High rates of scientific and technological progress determine the constant increase in demand in the labor market for highly qualified specialists, primarily those engaged in professional activities using IT. In modern conditions, the most relevant skill for graduates of higher educational institutions is the ability to adapt to dynamic changes and improve the information and communication technologies themselves and the means of their implementation. Accordingly, this leads to a significant modernization of the sphere of higher education and the totality of educational processes. In particular, approaches to quality assessment and ways to adequately determine its level are changing. The authors in this article propose to effectively assess the quality of modern education, using mathematical models developed by them. These models are synthesized by the authors based on the theory of fuzzy sets. Which, in turn, allows us to generalize a number of qualitative and quantitative criteria. And, consequently, to ensure the adaptation of models for the implementation of educational processes depending on a variety of identifiable factors. The results of the research carried out by the authors of this article can be very useful for a wide range of representatives of various communities of participants in socio-economic relations. © 2022 IEEE.

A variant of multi-station access based on Spread Spectrum signals (SSS) with multiphase non-harmonic subcarriers modulated using pseudorandom sequences (PRSs) that provide a direct extension of their spectrum is considered. It is shown that in this case partial frequency-code compaction of signals is provided. In this case, the main PRS provides a direct expansion of the signal spectrum, and the sub-carrier PRS-on the contrary, its narrowing and localization in the frequency domain. The paper considers a variant of channel information encoding when increasing the distance between the points of the information signal constellation when transmitting its closest points on different subcarriers of the PRS, which allows increasing the bandwidth of the communication channel. In addition, the narrowing of the main correlation peak of the synchro-signal, compared with the case of transmission only to the main PRS (without a subcarrier), will improve the accuracy of synchronization and positioning. © 2021 IEEE.

Recently, there have been a massive end-user demand for services that use broad bandwidths and high throughput;these requirements are often not achievable due to inadequate allocation of radio frequency resources. Migration to higher frequencies of microwave and millimeter wavelengths in satellite links is often selected as an immediate solution. Nevertheless, the transmission of electromagnetic waves in higher frequency bands continue to experience limitations due interruption of propagation impairments (such as raindrops and ice) in the atmosphere. The interference impaired by cross polar signals implicated in channel capacity of radio links results in depolarization. The impact of propagation impairments affects the transferred polarization energy to another orthogonal region (XPD). In this paper, an estimation of cross polarization over higher frequency bands (above 10 GHz) of Ka and Ku bands was conducted across South Africa;for considerable feature of satellite design for high system availability. The evaluation of cross polarization discrimination is computed applying enforced ITU-R Standard P.618-12 factors in South Africa for circular cross polarization in Earth-satellite propagation path over INTELSTAT IS-20 [PM]. The study has been conducted over eight stations in South Africa namely Durban, Cape Town, Pretoria, Bloemfontein, East London, Upington, Nelspruit and Polokwane. East London experienced the lowest cross polarization discrimination on the angle of elevation 23°. This implies high interference resulting in cross talk. © 2022 IEEE.

The paper deals with the problem of landing a helicopter on a moving platform in difficult weather conditions. The article presents a study of the possibility of automatic determination of coordinates, using antennas located on the blades of a helicopter propeller, relative to the landing site where the radio signal sources are located. This arrangement of the antennas when moving in space allows you to measure the distance to the source of the radio signal due to the Doppler shift of the signal frequency. The implementation of such a system can make it possible to solve the most complex aviation tasks to ensure navigation during takeoff/landing in difficult weather conditions, as well as during search and rescue operations. Such a technical solution allows you to get the direction of the radiation source of the radio signal, as well as the range to it with high accuracy. © 2021 IEEE.

