Visibility into supply chain can give company a competitive advantage in today's growing global operations. As Small and Medium Enterprises (SMEs) grow beyond Singapore, there is a need to help them to setup operational headquarters (OHQs), with control Tower capabilities to better manage their supply chains, for better productivity and customers' satisfaction. This paper discusses the challenges in designing, developing and implementing a supply chain system, SMEs control Towers (S-control), to support such a control Tower. A two-phase systematic approach for the system design and implementation was proposed. In the first phase, a top-down business analysis combined with target driven bottom-up data analysis process was executed to address the business needs and identify the challenges. The second phase was the implementation of the solution to fulfill the business needs. The system has been successfully deployed in a local company and its regional customer centres (RCCs) with tangible productivity gains achieved.

According to the characteristics of Reusable Boost Vehicle (RBV) during the large attitude adjusting phase, like strong nonlinearity, strong coupled and multi input-output, the nonlinear modeling is established (with the nonlinearity of aerodynamic coefficients varies with factors fully considered, such as Mach number, attack angle, sideslip angle and so on). A RBV flying control strategy based on neural network robust adaptive inverse is proposed. First, RBV system is completely decoupled using nonlinear dynamic inverse;secondly, the effect of model uncertainty is eliminated using robust adaptive method;finally, the feasibility and validity of the control strategy during the large attitude adjusting phase are verified with nonlinear simulation.

In this paper, we address the problem of admission control in the heavy load context for an OFDMA-based LTE networks. In order to guarantee the desired quality of service (QoS) for all user admitted in the cell, we formulate a new sufficient condition depending on the user channels' condition and required bit rate while considering a restriction on the transmitted power per sub-channel. Different users in the cell are categorized into three classes based on their radio channel's conditions. We develop two different admission control policy: an opportunistic approach allowing to serve initially users having the best radio channel conditions and a democratic like admission control policy which represents proportionally the three users'classes like an electoral system. Moreover, we consider the case of heterogeneous network where two types of traffic GBR and BE coexist. So, we aim to satisfy initially GBR users with the QoS needed and then sharing the remaining resources among the BE users. Simulation results are given to corroborate the performance of the proposed approaches.

Based on fuzzy rough set theory a novel fault diagnosis for the coal mine hoist electrical controlsystem is proposed in the paper. The process of the mine hoist is introduced, and the working principle of the electronic controlsystem is described. The fault types of the coal mine hoist are classified, and the fault sources of different kind of faults are analyzed. The different fault rules are established with fuzzy logical set theory. By rough set theory the fault features are abstracted and the fault rules are simplified. The primary research results show that the suggested method can find the characteristic parameters in the much fault information of the coal mine hoist electrical controlsystem, and it is very helpful to deal with imprecise information of each system fault source signal, and to diagnose fault through the fuzzy rough set theory.
