Since 2009, the new rural social endowment insurance system has gradually started the pilot in China. However, some farmers didn't get a high initiative to participate, which showed a serious impact on the promotion of the new system. This paper, based on the food chain theory, analyzes the various factors which influence farmers on participating in the new rural social endowment insurance, draws a conclusion about it and puts forward some proposals for the work of the government to promote the new rural social endowment insurance work smoothly and effectively and let the rural residents enjoy the beautiful results of the socialist development.

In this paper, we propose a novel ghost pruning technique for multicamera people localization in overlapping scenarios. First, synergy map is obtained from multiplanar projections across multiple overlapping cameras. Second, occupancy map is generated by back projection from the synergy map across various image layers. This back projected occupancy map is combined with constraints to remove ghosts. The novelty of this paper is the introduction of an intuitive ghost pruning technique, which does not require any temporal information. Experiments on a sequence of the PETS 2009 dataset show significant reduction in the number of ghosts. The purpose and novelty of this paper is focused to the ghost pruning module but detection metrics show results comparable to those of the complete, state-of-the-art multicamera object detection systems.

Nowadays, the companies must adapt their business processes changing more dynamically in accordance with rapidly changing market conditions and IT systems. This paper extends our previous method, which shows a novel approach to integrate a service system. In this paper, we focus on the integrated problems of the Business Process Management System (BPMS). The service is encapsulated as a SCA service component,which is extended to be a service surrogate. Meanwhile, the XML-based process template is used to define the composition process. An interactive access control strategy based on service components is also proposed. At the end of this paper, it is applied in the textile-order process management system (TPMS) as a case study.

According to the statistics of the World Health Organization 15 percent of the world population lives with some kind of a disability. This statistic further indicates that 10 percent of the Sri Lankan total population also has some kind of disability. Sri Lanka suffered three decades of civil war. As a result no of disabled people gradually increased. Most of the civilians disadvantage of getting benefits of ICT during that period. As a result the war ending in 2009, the government strategies for the future were directed more on the development of the country. Sri Lanka ICT literacy rate was increases 8% in 2005. It was increases up to 40% in 2013. Government focuses to be 75 percent by the year 2015. The motivation behind this research is to overcome disability digital divide in Sri Lanka and facilitate more opportunities for them to enjoy in the digital world. The objective of this study is to propose a Web, Mobile and computer related ICT model to bridge the disability digital divide gap in Sri Lanka and improve the quality of life of the differently abled community in Sri Lanka. This study involved Literature survey, and many different data gathering techniques mainly group discussions, interviews and site visiting more than 107 samples were interviewed to propose the model. Sri Lankan Participants for this study were inclusive of informal interviews with different communities, different disabled categories and different geographical locations. Study findings were indicated that most of the Sri Lankan differently abled community is not aware and not benefited from globally available modern technologies available for this community. Buffer insertion has always been one of the most effective approaches for fixing min timing violation in very large scale integration(VLSI) designs. However, traditional buffer insertion approach is less effective for designs considering multi-mode multi-corner(MMMC) timing constraints. This paper presents a novel buffer insertion approach that identifies bottlenecks in violation paths by a heuristic evaluation and determines appropriate types of buffer cell combinations inserted by a looking-forward search method to minimize buffering cost for large VLSI designs with MMMC timing constraints. The experimental results show that our approach can achieve an average of 21% buffer cost reduction compared with a previous one, and its feasibility in large design has also been proven.
