Bistatic radars with long baselines are gaining popularity due to the increased interest in space Domain Awareness, but require significant investment due to the need for large antenna apertures, low noise temperatures, and synchronized clocks. However, radio telescopes can be paired with high-power radars to create long baseline bistatic-multistatic radar networks. This paper describes novel long baseline bistatic measurements using the Millstone Hill Radar (MHR) in the USA and receivers in multiple antennas of the e-MERLIN array in the United Kingdom and the Westerbork Synthesis Radio Telescope (WSRT) in the Netherlands. When provided with basic information about the transmitted waveform, multiple receivers can detect, identify, and track multiple targets. The paper also presents a framework for imaging tumbling targets, demonstrating its effectiveness on real data collected by a novel system concept. This framework integrates coherent integration and Doppler processing techniques to improve signal-to-noise ratio, estimate and correct target motion, and estimate the rotation period and dimensions of tumbling targets, resulting in a clear image of the space object. The presented framework and the proposed system concept have potential to improve bistatic imaging, leading to better characterization of objects in Earth orbits undergoing complex motion, with significant implications for applications such as space domain awareness, space traffic management, and space object characterization. © 2023 IEEE.

Single-cell transcriptomics has revolutionized our understanding of cellular heterogeneity and drug perturbation effects. However, its high cost and the vast chemical space of potential drugs present barriers to experimentally characterizing the effect of chemical perturbations in all the myriad cell types of the human body. To overcome these limitations, several groups have proposed using machine learning methods to directly predict the effect of chemical perturbations either across cell contexts or chemical space. However, advances in this field have been hindered by a lack of well-designed evaluation datasets and benchmarks. To drive innovation in perturbation modeling, the Open Problems Perturbation Prediction (OP3) benchmark introduces a framework for predicting the effects of small molecule perturbations on cell type-specific gene expression. OP3 leverages the Open Problems in Single-cell Analysis benchmarking infrastructure and is enabled by a new single-cell perturbation dataset, encompassing 146 compounds tested on human blood cells. The benchmark includes diverse data representations, evaluation metrics, and winning methods from our "Single-cell perturbation prediction: generalizing experimental interventions to unseen contexts"competition at NeurIPS 2023. We envision that the OP3 benchmark and competition will drive innovation in single-cell perturbation prediction by improving the accessibility, visibility, and feasibility of this challenge, thereby promoting the impact of machine learning in drug discovery. © 2024 Neural information processing systems foundation. This paper is giving an overview on different industrial application fields for LiDAR sensors beyond the field of autonomous driving. With insights to three specific use cases, different approaches to process the LiDAR point cloud data are described and referring results and findings of the developed applications are summarized. The application fields of the described use cases are the surveillance of industrial process environments of automated fenceless cells, the provision of visual assistance and location information for crane operators and the monitoring of the storage space occupancy in a port terminal. Based on the information from the three use cases and further general LiDAR related background an initial morphological box is drafted to enable the classification of industrial LiDAR use cases. In Europe today, several measurement trains are already equipped with Track-Dynamic-Loggers. The SD&M - TDL system consists of 12 accelerometers, 4 microphones and a DGPS system. By introducing real-time RTX corrections, the GPS position of dedicated reference points on the rails can be reproduced within 10 cm. The fully automated system design, definition of components, signal data processing, programming and development is optimized by SD&M. The sensor data, sampled with a 16-channel 24bit A/D converter at 20kHz, is combined with real time corrected positions (10cm accuracy) at a rate of 20 positions per second. It is a challenge to link time, frequency, and space domain in a consistent way. Apart from the detection of rail flaws in the wheel-rail contact surface, it is also easy to identify, parametrize and visualize "acoustical" parameter as rail grinding quality, unacceptable wavelengths but also TDR differences in a GIS environment. To keep the sensors working in harsh (weather) conditions e.g., air flow turbulences, rain, condensing environment, snow, etc., custom designed microphones and 3 axis-accelerometers are installed. The running band of the measurement train wheels must be very smooth and free of wheel flats. Several proofs of concept have shown the reliability of the TDL. © 2023 First author et al. Many recent works in simulation-based inference (SBI) rely on deep generative models to approximate complex, high-dimensional posterior distributions. However, evaluating whether or not these approximations can be trusted remains a challenge. Most approaches evaluate the posterior estimator only in expectation over the observation space. This limits their interpretability and is not sufficient to identify for which observations the approximation can be trusted or should be improved. Building upon the well-known classifier two-sample test (C2ST), we introduce l-C2ST, a new method that allows for a local evaluation of the posterior estimator at any given observation. It offers theoretically grounded and easy to interpret - e.g. graphical - diagnostics, and unlike C2ST, does not require access to samples from the true posterior. In the case of normalizing flow-based posterior estimators, l-C2ST can be specialized to offer better statistical power, while being computationally more efficient. On standard SBI benchmarks, l-C2ST provides comparable results to C2ST and outperforms alternative local approaches such as coverage tests based on highest predictive density (HPD). We further highlight the importance of local evaluation and the benefit of interpretability of l-C2ST on a challenging application from computational neuroscience.

