The aim of the research is to improve the methodological support for the development of professional competencies in project management among students specializing in telecommunications and employees of telecommunication companies. The educational and methodological material has been prepared based on an analysis of the current state, dynamics, and trends in the development of telecommunications, a study of the features of ongoing telecommunication projects, and a comparative analysis of modern methodological approaches to project management and their application by telecommunication companies. The research resulted in a training and methodological complex for developing professional competencies of students and graduates specializing in telecommunications in the field of engineering and IT project management. The bank of cases, business games, and practical tasks developed by the authors ensures that students gain practical skills. The study is aimed at improving the quality of the educational process of training specialists for the telecommunications industry.

In this paper, an approach to detecting vehicle damage using deep learning and computer vision methods is presented. The aim of the study is to develop an automated system for identifying various types of external damage to vehicles, such as scratches, dents, and cracks, to enhance damage assessment speed and reduce costs. The YOLOv10 model is employed for damage detection, utilizing both the CarDD dataset and a custom dataset created from the vehicle fleet of a large ecommerce company, containing annotated images of vehicles with diverse defect types. The study includes a comparative analysis of different model configurations and the effectiveness of various neural network formats. The proposed system architecture integrates the trained model, providing reliable and efficient detection of external vehicle damage.

This paper addresses the problem of deploying complex systems in Kubernetes clusters. It discusses using the OperatorSDK framework supported by RedHat as a basis for implementing the Kubernetes operator for Lightweight MultiAccess Edge Computing Platform Simulator (LWMECPS) deployment. Special attention is given to the operator Kubernetes architecture and how to use Operator Lifecycle Manager (OLM) to continuously deploy LWMECPS and machine learning models for it.

The article considers the problems research methods and means improvement of indicators communication quality of fiber-optic transmission systems using the technology spectral and dense spectral multiplexing optical signals with frequency and time division of optical communication channels. Based on the research communication quality, methods of calculation indicators noise immunity reception optical signals in fiber-optic transmission systems using the technology wave multiplexing are proposed. Based on the methods calculating the quality of communication, important analytical expressions were obtained that evaluate the required optical signal-to-noise ratio, receiver sensitivity, permissible losses, average signal powers, bit error probability, and power penalty. For comparative analysis, graphical dependencies of the penalty for the optical signal power in a single-mode fiber on the extinction coefficient of the modulator in the transmitting optical module were given.)

In this article, we explored ways to measure video camera parameters that are important for shooting video of fastmoving objects. Fast-moving objects introduce additional distortions into the video recording if the video camera is not adapted to such an operating mode. Geometric distortions, blurs and incorrect brightness transfer are formed on the video recording. There are several ways to avoid or reduce the negative effects introduced during video shooting. The first is to use a technically more advanced video camera with improved quality properties. The second is to collect additional information during video shooting and use it to restore the original image. For both cases, it is necessary to know the actual parameters of the video camera. The method described in the article is based on the Rolling Shater and Wagon Wheel effects.

Three variants of models of specialized distributed computing systems containing one, two and four parallel task queues are considered. Such systems are characterized by continuous non-stationary internal task flows. In these systems, the input tasks are parallelized into an a priori unknown number of data-independent subtasks. And when a certain subtask containing a solution is completed, all other branches of this task are deleted. The aim of the work was to study the behavior of such systems when they are organized with several parallel queues. The issues of changing the efficiency and performance of such systems with an increase in the number of queues are considered. Studies have shown that the use of several queues makes it possible to increase productivity without increasing computing resources.

The article is devoted to study of influence of changing energy parameter on estimation of accuracy of measuring position parameters of drones by time difference of arrival (TDOA) system through use of spatial-temporal signal processing. In MATLAB modeling of dependences of mean square deviation of radio emission source (RES) position error on signal-to-noise ratio in TDOA system when spatial-temporal signal processing is applied. The description of methodology of building maps of levels of standard deviation of RES position error depending on energy parameter for a system of five receiving points is presented. This approach can be useful in design of TDOA system with spatial-temporal signal processing, since it allows predicting errors received in coverage area. The distinctive feature of technique is that standard deviation of difference-distance measurement depends on mutual location of RES and receiving points.

In this article, we will analyze methods for modeling user ratings of a video sequence and their potential application to extended reality systems. The main approaches and algorithms used to evaluate the quality of a video sequence are considered, their advantages and disadvantages for 2D and 3D content are revealed. The aim of the work is to develop our own method for evaluating the quality of 3D models to improve relevance and efficiency, taking into account the features of 3D content, since most of the metrics were created to meet the needs of two-dimensional systems. The research results can be used in the development and optimization of augmented reality systems, as well as in other areas where it is necessary to evaluate the quality of 3D models based on user preferences.

Purpose of this paper is to develop a license plate detection and recognition module optimized to work under constraint of edge computing. Existing methods of license plate recognition are analyzed. Dataset with images of rectangular and square license plates is collected. Detector is trained, methods of processing detected license plate frame and checking combination of symbols are implemented. Pipeline using convolutional recurrent network for character recognition adapted for license plates is developed. Influence of hyperparameters on speed and accuracy of license plate character recognition has been investigated. Experiments have demonstrated obtaining an optimal configuration for module inference with sufficiently high accuracy rates and possibility of operation under conditions of limited computational resources in real time.

The propagation of a radio signal emitted by a spacecraft through the Earth's ionosphere is considered. The influence of the ionosphere and traveling ionospheric disturbances on the propagation of a radio signal of the decimeter and meter ranges is studied. The following are calculated: deviations of rays from rectilinear propagation, changes in delay time, phase lag, and phase deviation. The total electron concentration and Faraday rotation are calculated in the presence of ionospheric inhomogeneities. The influence of the ionosphere on the absorption of a radio signal, its amplitude, and polarization is analyzed.