Fiber-optic communication lines are the basis of telecommunication networks. If at the initial stage of the development of optical communication FOCLs were laid only on transport networks, then as this type of communication develops, there is a transition to fiber-optic technology in intra-facility, including on-board systems. Today, the demand for traffic transmission is constantly growing, which leads to an increase in the amount and speed of transmitted information. Fiber outages result in poor communications, disrupt business processes, backorders, and dissatisfied customers. Even small communication downtime causes huge losses. The introduction of service quality categories will simplify the operation of transport systems and increase the economic efficiency of communication networks. However, this requires significant capital expenditures and annual operating costs, which do not always pay off by avoiding fiber downtime. A method for assessing the effectiveness of the use of a service level agreement (SLA) between an operator of a fiber-optic communication line (FOCL) and consumers of communication services is proposed. The net present value (NPV) is used as an indicator of efficiency;probabilistic characteristics are introduced. The calculation results and their brief analysis are presented. © 2021 IEEE.

Currently, most of the technical solutions for wireless communications and navigation systems prototyping and validation in academic and scientific community employ Software Defined Radio (SDR) technology. However, wider utilizing of popular and well proven SDR platforms, such as USRP (Universal Software Radio Peripheral), LimeSDR and AD-FMCOMMS boards, is still difficult due to high cost and low availability. One of the solutions to popularize and make SDR wireless communication technology design more accessible for academic and scientific community is the emerging low-cost SDR-platform LibreSDR. Current work is devoted to experimental validation of LTE compliant transmission and reception of reference signals on physical layer, using LibreSDR board. The results of the experimental validation prove the potential of relatively low-cost LibreSDR utilization for wireless communications and navigation systems prototyping with the same performance, as well known USRP boards, among young scientists and students during their education and research in the academic and scientific community. ©2024 IEEE.

The aspects of mathematical modeling of the dynamics of complex processes in complex onboard systems are considered. The structural connections between the elements of modeled systems and their dynamics are formalized using a system of differential equations. Qualitative analysis of the synthesized model allowed establishing new non-local conditions for stable functioning of modeled combined onboard systems. The results obtained make it possible to expand the working areas of technical devices and the devices included in onboard systems. ©2024 IEEE.

The number of devices connected to the World Wide Web and the requirements of subscribers to the speed of mobile Internet access are increasing every year. Developers of telecom equipment and telecom operators, trying to meet new challenges, are preparing to seriously change the architecture of networks and interaction regulations in radiofrequency applications. Availability of required radiofrequencies in radiofrequency applications is one of the main necessary factors for the development of such networks, along with the readiness of the network architecture and infrastructure, business models and subscriber devices [1]. In the development of fifth-generation technologies in radiofrequency applications, there is a certain set of 'input' characteristics that serve as a guide for a new standard. For example, compared to the best existing LTE networks, the data transfer speed in 5G networks should be 10-100 times higher, the response time is 5 times less, the network should support the number of devices 100 times more[2-4]. The modern telecommunication market is at a stage when operators have a favorable opportunity to bypass all the convergence difficulties inherent in the networks of the past, and go directly to the next-generation networks based on technology, which received the working name NGN - 'New Generation Network'. In order to make this breakthrough and join the number of high-tech operators, new solutions are needed to be constructed in the field of creating and providing high-performance services. NGN - technology of building a network - is designed to provide data transmission services and voice services in radiofrequency applications. It removes a number of restrictions and barriers that exist now, and this is its economic productivity[4]. Purpose of this study is effective registration of low-amplitude high-frequency components with predictive value - ventricular late potentials (VLPs) - in heart signals (ECS) by single Z lead. 206 signals were preliminary evaluated to detect VLPs by Simson's method. VLPs were detected in 30 signals. In this study Simson's algorithm was applicated to signals by Z lead. To realize that algorithm R-peak of heartbeat signal was used as synchronization point. VLPs were detected in 52 signals using designed algorithm. Originality: new approach to detect VLPs by single Z lead was designed. Opportunity to detect VLPs in signals by Z lead was evaluated: it is possible to register VLPs by single Z lead. Results of this research are practically significant: they can be integrated in onboard communication equipment related with telemedicine. © 2023 IEEE.
