We examine the extent to which user-based subsidies can promote the sustainability and development impact of telecenters, where sustainability is defined in financial and social terms. We do this by looking at a coupon scheme used by the USAID funded eCenter network in Kyrgyzstan. The network consisted of partnerships with existing commercial computer centers which provided fee-based ICT services to their communities. The eCenter program temporarily provided subsidized coupons for Internet access and computer training to users of these centers. Using a mixed-method approach, we found that user-based subsidies have to a certain degree aided financial sustainability by bringing new users to the centers, some of who will, conceivably, become long-term customers bringing ongoing revenues. The subsidies also helped to "kick-start" operations during the initial stage of the project. However we found that the distribution of the coupons did not lead to any significant enhancements to social sustainability by, for instance, encouraging users from underrepresented social groups (though we did find that women were marginally more likely to take advantage of the program). Moreover, we found that the distribution of both Internet and training coupons favored more regular users of the eCenters. Finally, looking beyond sustainability to impact within the community, we found that the coupon program had a limited development impact on participating communities. For example, the population of users who reported economic benefits from using the eCenter (eg. subsequent employment or starting a new business), did not make more use of the coupon program than the user population at large, suggesting that the coupon program itself did not account for this benefit. We argue that, even in the presence of such modest positive effects, user-based subsidies still offer an intriguing model. As a result of the development of computer network technology, communication of information through personal computer is becoming more convenient. Meanwhile, it also gives hackers opportunities to attack the network. Therefore the communication security is now an important issue for multimedia communications. This paper proposed a hybrid encryption technique for the color image based on the multi-chaotic-system which combines Pixel-Chaotic-Shuffle (PCS) and Bit-Chaotic-Rearrangement (BCR). The idea of applying chaos theory on image encryption is because of the behavior of chaos system exhibiting nonlinear dynamics and sensitivity to initial conditions. Therefore, the distinguished elements of variables applied to produce encryption codes for the color-image encryption can increase the communication security. In this paper, the pixels of plain image are firstly disarrayed by PCS, and then their bits are rearranged using BCR. This method increases the key space of images, completely eradicates the outlines of the encrypted images, blurs the distribution characteristics of RGB-level matrices, and effectively protects against the decryption of exhaustive attack method. The test methods involving key space and correlation coefficient r are adopted for the security analysis. Eventually, empirical images are adopted as examples to prove the great encryption performance of the proposed method and also the good potential for practical applications in image encryption.

Students from healthcare programmes within the United Kingdom are supported in their clinical placements by appropriately qualified members of staff who require annual updates to maintain their currency in this role; a professional and regulatory body stipulation. In response to increasing pressures within the workplace that are negatively impacting upon opportunities to access the current method for delivering these updates, an alternative has been sought. In a cross-department initiative at the University of Huddersfield, an online, multi-professional package (currently for Nursing, Midwifery and Operating Department Practitioners (ODPs)) is in development. It is designed to replace the traditional face-to-face delivery method whilst maintaining the required quality and standards inherent within a professional programme. This paper will outline the process to-date, discuss how design and content issues are being addressed towards producing a tool which aims to meet the demands of all stakeholders, and consider future directions for the project.

This work consists of two main components: (a) a longitudinal ethnographic study in Kyrgyzstan that demonstrates the importance of transportation resources in the developing world and how to plan for an appropriate ICT solution, and (b) the results of a proof-of-concept system engineered to create a bottom-up, transportation information infrastructure using only GPS and SMS. Transportation is a very important shared resource; enabling efficient and effective use of such resources aids overall development goals. The system, *bus, involved the development of a hardware device (a *box) containing a GSM modem and a GPS unit, that can be installed on a vehicle and used to track its location. The *box communicates via SMS with a server connected to a basic GSM phone. The server runs route a prediction algorithm and users can send SMS messages to the server to find when a bus will arrive at their location. The paper discusses the system and early testing, as well as the development implications for a range of urban and rural environments where transportation is scarce or inefficient, and where a central authority or institution is not in a position to provide robust information resources for users. We describe how the solution is also situated within technology usage patterns common to the developing world.

