlenecks. the effects of jitter are then investigated by quantifying the performance of a simulated Networked Control System (NCS). According to the results, the reduction in attenuation due to jitter compared to a jitter free benchmark ranges from approximately 0.01-0.04dB depending on the encoding type.

the development of transportation in Slovakia has an increasing character as in the other developed countries, and the negative impacts of transport are still rising. To handle this situation, the Slovak cities should have to solve their transport situations with more often use of ITS elements. One of the possibilities of optimal communication network use in the city is the management of traffic flow on the route, or its reroute from congested stretches to existing alternative routes of transport network. this use is suitable, if the likelihood of overloading is high, and the lateral routes have a sufficient reserve. High proportion of transport which is possible to reroute is a condition for success of this system. In our article we build a cost- benefit based model to compare two variants. the first variant includes a current state and in the second one designed changes will be incorporated. We use this model to solve the problems on communication network in the city of Žilina. As a modelling tool we use software Aimsun which allows a microscopic simulation. AIMSUN (Advanced Interactive Microscopic Simulator for Urban and Non-Urban networks) is a software tool which is able to reproduce real traffic conditions on any network. It means that we can also use it to predict behaviour of network with implementation of vehicle guidance systems. © Springer-Verlag Berlin Heidelberg 2014.

In today's world one of the most important trends of development is globalization, which affects all aspects of life: economic, political, social and cultural, as well as change a person's lifestyle. In recent years there has been equipped with modern mobile devices multimode devices and facilitates the work of not only ordinary users, but also the operational services. Seamless mobility is the missing ingredient needed to address inefficient communication problems faced by many mobile users. In this paper we consider mobile devices providing better communication to achieve seamless mobility and seamless handover in heterogeneous wireless networks.

the first generations of social media exploitation by government were oriented towards the general public. Evaluations of them have shown that they can provide some insights into the perceptions of the general public, however in order to achieve the required higher levels of quality, depth and elaboration it is necessary to target specific communities having strong interest and good knowledge on the particular topic under discussion. the research presented in this paper makes a contribution in this direction. It develops a novel approach to social media exploitation by the European Union (EU), which aims at leveraging its policy community, which consists of a big network of individuals/ policy stakeholders having various policy related roles and capacities, geographically dispersed all over Europe. Its theoretical foundation is policy networks theory. Based on a series of workshops, in which a large number of such individuals participated, the structure of the EU policy community is initially analysed, then the proposed approach is formulated and elaborated, and finally the fuctional architecture of an ICT platform for supporting it is designed. their main pillars are: important policy stakeholders’ profiles and reputation management, relevant documents’ repository and relevance rating, and finally advanced visualized presentation of them. © IFIP international Federation for Information Processing 2014.

In this paper, we proposed SASN (Ship Area Sensor networks) model which is integration of wired backbone network (Ethernet) and wireless sensor networks (IPv6 over Low-power Wireless Personal Area networks, 6LoWPAN). the proposed integrated network model has some limitation compared to sensor networks which is composed of only wired networks because of poor RF environment of inner ship area. However, if SASN model is adapted to ship, it helps to monitor the status of the work circumstance and various equipment more efficiently than only wired sensor networks because of independency from network line. We described characteristics of 6LoWPAN in detail and check the suitability of SASN model to ship based on characteristics of 6LoWPAN. In addition, we did performance analysis through simulation. From simulation result, we showed that proposed SASN model which is composed of Ethernet backbone and 6LoWPAN is possible to be adapted to ship.

the function of radar image recording in VDR (Voyage Data Recorder) installed on a ship has been adapted in IMO constraint regulations. For this function, a VDR should be equipped with the dedicated recording device called “Image Grabber”. Recently, as the number of radar on a ship has increased, the number of image grabber also has been increased proportionally. However this structure has lack of scalability. As a result, it could cause to rising costs and drop a competitive price. MSC.333(90) which is international standard related for VDR performances describes that both radar and ECDIS(Electronic Chart Display and Information System) image also should be store in final storage medium. And ECDIS image data should be sent through the Ethernet interface which is described in IEC 61162-450. In this paper, we proposed the technology of radar and ECDIS image processing based on Ethernet for VDR to overcome rising costs and to follow the recent trends of the data communication method.

