The report implements the discussions on the theme "Convergence of professional, scientific and educational network communities and prerequisites for its implementation: a collaboration of intellectual processes and investigations of advanced technology precursors". The target setting corresponds to an initiative focused on a comprehensive discussion of issues of formation of digital socio-economic environments and assessment of the quality of processes on the basis of conceptual models of integration, collective expertise, and convergence of professional, scientific and educational network communities. A novel class of Approximate Policy Iteration (API) algorithms have recently demonstrated impressive practical performance (e.g., ExIt [1], AlphaGo-Zero [2]). This new family of algorithms maintains, and alternately optimizes, two policies: a fast, reactive policy (e.g., a deep neural network) deployed at test time, and a slow, non-reactive policy (e.g., Tree Search), that can plan multiple steps ahead. The reactive policy is updated under supervision from the non-reactive policy, while the non-reactive policy is improved via guidance from the reactive policy. In this work we study this class of Dual Policy Iteration (DPI) strategy in an alternating optimization framework and provide a convergence analysis that extends existing API theory. We also develop a special instance of this framework which reduces the update of non-reactive policies to model-based optimal control using learned local models, and provides a theoretically sound way of unifying model-free and model-based RL approaches with unknown dynamics. We demonstrate the efficacy of our approach on various continuous control Markov Decision processes. © 2018 Curran Associates *** rights reserved.

The objects of the study are the digital platforms of the clusters. The task of improving the efficiency of industry, departmental and regional projects by transforming the processes of transferring research data into organizational systems is set and solved. The analysis of requirements to the digital platform is carried out and models of relations of entities in the data structure are constructed. Based on the models, a new conceptual approach to process transformation has been developed, taking into account the structure of research data. At the same time, the information contained in the data does not change. © 2021 IEEE.

In this paper, the application of Reduced-Order Active Disturbance Rejection controller (RADRC) for processes with significant time delay is analysed. First, the analysis of the modified RADRC and its tuning method is presented. Then a practical verification for temperature control in the electric flow heater is shown. In practical studies, the superiority of RADRC over PI and PI with Smith predictor is presented.

Community detection is one of the preeminent topics in network analysis. Communities in real-world networks vary in their characteristics, such as their internal cohesion and size. Despite a large variety of methods proposed to detect communities so far, most of existing approaches fall into the category of global approaches. Specifically, these global approaches adapt their detection model focusing on approximating the global structure of the whole network, instead of performing approximation at the communities level. Global techniques tune their parameters to "one size fits all" model, so they are quite successful with extracting communities in homogeneous cases but suffer in heterogeneous community size distributions. In this paper, we present a stateful diffusion approach (Stad) for community detection that employs diffusion. Stad boosts diffusion with a conductance-based function that acts like a tuning parameter to control the diffusion speed. In contrast to existing diffusion mechanisms which operate with global and fixed speed, Stad introduces stateful diffusion to treat every community individually. Particularly, Stad controls the diffusion speed at node level, such that each node determines the diffusion speed associated with every possible community membership independently. Thus, Stad is able to extract communities more accurately in heterogeneous cases by dropping "one size fits all" model. Furthermore, Stad employs a vertex-centric approach which is fully decentralized and highly scalable, and requires no global knowledge. So as, Stad can be successfully applied in distributed environments, such as large-scale graph processing or decentralized machine learning. The results with both real-world and synthetic datasets show that Stad outperforms the state-of-the-art techniques, not only in the community size scale issue but also by achieving higher accuracy that is twice the accuracy achieved by the state-of-the-art techniques.

Knowledge Representation and Processing (KRP) plays an important role in the development of expert systems as engines for accelerating the processes of economic and social life development. This paper considers neutrosophic models in order to support soft computing modelling and processing of data collected under imprecision hypothesis. Two algebraic computational models are described related to basic operations and ranking. Graph based representations are considered and the basic ideas on obtaind KRP architectures are detailed.
