researchers acknowledge mixture impact on the higher education institution's role over green initiative. Higher education institutions are stable,with the long-term thinking,obtain research and have educative goals which are enable them to educate about sustainability. Higher education institutions successfully combined local and global knowledge with the merging of the faculty,students and staffs talents to create synergies to develop new solutions. On the other hand,working within higher education institutions also has limitations. The time constrain often limit the students to be involved in short-term projects. Furthermore,the nature of hierarchical and bureaucratic structure of university's administration and management creates difficulty in instituting comprehensive approaches addressing campus sustainability. As the interest of green business sustainability is generating a lot of interests in the higher education institution,this paper evaluates the implementation of Green Campus Initiative (GCI) at the UCSI University Malaysia by evaluating their carbon footprint emission. The carbon footprint calculation and proposed framework presented in this paper aims to encourage other higher Education Institutions in Malaysia to implement the GCI. In order to reduce the environmental impact at UCSI University,the measurement of the CO2 emission was a very important starting point. These primary data were processed with the formulas had been developed earlier and resulted the total carbon footprint produced by UCSI University in one year. Supported by the secondary data (i.e. literature review),a proposed framework of GCI implementation was proposed to be tested and empirically validated in future studies. It is hope that result obtained from this paper will provide guidelines for policy maker and management of the universities to acknowledge the importance of GCI to create a sustainable and profitable business application.

Changes of land-use policy and herdsmen settlement in mid-1980 s have significantly altered the diversity of vegetations in aid grazing ecosystems. To examine the spatial dynamics of vegetation species and the changes of carbon source/sink, ecological survey, accompanied with 3S technology, had been applied in this study. A total of 1169 vegetation samples were collected along two 5 km transects, along with topographic and demographic variables(slope, aspects, population, distance from the center of new herd farms). Analysis of this dataset revealed that more than 1/3 of the lands were in serious degradation with dominant unpalatable plant community. The increase in the abundance of inedible plant Peganum harmala in sunny slope near the farm and some annual unpalatable species in the lower land indicated serious degradation of grassland. The roads,the heavily used patches, impacted plant cover greatly, a decrease of 24.8% comparing to adjacent patches. This field experiment demonstrated that there were significant relationships between plant cover and two driving factors;slope degree and distances from the new farm center;on the other side, the results of spatial data analysis provided basis for improving the grassland carbon balance condition. In general, plant cover declined with increases in slope and decreases in the distance.

The grassland ecosystem is of great significance in global carbon cycle under the condition of global change. The biomass of grassland is an important parameter in estimating carbon storage of grassland ecosystem, in order to analyze the relationship between plant yields and climatic factors, 22 years of plant yields and climate data were collected on the northern slope of the Tianshan Mountains region of western China. Using multiple regression analysis, it was clarified that fluctuation of climatic factors affected herbage yields and their periodical variation. The herbage yields were correlated significantly to the water factors especially the precipitation(p<0.01), but unrelated to the trend variable(the former year yield has little effects on the later) and other climatic factors. Our research demonstrated that the herbage yields had 4-year period similar to ecoclimatic factors, but with 1/4 period delay. These findings revealed further that the fluctuation of some climatic elements(precipitation particularly) was the crucial factor affecting the formation of herbage yields of natural grassland in arid and semiarid ecosystem. These results on periodical fluctuations of plant yields with the climate were important for the herdsmen to rectify their livestock population in grazing land. What`s more, we can estimate the carbon storage in this area with the help of remote sensing technology and modelling method. The results will provide the scientific basis for the government to account grassland carbon balance and carbon storage in the future.

Digital dashboards are a common feature of an Executive Information System (EIS) that integrate information from multiple components and tailor the information to individual preferences;they commonly be employed to assist managers to identify the status of key information or critical factors of success. The author`s purpose in the present article is implementation of this concept in order to help authorities to take advantages of IT Digital dashboards can use as a tool for link goals to strategies. The most important object is to realize that which information must be included in digital dashboards and how must this information be shown so that we reach the best information in minimum time. Since governments make macro,strategic decisions,they face huge and diverse data and information. Using IT and its capabilities will help to prevent from losing data and information as well as inexpensive data processing,because it does not look for everything available,it only looks for key performance indicators (KPI)s. Digital dashboards include important information so it is necessary to describe different availability levels for different users so that electronic reliance can be reached. Based on the analysis of the Russian State Educational Standard for Bachelor of Information Security (BIS) as well as NRNU MEPhI experience of professional training on "Complex maintenance of information security of automated systems" specialty the model of BIS ("Automated systems security" profile, ASSP) has been formulated. The definition of their professional activities objects, occupations and requirements to the main results of the educational program mastering are the input data for BIS (ASSP) development. They are also the components of the BIS (ASSP) model, proposed in the paper. The exemplary curriculum for BIS (ASSP) training is also considered in detail.
