The main objective of ICRE 2017 is to provide a platform for researchers, engineers, academics and industrial professionals from all over the world to present their research results and development activities in Reliability engineering. This conference provides opportunities for the delegates to exchange new ideas and application experiences face to face, to establish business or research relations and to find global partners for future collaboration. Preface 2018 the 2nd annual internationalconference on Cloud Technology and Communication engineering [CTCE2018] has been held in Guilin, China from August 17-19, 2018. Aiming at providing an excellent international academic forum for all the researchers and practitioners, the conference enjoys a wide spread participation among all over the universities and research institutes. Any paper and topic concentrates on related fields of Cloud Computing, Big data, Signal Processing, Wireless Communication andartificial Intelligence are broadly welcomed. Besides that we also look forward to making the conference perfect circumstances to share resources, exchange opinions and inspire studying. The paper describes the use of algebraic linear programming for the minimum weight design of steel portal frames subject to the constraints of the Kinematic Theorem of plastic collapse. Minimum weight design is a classic linear programming problem which can be solved algebraically for classes of frames with arbitrary geometric dimensions and arbitrary load magnitudes. In a recent paper, the process of algebraic linear programming was reduced to the repeated application of a number of vector formulas and a computer program was developed for the derivation of the solution charts for specific classes of frames. In this paper the method is extended to the problem of frames subjected to multiple load cases. It is shown that simple problems whose solution can normally be displayed in the form of two-dimensional charts now require three-dimensional charts or a number of two-dimensional charts. ICIEM 2017 is dedicated to the dissemination of the state of the art knowledge and technical issues related to Innovative engineering Materials. The major goal of the conference was to bring academic scientists, engineers, and industry researchers together to exchange and share their research and discuss the practical challenges encountered in their research and explore opportunities for collaboration.
