To ensure the safe and efficient operation of the approximately 1.6 million freight cars (wagons) in the North American railroad network, the United States Department of Transportation (USDOT), Federal Railroad Administration (FRA) requires periodic inspection of railcars to detect structural damage and defects. Railcar structural underframe components, including the centre sill, sidesills, and crossbearers, are subject to fatigue cracking due to periodic and/or cyclic loading during service and other forms of damage. The current railcar inspection process is time-consuming and relies heavily on the acuity, knowledge, skill, and endurance of qualified inspection personnel to detect these defects. Consequently, technologies are under development to automate critical inspection tasks to improve their efficiency and effectiveness. Research was conducted to determine the feasibility of inspecting railcar underframe components using machine vision technology. A digital video system was developed to record images of railcar underframes and computer software was developed to identify components and assess their condition. Tests of the image recording system were conducted at several railroad maintenance facilities. The images collected there were used to develop several types of machine vision algorithms to analyse images of railcar underframes and assess the condition of certain structural components. The results suggest that machine vision technology, in conjunction with other automated systems and preventive maintenance strategies, has the potential to provide comprehensive and objective information pertaining to railcar underframe component condition, thereby improving utilization of inspection and repair resources and increasing safety and network efficiency.

In this paper, design and development of a peg placement robot for participating in National Engineering Robotics Contest (NERC) 2009 is presented. The robot needs to place the pre-loaded pegs in pigeon holes while navigating through a grid of white reflecting lines. The sensory system of the robot comprises of infrared sensors for line following and peg placement tasks. Twelve infrared sensors are mounted undercarriage the robot for navigation and one infrared sensor for controlling peg placement assembly. A position PI controller is designed using root locus technique for navigation of robot and implemented using AT89C52 microcontroller. Experimental results have shown the validity of the entire system.

We tried to create an environment including all necessary parts to support mobile internet practice. After analyzing the leading platforms and in consideration of curriculums, we selected the Android. Then through analyzing the system architecture we discussed requirements of the server side and client side. Beyond the development technology, in the view of software engineering we discussed how to support the collaboration and communication in the practice environment. We took all tools, rules, documents and a server developed by ourselves as a whole, which was our environment of practical education. We used the environment in a class including fifteen students, after 2.5 months, we found the environment is helpful in understanding the mobile internet development and software development life cycle.

Augmented reality is a technology that enables user to interact with 3D virtual object and real world in real time application. The use of Augmented Reality (AR) in education shows a potential to enhance traditional learning method. The purpose of this study is to observe the familiarity of AR application especially its implementation in learning environment, and to determine the usefulness of AR application in education. The study was conducted during Malaysia technology Expo 2009 in small scale participants consists of students, teachers, and industrial people. The result showed that most of the participants never been experienced with AR application before, but the idea to implement AR for education are well accepted with a very positive feedback. Based on the findings, some issues and user expectation for further development of AR application in learning environment are being discussed.

This paper aims to analyse four National ICT competency frameworks which have been implemented within their respective countries. Two dimensions related to competency levels and implementation coverage are discussed and compared. The new Thailand ICT master plan 2009 -2013 was announced on August 2009. This master plan required the strategy in human resource development: however, it did not cleary define how to establish a national IT skills framework. The results of discussions and comparisons from four competency frameworks from other countries may help to identify and to possibly assist the introduction of an appropriate IT competency framework along into the Thailand ICT master 2010 in a timely manner.

The NATO Modeling and Simulation Group Technical Activity 48 (MSG-048) was chartered in 2006 to investigate the potential of a Coalition Battle Management Language for multinational and NATO interoperation of command and control systems with simulation systems. The result of this work has been reported in previous SIW papers. This paper addresses Phase 3 of the Technical Activity, which validated the BML paradigm by interoperation of multiple C2 and simulation systems in experimental support of operational military users. The new capability was the basis for a week-long event at Manassas, Virginia in November 2009, which was supported by a previous collaborative integration using the Internet. The experimental configuration combined six national C2 systems and five national simulations along with middleware from two other nations, including an updated BML server that implements the publish/subscribe paradigm for BML and a C2 Lexical Grammar interface that was used by several nations. BML provided a common C2-simulation linkage without humans in the information exchange loop. This paper describes the integration of national C2 and simulation systems, along with the successes and lessons learned. The results support further development of the BML concept and should inform the work of the SISO C-BML Product development Group. We conclude with a projection of the work of MSG-085, the successor to MSG-048, which will focus on operational and standardization issues.

There are 774 million non-literates globally (UNESCO, 2009) and there is the acute problem of illiteracy grave in South Asian region. The paper discusses the implementation of eSkwela project as Alternative Learning System (ALS) in Philippines. The initiative responds directly to a national development priority to bring elearning opportunities and Information Communication technology (ICT) for learning resources to mobile teachers / instructional managers and out-of-school learners in the Philippines. The paper assesses how the eSkwela project initiatives have provided opportunities for remote and elearning, blended learning and how Alternative Learning System (ALS) has been supported by innovative use of ICT for content development. It presents a macro view, case study of the strategic approach, design, challenges and successes faced by the eSkwela project which is still a work in progress. Rudiments in ICT for Education for citizens to attain the new-age literacy and lifelong learning opportunities are also evaluated.

The early stages of new product development, called the Fuzzy Front End (FFE), are essential for the success of innovation. Therefore, various software tools have been proposed to support FFE activities. However, little evidence is provided about the benefits of using such tools. The objective of this study is to present evidence that will assist industry practitioners to make informed choices about software support tools to be used in the FFE. The method used for this study was a systematic literature review that analyzed 1090 articles published between 1997 and 2009. The results show that software tools can speed up the FFE, reduce costs, increase collaboration, improve decision quality and knowledge management, reduce risks, and enhance overall creativity.