With the introduction of sensitive and fast electronic imaging devices and the development of biological methods to tag proteins of interest by green fluorescent proteins (GFP), it has now become critical to develop automatic quantitative data analysis tools to study the live cell dynamics at subcellular level. In this paper, a sequential Monte Carlo (SMC) method to track variable number of multiple 3D subcellular structures is proposed. First, multiple subcellular structures are represented by a joint state. Then the distribution of the dimension changing joint state is sampled efficiently by the reverse jump Markov chain Monte Carlo (RJMCMC) method designed with update move, identity switch move, disappearing move, and appearing move. The experimental results show that the proposed method can successfully track multiple 3D subcellular structures with different motion modalities such as object appearing and disappearing.

Visual evaluation of long-term EEG recordings is very difficult, time consuming and subjective process. This paper aims to present the research and development of a comprehensive scheme for computer-assisted recognition of behavioral states of sleep in newborns. In clinical practice, the ratio of behavioral states (wakefulness, quiet and active sleep) is used as an important indicator of the brain maturation. Analysis was performed offline, on real clinical data, with the assumption that each EEG channel in recording was independent from others and equally important for analysis and classification. The proposed solution comprises several consecutive steps of signal preprocessing and processing, with focus on segmentation, feature extraction and selection, and classification. Performed classification was based on linear support vector machines and performance was evaluated through cross validation. Obtained results can be used as a reference for developing or enhancing neonatal sleep EEG/PSG classification algorithms.

This paper presents an undertaken research work about the development of an Adaptive Tourism Modeling System which attempts to correctly model a tourism Web application user profile. This paper will follow the methodology used behind the concept of the application, `User Modeling as a process', which consists of three specific modules in order to achieve a clear user modeling technology. The user representation module devises a collection of knowledge representation formalisms that co-exist in order to constitute the system's view of the user; the user reasoning module is responsible for the execution of several inference tasks as well as the generation of possibly new and valuable information about the user, using the latter module. The user concept that comes out of these two modules will ultimately be used by various kinds of application-level systems, namely a recommender system, therefore instantiating a project-dependent third module.

Technological advances and pervasiveness of the Internet have recently led to the development of diverse technologies for the digital home. This study presents an RFID based interdynamic system with an OSGi platform to support applications for digital home surveillance. In the proposed system, the OSGi platform is called a residential gateway, and it controls and manages the digital home services. Four service functions, called bundles, are designed to support the home interdynamic application. These bundles are the device access, the RFID device manager, the monitoring and the RTP receiver bundles. The proposed system is applied in the interdynamic between people and home appliances. A person holding RFID tags is identified by the home appliances, and then can issue requests to them. The proposed system has been implemented in a digital home testbed, revealing that it achieves high-quality home surveillance.

In this paper, we introduce a scalable macro-pipelined architecture to perform floating point matrix multiplication, which aims to exploit temporal parallelism and architectural scalability. We demonstrate the functionality of the hardware design with 16 processing elements (PEs) on Xilinx ML507 development board containing Virtex-5 XC5VFX70T. A 32-PE design for matrix size ranging from 32*32 to 1024*1024 is also simulated. Our experiment shows that we have achieved 12.18 GFLOPS with 32 PEs or about 1.90 GFLOPS per PE per GHz performance, which is over 95% PE usage. Moreover, the proposed SMPA has the capability to scale up to tens or hundreds of GFLOPS using multiple FPGA devices and high speed interconnect.

Requirements traceability is a challenge for modern software projects where task dependencies and technical expertise are spread across system developers, abstract model representations such as use cases, and a myriad of code artefacts. This paper presents an approach that monitors the navigation trails left by developers when building code artefacts to realise project use cases. These trails are analysed to generate a relevance ranking of entities that constitute a traceability link between uses cases and code artefacts and the developers responsible for them. Investigation in a software development scenario shows that a range of use case traceability questions can be answered through visualisations which present ordered relevance lists of the entities associated with use cases and by the use of trace graphs where the size of nodes show the importance, or 'information centrality', of system entities.
