Handover is the most important part in mobile communication because it transfers ongoing calls or data from one point to another point when the user equipment (UE) moves. In order to reduce handover failures the deployment femtocell in Long Term Evolution (LTE) networks has been done. LTE is the new standard recently specified by the Third Generation Partnership Program (3GPP) on the way towards fourth-generation mobile. LTE is a new technology that becomes an important part of everyday life and for the future which is consists of heterogeneous networks. Femtocell or HeNB can help to fulfill the upcoming demand of high data rate in a wireless communication system and can extend the coverage area. The main objective of the study is to analyze the performance of intra and inter handover in probabilities of false initiation handover, probabilities of handover failures when the cell is overlapping. © 2013 ieee.

This paper presents the development of a lower-limb orthosis to help individuals with Spinal Cord Injuries (SCI). The idea is to develop a closed-loop control motor-based leg orthosis which can be used for leg exercise. Motor-based orthosis will be attached to the subject's leg while they are required to sit on the chair during the exercise. The closed-loop control orthosis is developed using several major equipment. There is microcontroller PIC 16F877A, DC motor, gear mechanism system and potentiometer. Initially, the orthosis can be set from 0 degree to 90 degrees and the input data is stored inside the microcontroller before it sends a signal to the actuator. After receiving a signal, the actuator will physically made a movement until the sensor reads the correct measurement of angle value. In this experiment, a Proportional Integral Derivative (PID) control will be implemented in the system. Finally, the hardware is tested on 7 healthy subjects with different body mass and height. © 2013 ieee.

The great increase in user demand to roam among various wired and wireless communications networks without affecting the signal quality has attracted many researchers to investigate about the best handover decision criteria that promote seamless handover. ieee 802.21 Media Independent Handover (MIH) standard can be considered to be the best environment for handling both horizontal and vertical handover. In this work, we propose a new decision criteria based on MIH signalling among WLAN and WiMAX networks which depend on the received Signal to Interference and Noise Ratio (SINR) instead of the traditional Received Signal Strength (RSS) criteria. In order to provide multimedia QoS inside the integrated network environment, the proposed VHD provides the knowledge of the achievable bandwidth from both networks by using the received SINR. Simulation-based outputs along with analytical results have confirmed that our proposal would offer the end user with better performance during the handover stage. © 2013 ieee.

This paper presents the development of automatic vehicle plate detection system using image processing technique. The famous name for this system is Automatic Number Plate Recognition (ANPR). Automatic vehicle plate detection system is commonly used in field of safety and security systems especially in car parking area. Beside the safety aspect, this system is applied to monitor road traffic such as the speed of vehicle and identification of the vehicle's owner. This system is designed to assist the authorities in identifying the stolen vehicle not only for car but motorcycle as well. In this system, the Optical Character Recognition (OCR) technique was the prominent technique employed by researchers to analyse image of vehicle plate. The limitation of this technique was the incapability of the technique to convert text or data accurately. Besides, the characters, the background and the size of the vehicle plate are varied from one country to other country. Hence, this project proposes a combination of image processing technique and OCR to obtain the accurate vehicle plate recognition for vehicle in Malaysia. The outcome of this study is the system capable to detect characters and numbers of vehicle plate in different backgrounds (black and white) accurately. This study also involves the development of Graphical User Interface (GUI) to ease user in recognizing the characters and numbers in the vehicle or license plates. © 2013 ieee.

Dissolved oxygen is probably the single most important water quality factor that pond managers need to understand. The purpose of the present study is to create a program that helps fish pond owners and aqua culturist in producing high quality fishes by maintaining normal level of dissolved oxygen in fish ponds. Also through this system, it will solve the long time problem of fish-kill in fishponds. The study was tested in ponds and rivers in Kawit and Noveleta, Cavite. The researchers joined the Bureau of Fisheries and Aquatic Resources during the actual rounds of monitoring water quality in the said area. Of the 20 respondents, all gave excellent rating for the criteria included in the survey, the speed, user friendliness, reliability, and security. The user friendliness got the highest score, followed by reliability, security, and speed which got the lowest score. Based on the findings of this paper, the program's speed, reliability, user friendliness, and security are all ranked excellent by the respondents. © 2013 ieee.

