Information technology infrastructure available in Dishubkominfo the Provincial Government of North Maluku Indonesia has not been optimized, the problem of lack of human resources to lead and management of information technology is not well managed and also the absence of control over the level of information technology security. This condition makes the direction of government policy in the field of Information technology is not clear. Required a mechanisms information technology control so that measurable what has been done both advantages and disadvantages of the government's rules and policies are in accordance with international standards. This study uses the two frameworks: COBIT 5 and IT Security for Information technology Audit. The Information technology audit results of Dishubkominfo institution has the maturity level of information technology management at level 2 are Repeatable but Intuitive controls for mapping and principle of COBIT 5, while the average score of information security standard ISO/IEC 17799:2005 was 39%. The results of data processing to find value - average for the domain APO and MEA was 1.71 and the value - average for principle is 1.98 latter value - average for the maturity level of information security standard ISO/IEC 17799:2005 is 31 or 39%, which means that the security of information technology is still very less and should be highly improved.

During the service of the missile suspension structure, the unexpected fatigue failure is emerged because of the dimension dispersibility resulting from machining deviation and design tolerance. In order to get the main factor of failure, based on the moment method of structural reliability assessment and PCL (Patran Command Language) redevelopment technology of finite element parameter analysis, an effective method is proposed to perform the missile suspension structure fatigue life reliability and parameter sensitivity analysis. Using proposed method, the result of reliability and parameter sensitivity analysis can be got readily with only 81 samples of finite element analysis. Compared with Monte-Carlo, proposed method in this paper is more effective with deducing the number of samples, especially fit for some structural reliability and parameter sensitivity analysis under implicit limit state equation.

Verifying the theoretical result of transmission in the atmospheric turbulence is difficult because atmospheric turbulence is random. The simulation technology features parametrical controllability and statistical realizability. Thus, simulation technology is the main technical approach in atmospheric optical research. To verify the accuracy of the simulation technology during atmospheric turbulence, four laser sources with different wavelengths were considered for experimentation. The coherent lengths to different wave lengths, structure constants, and flicker factors of atmosphere refractive index with different distances were determined. Meanwhile, an equivalent analysis on transmission characteristic was carried out with external field experimental data. Result showed that the fluctuation power spectrum to the turbulent angle of arrival generated from the simulation device of atmosphere turbulence, as well as the power exponent, follows the normal distribution on the y axis.
