This paper's purpose is to build an appreciating system to evaluate the efficiency of agricultural service in China in a general sense. Firstly, the paper constructed a three-level comprehensive evaluating system involving one overall index, seven classified indexes, and 22 group indexes. Secondly, Analytic Hierarchy Process and Delphi method were used to calculate and confirm weight to analyze the efficiency. Thirdly, the paper used data of 2000–2012 to evaluate efficiency. Results showed that efficiency of Chinese agricultural service improved a lot and the trend increased. However, services were still unbalanced with higher efficiency in agriinformation, mechanization, industrialization, agri-infrastructure, and lower efficiency in agri-production, financial, science, and technology. Conclusions were drawn to make efforts to increase the efficiency of supplying product, financial service, and science and technology service.

Measurement of video image is important task of computer vision. Facing the extensive use of the surveillance video equipment, the problem of measure the object length has become an important requirement in security monitoring. The surveillance video image measurement process needs two steps, the first step is to calibrate the camera, and the second is to measure targets based on camera intrinsic and extrinsic parameters. Considering the scene of the urban video surveillance, a novel calibration tools is designed to adapt to such scenes. Based on the tools, the homographic matrix and camera parameters algorithm is applied. And then, the measurement method of body height on the ground is proposed. It has been proved by experiments and via analysis that the method is able to measure height within acceptable error range.
