A Neural Network (NN) model is proposed for the reconstruction of significant wave height time series, without any increase of the error of the NN output with the number of reconstructed data. The input of the NN model are correlated data, obtained from nearby stations: no data of the same series we are modelling are used. A weighted error function during the learning phase is also considered to improve the modelling of the higher significant wave height. Furthermore the equivalent triangular storm model is applied to test the ability of the NN model to reconstruct the sea storms. The comparison between actual data of a NOAA buoy moored off San Francisco (California) and the data reconstructed by NN model shows a good agreement, both during calm time periods and during storms.

This paper describes the 21st century's road platform and its applications. The author insists that the road platform should have three common basic functions to be provided to intelligent transport system (ITS) applications, that is, the basic driving function, the real-time positioning function, and the real-time seamless positioning function. After mentioning concrete elemental techniques to realize such functions, road platform "Dot ITS" is proposed. This paper also shows that if these functions are provided, not only almost all applications that are described in the ITS architecture, but also many other ITS applications can be realized; in addition, the "software ETC" proposed in this paper can be also realized.

There are many machine learning algorithms currently available. In the 21st century, the problem no longer lies in writing the learner but in choosing which learners to run on a given data set. We argue that the final choice of learners should not be exclusive; in fact, there are distinct advantages in running data sets through multiple learners. To illustrate our point, we perform a case study on a reuse data set using three different styles of learners: association rule, decision tree induction, and treatment. Software reuse is a topic of avid debate in the professional and academic arena; it has proven that it can be both a blessing and a curse. Although there is much debate over where and when reuse should be instituted into a project, our learners found some procedures which should significantly improve the odds of a reuse program succeeding.

With rapidly growth of computer technology, the applications of robots are not limited to industrial automation. Entertainment robots will be one of the most important emerging applications in the 21st century. This paper presents an intelligent control system for animal robot using multisensor fusion technology to deal with touching, collision, and falling conditions. After analyzing the walking of four-legged animal robot, we use two-level multisensor fusion techniques to fuse sensory data from IR proximity, mercury switch, touch sensor, thin-film switch, and limit switch. The fused multisensor data is used to determine the contact position of patting collision, and the standing-up direction after falling. Experimental results indicate that the proposed method can effectively fuse multisensor data for the control of the animal robot.

We introduce the concept of network graph for distributed query processing. Semijoins and joins are termed contributive replicated semijoins and contributive replicated joins, respectively, when they are interleaved into a join sequence to reduce the amount of data transmission cost required in a network with replicated relations. Our solution procedure consists of three consecutive steps, namely relation selection, join sequence scheduling and merge processing. A simulator is developed to evaluate the performance of algorithms devised. Our results show that the approach of interleaving a join sequence with contributive replicated semijoins/joins is not only efficient in its execution but also effective in reducing the total amount of data transmission cost required to process distributed queries.

In modern society, railway has been generally recognized to be a safe, comfortable, economical, less-energy consumption and favorable environment transport means on lands. Railway signaling system is still one of the core parts in railway network in the aspect of ensuring train operation safety and raising train operation efficiency. However, traditional railway signaling can not meet the requirements of modern train operation any more, particularly for high-speed passenger trains. The concept and definition of intelligent railway signaling system (IRSS) is put forward in the paper. Control and management are integrated in IRSS, based on necessary information system that is related to modern telecommunication system including mobile data communication, computer network and modern control theory etc. Passenger flow and freight flow on railway network are supported, control by information flow to ensure their efficiency, high-speed and safety. In the paper, the definition of IRSS in the 21st century, its contents, functions, system configuration and its development are described. The relation between IRSS and the existing signaling and the transition from the existing signaling system to IRSS are also involved.
