Based on the pertinent researches and taking the current conditions of basic public service in the provincial administrative regions into consideration, this study proposed an evaluation indexes system to evaluate equalization level of basic public service in the provincial administrative regions from such four dimensions as foundation, security, development and environmental protection. This study also applied wavelet neural network (WNN) to evaluate equalization level of urban basic public service in 31 different provincial administrative regions in 2008 in a comparatively objective way. The results show that the evaluation model of basic public service’s equalization level on the provincial administrative regions based on WNN is highly scientific, reasonable and feasible.

We propose a fast and simple application system of 3D model *** acquire range images by using a combination of a regular camera and a depth *** reconstruction of a 3D model consists of four key steps:(i) Initial alignment either feature tracking or the 4-points congruent sets algorithm is used to align surfaces captured at different frames. (ii)The iterative closest point(ICP) method is applied to further align the piecewise surfaces from the last step,(iii) The surfaces are merged into a whole 3D model by the volumetric method,(iv) In the refinement step,we fill holes and produce a complete 3D model that approximates the original model with robust repair of polygonal *** last,we present the experimental results which show that the errors between our reconstructed model and the ground truth are less than 1%.

The main purpose of this study is to develop a computer system for University Malaysia Perlis (UniMAP) staff to make claims via electronic media. Since this system is Web-based, staff can make claims anywhere, anytime and at any locations. This method can overcome not only human errors but also more efficient, fast and accurate. Therefore, this system can also save time, effort, and administrative costs. In this study, Active Server Pages (ASP) has been chosen to make the calculation and also to generate reports. After the system has been developed, a test was conducted using forms that have been simulated manually. The purpose is to enable the researcher to make comparison with the ones made using the developed system in order to detect errors or flaws from the manual simulation in the system.

The emergence of the Web has increased interests in XML *** methods to extract and reconstruct the structural information of XML data,which are important for many applications such as XML IR,are becoming more *** achieve efficient structural information extraction,in this paper we propose a tree parent storage based on hashtable,a novel dynamic-friendly encoding scheme,which has great advantages both in storage space and time of constructing label paths compared with prefix *** have conducted an experimental study on real-life XML data sets,on Berkeley DB to evaluate and compare the performance and storage consumption of the proposed method with prefix *** experimental results show that our schema save about 60%-70% space in structural information storing whereas having the same performance in executing time for a certain query compared with prefix *** conclusion,it is effective,and efficient when compared with existing proposals.

We introduce a novel method for the consolidation of unorganized point clouds with noise,outliers,non-uniformities as well as sharp *** method is feature preserving,in the sense that given an initial estimation of normal,it is able to recover the sharp features contained in the original geometric data which are usually contaminated during the acquisition. The key ingredient of our approach is a weighting term from normal space as an effective complement to the recently proposed consolidation ***,a normal mollification step is employed during the consolidation to get normal information respecting sharp features besides the position of each point. Experiments on both synthetic and real-world scanned models validate the ability of our approach in producing denoised, evenly distributed and feature preserving point clouds,which are preferred by most surface reconstruction methods.

Pollution sources census will provide data for the macro-control of environmental protection and management and promote economy structure adjustment and planning. Data visualization and processing for pollution sources census is practically meaningful for improving the pollution sources census digitalization and intelligence management level. Based on GIS and spatial database, an information management system for pollution sources census has been developed. It has some functions such as data visualization, data query, data statistics and spatial analysis. Combined with the characteristics of environmental management, the system can provide efficient technical support and scientific basis for environment protection, total quantity control of pollution sources emissions, pollution sources management and economic structure optimization, et al. The experiment results show that it has a certain value and significance for census data exploration and application.
