This electronic computer-aided design (CAD) course (EET 320) moves the student from theoretical digital and analog circuits to the actual printed circuit board (PCB) design and layout as quickly as possible. Since the design of PCBs requires increasingly smaller board sizes and higher component densities, the utilization of extensive electronic CAD software packages is required to achieve circuit performance. These packages are windows- and menu-driven with many and varied options. Since each student works at his own computer and at his own pace with his own individual computer skills, a system of individualized instruction is required far a rapid introduction and fast-track development of these computer skills. Tutorials on (i) schematic capture, (ii) circuit simulation, (iii) PLD (programmable logic design) implementation, and (iv) PCB placement and routing on actual circuits advance skill levels rapidly. After going through these tutorials and circuit examples with step-by-step instructions, the student is ready to tackle more complicated circuits on an individual basis. Orcad CAD packages are used to implement all four main areas of this course. Using the PCB and integrated circuits, the actual circuit can then be constructed and tested. How well the actual circuit performs is the ultimate evaluation.

The digital battlefield will present unprecedented requirements for the transfer of digital information (voice, data, and imagery). Realizing the vision of the Army's 21st century information transport architecture will require application of advanced modeling and simulation technology for performing architecture analysis, "what-if" drills, systems design, testing, and user training. The models and simulations must include communications realism, which is a simulation feature through which a synthetic environment reflects the same communications problems that exist in a real environment. Communications realism for link-level simulations has been achieved in the Integrated Terrain-Environment-Multipath Model (ITEMM). The paper describes the ITEMM, its real-time simulation algorithms, and work in progress to evolve these into a Real-Time Communications network Simulator (RTCNS) for use in a distributed interactive simulation (DIS) environment. It also describes how communication realism has been modeled for stationary and moving platforms and provides a detailed technical description of real-time simulation algorithms developed for modeling mobile radio links.

The Army is developing architectures to introduce new digital command, control, and communications to the 21st century warfighter. A key element in the systems architecture development is characterizing the information exchange requirements for these digitization products. The Combined Arms Command and Control (CAC2) Advanced Technology Demonstration (ATD) has developed automated tools to allow subject matter experts (SMEs) within different domains to identify mission thread and information requirements based on a given warfighting scenario. The automated tools are based on commercially available software products. This paper describes the automation elements that comprise the CAC2 ATD operational requirements analysis (ORA) process. Key elements include an automated graphical user interface (GUI) that facilitates creation and annotation of mission threads which identify operational facilities, connectivity, and communications network affiliation. The IDEF, or Integrated Computer Aided Manufacturing Definition, is used to baseline and evaluate process and data architectures. The IDEF modeling methodology provides a means to study and document C2 processes and data flow among users in the overall Force XXI C3I architecture. The CECOM system Performance Model (SPM) is used to evaluate candidate communications architectures based on the mission exchange needs collected in the ORA exercises. The modeling tools consist of integrated C2 process, radio/network protocol, and radio propagation modules which together identify network bottlenecks, availability delays, message blocking, and other parameters.

This has been the case with the main stem Missouri River system, whose operation has been affected by recent designation of threatened and endangered species, a major drought, and increasing recreational, water supply, and irrigation uses. A methodology for evaluating system reliability is developed to assist in the planning and management of a multi-reservoir water distribution system. The minimum cut-set approach is employed in the reliability model in which an optimization model is included. The methodology focuses on the determination of minimum cut-sets, subject to system failure criterion. A composite objective function is used in the optimization model and the resulting linear programming problem is solved by an embedded generalized network algorithm which takes advantage of the predominantly network structure of the problem.

The objective of these optimization models is to determine the operation policy (loading schedules) that maximizes the infiltration volume subject to constraints for physical and biological processes of infiltration (Green-Ampt model and an empirical model considering surface clogging effect), soil moisture redistribution (kinematic wave model), and pollutant removal. A generalized decision support system (DSS) is presented for developing optimal operation policies for multi-purpose reservoirs. The model is designed for single reservoirs, although is can include a downstream afterbay. The DSS uses two primary models in the model base, a simulation model and a dynamic programming optimization model. Both models are based upon mass balance. The models have been designed to be as general as possible such that the user can describe varying physical or operational constraints and select operational objectives without altering the coding of the models. The selection of whether to use the simulation model or optimization model or both is at the discretion of the user. The inputs for the models are handled through a database where data entry forms and error checking are employed to assist the user. The results are displayed through various graphical display options. The entire system uses a graphical user interface with full menu capabilities. The system is implemented on a UNIX based engineering workstation.

The Chungju Reservoir is a component of the Han River system in Korea. Chungju Reservoir consists of a main reservoir and a downstream smaller reservoir that serves as an after bay. It is managed by the Korea Water Resources Corporation. A PC based decision support system (DSS) for operational reassessment of Chungju Reservoir was developed by the Center for Water Resources and Quality Management in Korea. The DSS contains a FORTRAN simulation model and dynamic programming optimization model, historical and stochastic inflow databases, QUATTRO PRO spreadsheet files for input development and output display and an overall controlling shell program written in QuickBasic. Historical operation patterns are available for comparison purposes. The system is completely menu driven and can be run on a 386 class, notebook computer. A scenario can be designed and evaluated with a matter of minutes.

A prototype microcomputer based decision support system (DSS) is presented for assisting in the conjunctive use management of surface and groundwater under the water rights doctrine of prior appropriation. The DSS is designed as a tool for drought contingency planning, groundwater exchange evaluation, management of recharge and augmentation projects, estimating consequences of groundwater pumping on administration of daily water rights, and regional scale modeling to resolve conflicts between urban and agricultural water users. Geographic information systems are used to interact the DSS with existing hydrologic, meteorologic, groundwater, water diversion and water right data bases. The DSS is tested on a portion of the Lower South Platte River Basin as a case study.
