Mongolian coding are not unified and it has seriously affected the Mongolian information processing development. .This paper mainly discusses the conversion from Mongolian coding systems based on the word shapes to the Mongolian international standardized coding. In order to achieve the conversion with unified approach, we use the Min-Morpheme coding as an intermediary. The method based on rules correspondence table, the method based on the Mongolian orthography dictionary, and the method based on statistical language model are used in this paper. At last, we have mixed used the above methods to improve the conversion correct rate, and achieved the desired results.

Software metrics offer us the promise of distilling useful information from vast amounts of software in order to track development progress, to gain insights into the nature of the software, and to identify potential problems. Unfortunately, however, many software metrics exhibit highly skewed, non-Gaussian distributions. As a consequence, usual ways of interpreting these metrics - for example, in terms of ldquoaveragerdquo values - can be highly misleading. Many metrics, it turns out, are distributed like wealth - with high concentrations of values in selected locations. We propose to analyze software metrics using the Gini coefficient, a higher-order statistic widely used in economics to study the distribution of wealth. Our approach allows us not only to observe changes in software systems efficiently, but also to assess project risks and monitor the development process itself. We apply the Gini coefficient to numerous metrics over a range of software projects, and we show that many metrics not only display remarkably high Gini values, but that these values are remarkably consistent as a project evolves over time.

Aimed at the problem of narrow band transmission in transmission channels, a new coding algorithm based on H.264 is offered. By the method of reducing bit coding of I frame and improving coding stream of P frame, coding stream can transmit averagely in narrow band, transmission efficiency of coding stream is improved Experiment results show that when I frame coding which takes up more time is reduced and P frame coding stream is improved, decoding file can be transmitted in narrow band in time, vision effect of output file can be improved also.

Traffic information such as accident and traffic congestion becomes an essential part of any commuter's daily life. Reporting such information requires a geography location reference of the event. However, in practice, different providers may have different and/or mismatched scales and versions of the map which may lead to different interpretation of the event location. To alleviate the problem of inconsistency of location referencing, a standard for location referencing is needed. This paper presents a location referencing standard for disseminating road traffic information in Thailand. An empirical evaluation of accuracy such standard is also investigated. The results indicate that the standard is well suited for on-route location referencing but for off-route location referencing further exploration is required.

With the development of information technology, the number of scanned images is increasing rapidly. There are many important texts in these images. In order to satisfy the need of images viewing, text identification and text retrieval, this paper presents an efficient method for text segmentation. Firstly, localizes the text blocks in scanned image. Secondly, according to its gray/color distribution, the text block image is decomposed into text sub-layer, background sub-layers and mixed sub-layers which contain both texts and backgrounds. Finally, the backgrounds are filtered out from these sub-layers, and the combination of texts in all remained sub-layers is the text segmentation result. Experimental results show that the proposed method is robust to overlapped complex background.

We report on the development of a tool suite for rapidly creating high quality 3D embossed portraits using a single 2D snapshot. Our goal is to establish a mapping from 2D to 3D and then interactively edit the embossed 3D surface and correct any artifacts that have occurred. To establish the initial mapping, we use an enhanced grayscale representation of the image and then employ techniques such as edge detection, region growing and interactive-iterative enhancement to obtain an flawless 3D embossing surface. Finally, we present an evaluation of the usability of our embossing tool suite.

In human space flight, astronauts are the most precious "payload" and astronaut time is extremely valuable. Astronauts operate under unusual and difficult conditions since the absence of gravity makes some of simple tasks tedious and cumbersome. Therefore, computer interfaces for astronauts are generally designed first for safety and then for functionality. In addition to general constraints like mass, volume, robustness, technological solutions need to enhance their functionality and efficiency while not compromising safety. Brain-machine interfaces show promising properties in this respect. It is however not obvious that devices developed for functioning on-ground can be used as hands-free interfaces for astronauts. This paper intends to address the potential of brain-machine interfaces for space applications, to review expected issues related with microgravity effects on brain activities, to highlight those research directions on brain-machine interfaces with the perceived highest potential impact on future space applications, and to embed these into long-term plans with respect to human space flight. We conclude by suggesting research and development steps considered necessary to include brain-machine interface technology in future architectures for human space flight.

With the Internet development, lots of web services have been exposed increasingly on the Internet These web services always are owned by different companies and organizations, and are geographically distributed. How to compose these web services together to fulfill a business process is usually a challenge issue. Case-Based Reasoning (CBR) is a problem solving paradigm. It uses successful experiences in past to solve similar problems at present or/and in the future. In this paper, a set of approaches to support web service composition based on CBR is presented for case retrieval. The method of semantic-driven similarity assessment for web services is also described. The indexing technology is adopted to organize the case base to improve the retrieval efficiency. In addition, case adaptation strategy for web services is employed to make a CBR system more robust than usual. At last, the experiments and analysis processes are also addressed.
