In order to improve the performance of digital protective relay, a data acquisition and processing system based on FPGA is designed in VHDL and implemented in this paper. they are foul parts in system: ADC control, 32-point FFT module, frequency counter and power meter. It cans control ADC and multiplexer to sample and convert 16-channel voltage and current signal of power system, process the discrete data with FFT algorithms in real time, measure the system frequency and power. So it can supply the processed data for protective relays and measurement All parts can be implemented in an Altera ACEX EP1k100. Using this system, the protective relays will achieve the good characteristic: high reliability and performance, multi-function, small size and cheap cost.

In this paper, we will discuss a novel technology, which we have recently developed for automatic target detection and recognition by polarimetric imaging systems. this technology consists of an approach to non-cooperative small target detection that uses statistical techniques to exploit a target's Stokes vector infrared signature. this is applicable to sensors whose signature measurements are sensitive to the polarization of the targets and their backgrounds. Fusion is achieved by constructing the joint statistical measures for the target's polarization states. Target polarization states are in terms of the intensity, percent of linear polarization, and the angle of polarization plane. Applications of the proposed approach, for military targets under variations in target geometry are made in terms of receiver operating characteristic condition curves. the new results, which have been obtained on data from the Air Force's IRMA polarimetric infrared simulation tool, indicate the usefulness of polarimetric infrared signatures for the automatic detection of small targets.

Under the operating mode of a small satellites system which uses multi-satellites or multi-constellations, more satellites exist at the same time in the view area of one TTC (telemetry tracking and command) station than in traditional systems. Obviously, it is unable to manage them by traditional methods. this paper proposes a new technique, which combines SDMA (space-division multiple access) with spread spectrum CDMA (code-division multiple access). Multi-beamforming is available by parallel data processing and one small satellite is tracked by one beam. Finally, simulation results of digital beamforming are provided.

A simple ISAR range-Doppler algorithm is applicable to steadily small flying target. However, for a maneuvering target the assumption is not satisfied, as the Doppler frequency has a time variation property. Actually, to obtain the cross-range resolution of dozens of centimeters for the large-scale or medium targets especially for the S or L wave band, where the wavelength is not shorter, the migration through the resolution cell (MTRC) would occur on both fringes of the ISAR imaging. the reason for this migration through the resolution cell is discussed, and a compensating algorithm is proposed. Simulated data and real data prove that this method is effective.

An algorithm for detecting small moving target in noisy image sequences with temporal recursive low pass filter is proposed in the condition of constant false alarm. this algorithm is effective in suppressing background and separating small moving targets. the binary mask of moving targets is obtained with appropriate threshold. Several kinds of parameters in the algorithm are analyzed. Validity of this algorithm is verified with real-time hardware application.

We discuss ISAR imaging of maneuvering targets based on modeling the ISAR data as multicomponent polynomial signals with arbitrary amplitude. the proposed algorithm estimates polynomial signal components one by one by using the "clean" technique. the polynomial coefficients and amplitude of each component are estimated by using product high-order ambiguity function and a low-pass filtering step. the estimated parameters are used to reconstruct the dynamic radar images of maneuvering targets. Compared with the existing algorithm, the proposed imaging algorithm is computationally efficient. Excellent results have been obtained in imaging experiments on real ISAR data.

this paper represents a mistracking detection method with wavelet transformation in marine radar processing. the data of the crossing targets are separated by means of the Lipschitz exponent when the tracking gates are aliasing. the real-time wavelet decomposition is derived and employed in the extraction of the local Lipschitz exponent to get a better property of real-time processing. It is demonstrated that the mistracking detection algorithm with the spline wavelet is accurate for the step edge of a time series and is unbiased under the situation of both additive and multiplicative noise.

A method which makes use of the phase information of the spectrum of the radar echo amplitude signal to make azimuth super-resolution, is given. theoretical analyses and simulation results prove that the method is feasible and can effectively determine whether the radar echoes contain a single target or multi-targets under the condition that the SNR is above 10 dB. the case, in which the time function of the antenna main-lobe is not a match for that of the echo amplitude, is simulated. Finally, the results of processing radar experimental data is presented and indicates again that the method is feasible in practice.

We present a Bayesian algorithm for optimal multiframe detection and tracking of small extended targets in two-dimensional (2D) finite resolution images. the algorithm integrates detection and tracking into a single framework using as data a sequence of cluttered sensor snapshots. Performance studies using Monte Carlo simulations show substantial improvements when the proposed Bayes tracker is compared to the association of a correlation filter and a linearized Kalman-Bucy filter. Likewise, there are significant detection performance gains of up to 6 dB in peak signal-to-noise ratio (PSNR) when the multiframe Bayes detector is compared to a single frame likelihood ratio test (LRT) detector. © 2000 IEEE.

this paper introduced a scheme for finding an optimal association matrix that represents the relationships between the measurements and tracks in multitarget tracking of a radar system. We considered the relationships between targets and measurements such as MRF and assumed a priori of the associations as a Gibbs distribution. Based on these assumptions, it was possible to reduce the MAP estimate of the association matrix to the energy minimization problem. then, we defined an energy function over the measurement space, that may incorporate most of the important natural constraints.
