The floods in 2022 resulted in significant damage to infrastructure and livelihoods. Being vulnerable to climate change, Pakistan must convert this adversity into an opportunity by developing robust, efficient, and resilient post-disaster reconstruction (PDR) strategies. This paper aims to identify and develop GIS-enabled resilience approaches and strategies that Pakistan's stakeholders can use in the PDR. The triangulation approach is adopted to identify GIS-enabled resilience strategies for PDR. This research involved a systematic review of current GIS and PDR resilience strategies, as well as an exploration of GIS-enabled resilient PDR strategies. The strategies were further refined through a questionnaire and interviews with stakeholders in Pakistan. The results from triangulation research show that GIS-enabled resilience strategies play a pivotal role in making PDR more resilient and sustainable. The research will help the Government of Pakistan and other developing countries to improve efficiency during PDR and priorities investments in climate-resilient infrastructure. © asce *** rights reserved.

Nuclear power plants (NPPs) depend on precise procedures for safety and efficiency. These procedures contain work instructions detailing both sequential and conditional tasks. However, executing conditional tasks - tasks performed under specific conditions - often poses difficulties for operators. The hurdles lie in recalling crucial information, spotting key cues, and reacting appropriately to significant plant events linked to these tasks. Current computer-based procedures (CBPs) also fall short in autonomously generating operator reminders when conditional tasks are activated due to these tasks' lack of computer interpretability. This paper presents an ontology: a computer-interpretable representation of conditional tasks. The ontology supports reason about potential events, suitable responses, task constraints, and potential hazards related to the procedure. A case study demonstrates the ontology's effectiveness. Monitoring the condition of road furniture, such as traffic lights, signposts, and guardrails, is critical for road safety and driving comfort. However, due to limited resources and the vast size of road infrastructure, comprehensive monitoring can be challenging. To address this issue, this study proposes a framework that automatically identifies damaged road furniture and displays their locations on the user interface, allowing inspectors to remotely monitor road furniture conditions. The framework leverages a road furniture digital twin, containing real-time information about road infrastructure, landmarks, and GPS coordinates. The framework was tested on the NDSU campus road, successfully detecting traffic poles with real-time information displayed on the user interface, reducing the need for manual inspections, and enabling proactive maintenance to improve road safety and driving comfort. The proposed framework is expected to facilitate the real-time remote monitoring of road furniture, minimizing the time, cost, and effort required for inspections. © asce *** rights reserved.

The current delivery practices of airport projects are traditionally outdated, lacking innovative and modern techniques which provide overall better cost, schedule, among other performance metrics. Design-build (DB) is an alternative and viable option for the effective delivery of airport projects. Previous studies have lacked in focusing on studying the determinants that affect the success of DB airport projects. This study aims to fill this gap. The goal of this research is to explore these determinants by computationally analyzing the perception of relevant experts. This goal is achieved by: (1) developing a survey to gather valid data on the likelihood of occurrence, impact on cost, and impact on schedule of 34 risk factors perceived in airport DB delivery as compared to design-bid-build (DBB);(2) clustering the data using the K-means technique;and (3) analyzing the clusters and providing insights from the emerging trends. Results indicate three clusters classified with low, moderate, and high-risk factors in terms of DB delivery as compared to DBB. The inability to fast-Track delivery poses the least risk. Ineffective risk management was considered to be an example of a moderate risk. And inappropriate pricing agreement method was determined to be the riskiest. As the deadliest climate event over the past 30 years in the US, heat waves are projected to be more intense and dangerous under global warming. Cities, composed of unevenly distributed populations and diverse landscape, suffer from significant adverse impacts of heat waves with varying land surface temperatures across different areas. In addition to the climate, effective adaptation to heat waves also requires an understanding and evidence regarding how urban natural, physical, and social processes influence urban thermal variations. Prior studies that mostly rely on traditional regression methods fall short in interpreting the complex role of these factors in influencing fine-scale thermal variations within and even beyond the physical boundaries of these factors. To address this research gap, we propose an interpretable machine learning method based on graph neural network to disentangle the significant factors that influence local thermal conditions. Our model can explain 35.3% extra variations compared to the baseline ridge regression model. The results of the model can inform urban adaptation strategies, including nature-based solutions, such as evaluating the cooling efficiency of spatially variant greening interventions at fine-scale levels. © asce *** rights reserved.

