Depending on their own advantages and characteristics, the small and medium-sized enterprises have played very important roles in promoting the economic development of nearly all countries around the world. But due to their small size, the SMEs are so weak in resisting the risks of the market that they are still in a weak position in the market competitions. Therefore, the SMEs not only need the support and assistance from the government and all sectors of the society, but also more importantly need themselves to build and enhance their own core competencies. Although in recent years, Chinese SMEs have gained rapid development and their contributions to national economic growth have been increasing, but they are still facing with many problems in the process of survival and development. Especially in today's world, after the global financial crisis appears, many Chinese export-oriented SMEs have to be closed down because of their weak vitality and weak competitive strength. Therefore, Chinese small and medium-sized enterprises should gradually cultivate and improve their core competencies by constantly strengthening the constrution of their anti-risk capabilities, cultivating and gathering high-quanlity talents, strengthening the construction of their knowledge base, establishing the organizational systems that are helpful for the development of the SMEs, as well as fostering their own unique corporate culture, so that Chinese SMEs can gain the competitive edge in the intense market competitions and continue to grow and develop.

Nowadays, using Service-Oriented Architectures (SOA) is spreading as a flexible architecture for developing dynamic enterprise systems. Due to the increasing need of high quality services in SOA, it is desirable to consider different Quality of Service (QoS) aspects in this architecture as security, availability, reliability, fault tolerance, etc. In this paper we investigate fault tolerance mechanisms for modeling services in service-oriented architecture. We propose a metamodel (formalized by a type graph) and some graph rules for monitoring services and their communications to detect faults. By defining additional graph rules as reconfiguration mechanisms, service requesters can be dynamically switched to a new service (with similar descriptions). To validate our proposal, we use our previous approach to model checking graph transformation using the Bogor model checker.

Tracking problem can be formulated as the task of recovering the spatio-temporal trajectories for an unknown number of objects appearing and disappearing at arbitrary times. This work describes a modified mean shift clustering method for object detection. A human tracker based on the inter frame displacements of detected objects is proposed, where two different human classifiers based on size of detected clusters are used to handle different tracking issues. Human is separated from an occlusion group based on the information of direction of movement. Detection and tracking results are demonstrated and compared with results obtained using mean shift mode seeking approach. Results show that the proposed tracker is fast and reliable in situations where frequent entry, exit and occlusion of human are happening.

Automatic fingerprint recognition has been widely applied as a personal identification tool and biometrics applications due to their reliability and uniqueness features. One of the important tasks for any large scale fingerprint recognition system is fingerprint classification. Classifying a fingerprint images is a very difficult pattern recognition problem, due to the small interclass variability, the large intraclass variability, the presence of noise and the ambiguous properties of fingerprints. An accurate classification algorithm can greatly reduce the number of comparisons during fingerprint retrieval and consequently speeded up the identification process. Over the past few decades, a significant amount of researches and techniques has been proposed for distinguishing fingerprint classes. In this paper, we review existing approaches that have been applied to the classification problems. The explanation and discussion in this paper will cover the issues, designs and performance of several techniques for fingerprint classification system.

An automatic method for building a semantic dictionary from existing questions in a pattern-based question answering system is proposed for question categorization. This dictionary consists of two main parts: Semantic Domain Terms (SDT), which is a domain specific term list, and Semantic Labeled Terms (SLT), which contain common terms tagged with semantic labels. A semantic dictionary is built using the proposed method on a set of 2509 questions with semantic patterns in our system. 3390 questions without semantic patterns are used as ground truth to test its performance. Experimental results show that the precision of question classification is improved by 7.5% in average after using the constructed semantic dictionary on the baseline method.

The recent evolution in mobile devices, combined with rapid advancements in identification techniques, has lead to new opportunities for mobile application developers: mobile applications that can be made aware of their environment and the objects in it. Additionally, by combining mobile devices and identification technology with the Web, mobile applications can be developed that exploit services and information associated with nearby objects. In this paper, we present an application framework that supports the development of such mobile applications, without having to rely on a central service to provide information on the user's environment. Furthermore, by deploying Semantic Web technology, the integration of information from various information sources is facilitated, allowing for expressive and powerful personalized information delivery.