In order to use wireless communication technology during the operation of nuclear power plants, the technology's reliability has to be proven. the wireless technology being applied should not inhibit the safety functions of the safety equipment and the intended function of the instrumentation and control (I&C) system. the wireless technology does not support the safety operation of the power plants or their control functions. But wireless devices can be applied to improve worker efficiency and strengthen monitoring for the field oversight at operating Nuclear Power Plants (NPPs). Generally, the existing and new facilities safety-related I&C equipment have been tested and installed under the validation criteria of electromagnetic waves. the portable wireless devices also must be used within the approved testing standards of RE-1.180 for NPPs. But the susceptibility limits for the electric field intensity of existing facilities are at 1/10 level, which is smaller than the latest standards. the past criteria are not effective verification methods for using wireless devices during the operation of NPPs. So, this paper presents applications of wireless technology and the separation limits (Exclusion Zone) between I&C equipment and wireless devices for operating NPPs.

the potential impact of technology innovation supporting social and economic development in developing countries is very dependent on the level of maturity of National Innovation Ecosystems (including policy environment, infrastructure and socio-economic diversification). Kenya, Tanzania and Uganda have recently experienced considerable technological entrepreneurial growth, facilitated by Innovation friendly regulatory environments, evolution of National Research Education networks (NReNs) and rollout of Obre optic backbones. However, while it is clear that ICT, Job Creation and developing a Knowledge Economy are common policy priorities, the Innovation Ecosystems in Nairobi, Dar es Salaam and Kampala are still fragmented. Innovation Spaces are insufficiently differentiated and have sustainability challenges with their business models and there is a limited funding and entrepreneurship support as well as insufficient collaboration and coordination between Stakeholders. this paper analyses these Innovation Ecosystems and provides some recommendations about how these challenges can be addressed.

On-chip networks (NoCs) used in multiprocessor systems-on-chips (MPSoCs) pose significant challenges to both on-line (dynamic) and off-line (static) real-time scheduling approaches. they have large numbers of potential contention points, have limited internal buffering capabilities, and network control operates at the scale of small data packets. therefore, efficient resource allocation requires scalable algorithms working on hardware models with a level of detail that is unprecedented in real-time scheduling. We consider here a static scheduling approach, and we target massively parallel processor arrays (MPPAs), which are MPSoCs with large numbers (hundreds) of processing cores. We first identify and compare the hardware mechanisms supporting precise timing analysis and efficient resource allocation in existing MPPA platforms. We determine that the NoC should ideally provide the means of enforcing a global communications schedule that is computed off-line (before execution) and which is synchronized with the scheduling of computations on processors. On the software side, we propose a novel allocation and scheduling method capable of synthesizing such global computation and communication schedules covering all the execution, communication, and memory resources in an MPPA. To allow an efficient use of the hardware resources, our method takes into account the specificities of MPPA hardware and implements advanced scheduling techniques such as software pipelining and pre-computed preemption of data transmissions. We evaluate our technique by mapping two signal processing applications, for which we obtain good latency, throughput, and resource use figures.

Recent advances in datacenter network design have enabled full bandwidth communication based on the notion of Valiant load balancing. In this paper, we study from the link capacity viewpoint how such communication paradigm can be supported in the context of link failures, the study of which is currently absent. In particular, we target full bandwidth communication among all the servers, for all valid traffic patterns, and under k arbitrary link failures. We derive the minimum link capacity required on two typical datacenter topologies-VL2 and fat-tree. Our main finding is that given the same server scale, fat-tree requires less total link capacity than VL2 for 1 <= k <= n/4, where n denotes the port count of homogeneous switches used in fat-tree. For k > n/4, there exists a turning point from which VL2 becomes more capacity-efficient.
