A firefighter Incident Commander (IC) is responsible for organizing, coordinating and decision-making in most urban emergencies such as fires or car crashes. To accomplish this task, the IC uses a couple of radio channels for communicating withthe Alarms Center (AC, also known as Emergency Operation Center) and the resources assigned to such emergency. Although radio-based communication has brought several benefits, it also has drawbacks for sending, sharing, updating, and saving geospatial information. this paper presents the extension to a mobile collaborative tool called “MobileMap”, which complements the radio system. the tool helps to increase the availability of the most frequently requested information for the IC and firefighters in the field. the system design was based on a study of relevant information that the IC requires on-site for an efficient and effective decision-making. the results highlight that using MobileMap makes it possible to reduce the radio channels usage time by approximately 20%. Furthermore, the information shared through the application improves the IC decision-making process during an emergency.

this work presents a Strategic Planning approach in the MUTIRÕ project, showing the new concepts of Crowdware in a Large Scale decision support system. the Olympic and Paralympics Games that will be hosted in the city of Rio de Janeiro in the middle of 2016 will serve as a confirmation of these concepts. the preparation plans for Rio 2016 event will demand several artifacts to allow its correct effectiveness. this series of developments will be decided by the Event Commission and many people are eager to contribute by sending novice ideas and collaborating. To aid this task, our paper intends to show a crowd-based decision support systems methods through different solutions in order to help large groups in their discussions, their alternatives generation and all group choosing process. the continental characteristic of our country creates several opportunities for these techniques establishing additional difficulties for cscwd. While groupware focus on the technologies related to work group, crowdware synthesizes the search for artifacts that implements the principles of James Surowiecki Wisdom of the Crowds in a very large number of collaborators. the main task of this project is to help groups interested in the Rio 2016 success taking into account their socioeconomic and geographical aspect.

Community Question Answering (CQA) provides a platform to share knowledge for users. Withthe increasing number of users and questions, askers have to wait a long time for an answer with high quality while responders may not be interested in assigned questions. Current methods usually try to address this issue based on text or link analysis. However, most of them suffer from delayed answers or low coverage of best answer. In this paper, we design a novel expert recommendation mechanism by incorporating the deep structured semantic model (DSSM) [20] with our proposed graph-based algorithm, a topic sensitive answerer rank algorithm (TSAR). In the process of constructing transition probability matrix, we not only take into account boththe number of questions answered by the user and question difficulty, but also consider the user's average response time for providing the answer. the experiments carried out on Yahoo! Answers and Stack Overflow datasets demonstrate that the proposed mechanism outperforms the current typical algorithms [9] on multiple metrics and achieves the best answer coverages, which are 61.5% and 53.8%, respectively.

Withthe increment of the scale of users and networks, network virtualization technology has been widely used by service providers in cloud networks to address elastic network demands. As a fundamental network virtualization component realizing cross-tenant traffic routing, the placement of virtual routers has become a considerable factor influencing the network performance. And through in-depth experiments, we also found that CPU load augments may well incur a significant degradation in networkthroughput performance, revealing the problems of the placement of virtual routers in existing cloud network modes: 1) Ignore the bandwidth loss caused by the CPU load variation. 2) Lack of theoretical support for the optimal scheme. Based on these above, we propose a CPU load-aware virtual router placement strategy, which balances the computing load situation of each virtual router, and adopts branch and bound algorithm and convex optimization to achieve the approximate optimal placement within 0.1% error. We have evaluated our strategy in our cloud testbed, and find a 20% improvement in terms of cross-tenant throughput compared withthe worst case of existing strategies,