Deployed language models decay over time due to shifting inputs, changing user needs, or emergent world-knowledge gaps. When such problems are identified, we want to make targeted edits while avoiding expensive retraining. However, current model editors, which modify such behaviors of pre-trained models, degrade model performance quickly across multiple, sequential edits. We propose GRACE, a lifelong model editing method, which implements spot-fixes on streaming errors of a deployed model, ensuring minimal impact on unrelated inputs. GRACE writes new mappings into a pre-trained model's latent space, creating a discrete, local codebook of edits without altering model weights. This is the first method enabling thousands of sequential edits using only streaming errors. Our experiments on T5, BERT, and GPT models show GRACE's state-of-the-art performance in making and retaining edits, while generalizing to unseen inputs. Are emoji political? In an increasing body of research, emoji have variably been viewed as emotional data or personality identifiers. However, little attention has been paid to the social and political import of emoji. Using a dataset of politically active Twitter users in Poland, including 334 members of parliament and their 1,288,950 followers, we ask whether emoji are used for political self-representation, and discuss the implications for political identity formation and mobilisation online. Adapting a new method of ideal point estimation, we identify patterns in the employment of emoji in user Twitter bios across a latent political space computed from a Twitter following network. We find that emoji are used as stand-ins for o昀ffiine political symbols such as, and . Additionally, we find that the use of emoji without recognisable political meaning, such as,, and is contingent on a users estimated political ideal point. Users on the left are likelier to employ and, while those on the right are likelier to employ and . Using Ludwig Wittgenstein’s theory of language games, we argue that this points to the use of emoji for communication of both political values and affect, and to the development of a new political language game of emoji. © 2023 Copyright for this paper by its authors.

This paper presents a new approach for improving the attitude determination precision of small satellite systems by filtering the data acquired from their MEMS (Micro-ElectroMechanical Systems) inertial sensors. The growth in the global space sector requires innovative solutions that can guarantee the successful integration of emerging technologies. While miniaturization may appear ideal for space missions because of the reduction in dimension and cost, the enhanced sensitivity to external factors usually compromises the accuracy of navigation information. The core of this research lies in finding a way to preserve the valuable attitude information from the noise-corrupted signals provided by a cluster of MEMS gyros. The proposed method for processing the perturbed signals was the powerful tool of wavelet multiresolution analysis (WMRA). The procedure was software implemented with the help of MATLAB apps Simulink and Wavelet Analyzer which ensured the implementation of a gyro model, an attitude determination algorithm and the wavelet decomposition of the simulated signals. To fully validate the use of wavelets in enhancing attitude estimation, the study was conducted in two distinct phases: local and global validation. The results of the simulations showed the effectiveness of each wavelet function and level of decomposition for noise reduction and attitude angles accuracy improvement. © 2023 IEEE.

The importance of integrated diagnostic systems grows, increasing safety and reducing the cost of operating machines and structures. For serially manufactured machines and structures inexpensive monitoring systems are needed. One of the developed solutions could be the replacement of the calibrated accelerometers with piezoelectric films. Such configuration of the system implies the methods that allow monitoring and diagnostic with uncalibrated sensors. As the film sensitivity parameters are not specified, it is necessary to determine experimentally the characteristics of individual piezo films. The experimental study has been completed by testing a batch of 50 piezo films. Each tested film was glued to a thin metal specimen, which is dynamically loaded with tensile and compressive stresses at a fixed frequency and amplitude. The sensitivity factor of the piezo film was evaluated using dynamic tests followed by temperature control. The testing setup and testing methods are described. data processing techniques with results of development are performed. The study allowed establishing the dependence of sensitivity of piezo-film sensors on temperature, the confidence interval for the linear regression coefficient for the investigated temperature range. The results allow recognizing the piezo electric films (PVDF) as the sensors acceptable for use in vibration diagnostics and structural monitoring systems. © 2023 Latvia University of Life Sciences and Technologies.