In this paper a hybrid Genetic-Tabu Search Algorithm (GT) is used for tuning the elements of a PID controller which is applied in a Multi Area Load Frequency Control system (MA-LFC). If a large power imbalance is suddenly happened in a multi area power electric system, generation units and also consumer sides will be affected by the distortion in the energy balance between both two sides. This inequality is firstly handled by the kinetic energy of the system turning components, but, eventually, the frequency will change. Therefore, LFC is considered as one of the most challenging issues in power system control and operation. PID type controllers are conventional solutions for MA-LFC. The three parameters of the PID controllers have been adjusted traditionally. In this paper, a PID controller is applied for the MA-LFC problem and then its parts are modified by using GT method. To validate the application of the technique, a multi area network with some uncertainties is provided. Finally the results of the GT-PID controller are compared with the ones of GA optimized controllers. The simulation results show the success and the validity of the GT-PID controller in compare with the GA - PID controller. © 2013 ieee.

Accurate and reliable flood water level prediction is very difficult to achieve as it is often characterized as chaotic in nature. Prediction using conventional neural network techniques with back propagation algorithm which was widely used does not provide reliable prediction results. Flood water level is characterizing as a dynamic nonlinear properties that cannot be represented by static neural network such as back propagation algorithm. Therefore, NARX NN is propose as the identification model because it could reflect the dynamic characteristics of the flood water level, as NARX structure includes the feedback of the network output. This paper compares the prediction performances of NARX model and EKF prediction technique in flood water level prediction. EKF is well known as the best nonlinear state estimator. Results showed that NARX model performed better than EKF prediction technique. © 2013 ieee.

This research focuses on the development of actuated leg orthosis device for leg exercise. The function of this machine is to swing up and down the shank of the paraplegic for exercise purposes. Leg exercise is very important to paraplegic to avoid the retraction of leg muscle, to avoid bone density deterioration as well as to improve blood circulation and nerve system. In this paper, the developed system is tested on 10 healthy subjects. The angle and time duration of the leg movement are recorded. The height and weight of the subjects are recorded to estimate the weight and height of their shank. Throughout the experiments, 3 different motor speeds are used there are low, medium and high. The DC motor with maximum current of 7 Ampere is used to drive the orthosis. Arduino microcontroller is used to control the movements. The result shows that subject with different weight and height will gives different effect the value of maximum leg angle and time duration to take for one complete cycle. From the results, the most suitable DC motor speed for this purpose is high speed-mode. This is because this speed is suitable for paraplegic weighting from low to high. © 2013 ieee.

In this study, fist, we conducted a study on the navigation control for a rover using microwave Doppler sensors. Microwave Doppler sensors commonly used in automatic-door systems have been used in a rover navigation system. A collimated microwave beam with an angular width of ±3° at a frequency of 24 GHz was emitted from a sensor (A) on a dish antenna 30 cm in diameter. Another sensor (B), which works as a detector, was installed on the rover. The rover was programmed to make a right turn when the microwave signal was above a specified level and to make a left turn when the signal was than that level. The rover started from a point 70 m away and approached to within 1.5 m of sensor A. This navigation method is useful when GPS is not usable. Second, we proposed a method to avoid irregular surfaces on a ground because the prototype rover we have previously developed could not be navigated owing to the cut of the microwave beam by large irregularity of ground surfaces. In this study, second prototype rover with a function of avoiding the irregular ground surfaces was fabricated and we confirmed the effectiveness of the proposed method through some experiments. © 2013 ieee.

Energy is a fundamental and critical component in modern global economy of a country. Industries, education, commercial facilities and people use the energy to enjoy a comfortable standard of living. Thus, energy supply and consumption are an important issue in national economies and quality of life. The inefficient electricity consumption management leads to incur the highest possible cost. Big consumer is billed by the utility not only on the total energy consumed, but also on maximum demand, power factor and time off use. Therefore, to respond to the challenges of increasing energy cost, this study is conducted using spatial or geographic information system (GIS) technology in assisting the Electrical and Telecommunication Unit of UiTM Shah Alam to manage the building energy cost. The GIS establishment and database management can practice 3-Dimensional mapping of energy consumption and demand location from the utilities record, and analyze the energy consumption according to UiTM Academic session. A prototype system is also generated for calculating a total of energy use for a month by using a graph and estimate building electrical bill in achieving energy efficiency. GIS is a powerful tool that could analyze energy use for a better cost-effective decision making. © 2013 ieee.
