A congestion control mechanism is presented, aimed at in creasing performances for multimedia traffic in "best effort" networks. A source-destination point-to-point video communication is investigated. The control algorithm dynamically varies the encoder configuration on the base of some feedback information from the destination. The selection of the proper configuration is performed by a control block called "smart coder" which, after receiving the feedback information, can change the transmission fate to optimize the level of Quality of Service (QoS) perceived by the user for a certain network status. The change of the transmission rate is performed by acting on coding parameters as the type of video coder, the spatial resolution, the frame rate and so on, formally defined in the paper. Feedback information is based on the measure of the average rate of the lost packets, but since this measure cannot give information about underload condition, a specifically designed probing mechanism, based on the introduction of a redundancy in the video flow, is used. A relevant part of the paper is dedicated to the analysis of the results: the efficiency of the control scheme is tested in a local environment based on the Ethernet protocol.

Dynamic load-balancing is an important topic for network-computing. In order to get the best performance out of a networked pool of dynamic resources, it is important to use as much information as possible for load-balancing decisions. Parallel programs are usually no "ex-and-hop" applications and a load-balancer that treats every execution as if it had never seen this application before, cannot achieve optimal results. We present an algorithm for generating formal descriptions of the dynamic execution behavior of distributed programs. The paper presents a neural network (NN) based adaptive backthrough control (ABC) scheme for both linear and nonlinear dynamic plants. Unlike other feedforward NN based control schemes the ABC comprises of one neural network which simultaneously acts as both plant model (emulator) and the controller (inverse of the emulator). For linear plants, without noise, the resulting feedforwardcontroller, providing that the order of the plant and plant model are equal, is a perfect adaptive poles-zeros canceller. In the case of a nonlinear dynamic system, and for the monotonic nonlinearity, the proposed ABC control represents the nonlinear predictive controller. The ABC scheme is based on the discrete nonlinear (NARMAX) dynamic model. For such models and for monotonic nonlinearity, the calculation of the desired control signal is the result of the nonlinear optimization procedure with a guaranteed convex search function and consequently with a unique solution.

The application of AnfIS (Adaptive network-based Fuzzy Inference System) to the fuzzy control of structures was investigated by the authors in a earlier paper. Through neural-network learning, AnfIS can be trained to replace an existing fuzzy controller. The resulting controller makes use of the more efficient Takagi-Sugeno inference scheme instead of COG (center of gravity) and is inherently computationally faster. The next logical step accomplished in this paper is to implement the trajectory adaptive networks (TAN) and stage adaptive networks (SAN) that were proposed to be used with temporal back propagation to achieve a self-learning fuzzy controller. This approach should result in a fuzzy controller that is optimized to handle loads of the type used in the self-learning training. Because the learning process is goal-directed (i.e., a zero vector is the desired displacement behavior), some optimization is introduced.
