Many research projects are being done in the domain of wireless mobile and/or ad-hoc networks to provide tools, algorithms and applications that make it possible to handle or use their dynamic characteristics. The purpose of most of these projects is to solve a specific problem, in a specific context. Most often, the models and formalisms that are used are also specific and the results are therefore difficult both to understand and to use in another context. We believe that what is needed is a general model offering a very high level of abstraction, in order to define and characterize what is feasable or not feasable in a dynamic network, depending upon some of its characteristics. In this paper we define such a model and its associated formalism. They are adapted to the study of dynamic networks and to the modeling of algorithms in a dynamic context at a high level of abstraction. The proposed model (Dynamicity Aware Graph Relabeling systems) derives from what has been achieved in the area of local computations, and that produced useful results in the context of static networks. Our contribution comprises a model and the associated formalism, plus an original synchronization mode between nodes that allows to seemlessly adapt an algorithm to different mobility contexts. All the concepts are illustrated and discussed through the example of a document propagation algorithm, with a resume feature.

Today's high-performance relay hardware allows protection engineers to develop new kinds of algorithms requiring a higher sampling rate and computational burden. Users have always been a little sceptical about new transients based algorithms, mainly because they don't know how to test and evaluate the performances of such new devices. The first part of the paper is dedicated to the theory of new transients based algorithms for isolated or compensated networks with the purpose of estimating the direction and position of an earthfault. The notion of sociomaterial practices speaks to a view of routine work in which people and materials are always already entangled. This implies that the commonsense tendency to treat concrete materials and social activity as separate analytical categories may actually muddy more than illuminate our understanding of practices. Engaging work from science and technology studies, this broad view of materiality refers not only to the physical properties of machines but also to software and algorithms, electrical grids and other infrastructure, buildings, human bodies, ecological systems etc. Despite remarkable enthusiasm, the conversation about sociomaterial practices occasionally has devolved into philosophical turf wars, engendering pleas for pluralism. All too often, such lofty conceptual debates lose sight of pragmatic concerns such as technology design work or humanitarian action. This essay traces both issues to a tension between adopting a grand philosophical Ontology, versus undertaking detailed empirical studies of particular concrete work practices. I argue that studies exploring the practical specifics of particular sociomaterial practices should be granted room for silence with respect to some theoretical commitments, on the grounds that this will afford a more lively pluralism. For ethnomethodologists, this re-orientation to grand theory is a matter of methodological rigor and theoretical sophistication. For pragmatists, room for silence has to do with the dilemma of rigor or practical relevance. This is not to say that key concepts are unnecessary-they can provoke us to look beyond narrow disciplinary confines and standard assumptions about the scope of field studies. Through an account of the 2013-2016 Ebola outbreak in West Africa, I show how these conceptual debates matter for empirical research and for design practice. Image based medical diagnosis plays an important role in improving the quality of health-care industry. Content based image retrieval (CBIR) has been successfully implemented in medical fields to help physicians in training and surgery. Many radiological and pathological images and videos are generated by hospitals, uni-versities and medical centers with sophisticated image acquisition devices. Images and Videos that help senior or junior physician to practice medical surgery become more and more popular and easier to access through different ways. To help learn the process of a surgery or even make decisions is one of the main objectives of the content based image and video retrieval system. In this paper, a contented-based multimodal medical video retrieval system (CBMVR) for medical image and video databases is addressed. Some key issues are discussed. A new feature representation method named Artificial Potential Field (APF) is addressed which is specially useful in symmetrical imaging feature extraction. Experimental results show that, with this CBMVR, both the senior and junior physicians can benefit from the mass data of medical images and videos.