Integrated project delivery (IPD) method is associated with numerous benefits, including enhanced project performance, collaboration, and information sharing among project stakeholders. However, the lack of adequate incentive and reward mechanisms is still considered as the main reason for slowing down the adoption of IPD. As such, the goal of this paper is to identify a fair and efficient risk pool distribution among IPD project stakeholders. The adopted methodology included (1) assigning the risks associated with each stakeholder, (2) computing valuations for all possible subset coalitions among IPD project stakeholders that reflect their risk control capabilities as well as their coordination effects, and (3) utilizing cooperative game theory to generate fair and efficient distribution mechanisms given different a priori working and coalitional preferences. As such, a total of 22 risks were identified and quantified to calculate the risk control valuations of all subset coalitions using Monte-Carlo simulations. Afterward, these valuations were utilized to generate fair risk and reward distributions using the Shapley value and Owen value for games with a priori unions. The coalitional stability of the generated results was evaluated using propensity-to-disrupt ratios. Ultimately, the findings of this paper indicate that an IPD-multiparty agreement where all parties are engaged early on in establishing the contract results in the most balanced willingness to cooperate among stakeholders. Finally, the outcome of this paper equips industry practitioners with a distribution mechanism that corresponds to the adopted IPD relational configuration on one hand and the overall IPD project stability on the other. © 2024 computing in civil engineering 2023: Visualization, Information Modeling, and Simulation - Selected Papers from the asce international conference on computing in civil engineering 2023. Modularization is associated with various project benefits including cost savings, schedule reduction, improved quality, among others. However, successful implementation of modular projects requires early collaboration and proactive management of various associated risks. Both project communication structures and early engagement of all project stakeholders have a great impact on risk mitigation efficiency in modular construction. The goal of this paper is to study the stakeholders' contribution in risk control of modular construction projects under different delivery methods. To this end, the authors followed a multistep methodology including (1) literature analysis to assign 17 modular risks among the various project stakeholders;(2) Monte-Carlo simulation to valuate risk control contribution associated with each stakeholder and their subset coalitions;and (3) cooperative game theory to compute the risk control contribution of each stakeholder under three different delivery methods including design-bid-build (DBB), design-build (DB), and integrated project delivery (IPD). The findings show that suppliers and contractors have the highest contribution in risk control when compared to owners and designers. Furthermore, the results indicated that IPD increases risk control capacity of contractors and subcontractors due to the ability for open communication between owner, designer, and contractor with the modular suppliers or subcontractors. The prevalence of natural hazards and extreme climatic events highlights the critical importance of disaster recovery for communities. In this study, we examine the impact of Hurricane Harvey on private well water in Texas and explore the relationship between the contamination of well water, stewardship behavior, and demographic and social capital characteristics. We develop a multi-level regression model that shows bonding and linking social capital index, median house income, owner-occupied houses' percentage, and the percentage of households speaking only English correlate with people's vulnerability to unsafe drinking water supplies. We validate the results through a partial dependence framework built upon a random forest model. Our study provides valuable insights to address issues of fairness and vulnerability in society and foster resilience and preparedness in the face of shocks and hazards. © asce *** rights reserved.

Deep learning-based detection of construction workers wearing or not wearing safety helmets has gained popularity in both research and commercial domains. However, most of the datasets used for training have been created without considering the contextual consistency of construction sites. To address this issue, this study compiled a new SCSI (Safety Construction Site Image) dataset that is suitable for construction environments. The dataset consists of 15,551 images distinguished by two classes, "person with helmet" and "person without helmet," for similar construction features such as tunnels, commercial buildings, earth works, and others. For validation, YOLOv5s and YOLOv8n were used to confirm the performance of different combinations of datasets with SHEL5K. As a result of training, our dataset produced better results than the SHEL5K dataset in the various construction environments noted above. These results serve to emphasize the importance of creating datasets with consistent image contexts. © asce *** rights reserved.

Smart city projects aim to enhance public safety and disaster management through the use of technology such as CCTV (closed-circuit television) cameras. However, sharing CCTV surveillance areas across local and central governments can be challenging due to the different models and physical environment surrounding each camera. In this study, we propose a method to extract camera parameters and surveillance areas for creating a visible coverage map of CCTV without the initial value of IOP (interior orientation parameters). The EOP (exterior orientation parameters) and focal length of CCTV cameras were extracted using point cloud data obtained through an MMS (mobile mapping system) using perspective projection algorithms. The surveillance areas were then vectorized utilizing a combination of DBSCAN (density-based spatial clustering of applications with noise) and convex hull algorithms, with the SMRF (simple morphological filter) algorithm used to account for occlusion areas. Manual verification was utilized to ascertain the ground truth of the surveillance coverage. Comparing the ground truth with the estimated surveillance area vector data, an IoU (Intersection of Union) of over 85% was recorded, demonstrating the validity of the proposed method for creating accurate CCTV visibility areas. Our study presents a method for developing CCTV surveillance zones in smart city initiatives, which can facilitate the exchange of vector data between local and central governments.
