Health care industry is one of the largest and most fragmented industries in the US with almost 600,000 different providers that vary greatly in terms of size, staffing patterns, and organizational structures. This paper evaluates the operational efficiency of 1228 health projects from National Institutes of Health in New York State, USA using Data Envelopment Analysis. Special emphasis was placed on investigating the environmental variables which exert significant influence to the project performance. Finally, recommendations to management's use of DEA results were given.

With the bursting and rapid development of computational science and ZigBee engineering related techniques, it is becoming capital research area. The network of wireless sensors which is to be considered in this research deals with fixed and mobile wireless sensors and treated with mesh and tree topologies. This paper takes up the effect of Acknowledgement technique to search for better throughput and end to end delay of wireless sensors network. The results show that the acknowledgement technique has different effects on the performance of the network depending on the type of topology and state of sensors (fixed or mobile). The usage of Acknowledgement gives better performance in terms of throughput and end to end delay for tree topology with mobile stations, and mesh topology with fixed stations. Further potential research topics are also discussed with case study and simulation.

Feature extraction and recognition of a vehicle is always a popular research spot in the intelligent transportation system (ITS) area. Based on this technology, many applications, such as the license plate recognition, brand recognition, driving behavior understanding and so on, can be realized to improve the transportation management-control level. Unlike normal task-oriented vehicle recognition methods, a new feature extraction and recognition framework based on a component-model for vehicles is introduced in this paper, which extracts features from vehicle components with a coarse-to-fine mechanism. This kind of deep learned visual feature can be used for vehicle detection, license plate recognition and brand recognition. Furthermore, a component dataset including 110 different brands of vehicles is built up for evaluation. The proposed method obtained a good performance in the experimental result, which is significant for the practical application.

Unmanned Aerial Vehicles (UAVs) or the so-called drones are frequently used in various areas. However, their usage in Intelligent Transportation System (ITS) is limited. This paper demonstrates an air-ground integrated system for ITS, which consists of a drone in the sky side and a Closed-Circuit Television (CCTV) at roadside. Specifically, the space mapping between drone vision and CCTV vision is analyzed. At first, the drone GPS position is adjusted according to an open source map database. Then the camera parameters of CCTV are estimated according to drone visions. Finally, drone visions are projected into East-North-Up (ENU) space, while the CCTV visions are mapped into ENU space via Inverse Perspective Mapping (IPM). As a result, the mapping of air-ground integrated system is achieved. The experimental results verify the space mapping in an air-ground integrated system.

This paper presents a novel adaptive control method based on a neural network for DC/AC converters. The control method is required to adapt to changes of conditions to obtain high performance DC/AC converters. In this study, the neural network control is adopted to improve the transient response of DC/AC converters. The harmonic parameters are estimated through the adaptive measurement theorem. It can predict the future time of harmonic currents according to the current data and the former historical data, achieving the harmonic real-time and fast detection. Simulations are conducted on the PV Power stations in a certain area, to validate the effect of the proposed method. Results show the presented method contributes to realize the adaptive control.

This paper presents harmonic current detection based on a generalized theory of instantaneous reactive power for three-phase power systems. This new theory gives a generalized definition of instantaneous reactive power, which is valid for sinusoidal or no sinusoidal, balanced or unbalanced, three-phase power systems with or without zero-sequence currents and/or voltages. The properties and physical meanings of the newly defined instantaneous reactive power are discussed in detail. A harmonic and reactive power compensator based on the new theory for a three-phase harmonic distorted power system with zero-sequence components in the load current and/or source voltage is then used as an example to show harmonic and reactive power measurement and compensation using the new theory. Simulation and experimental results are presented.

Blood cell images are difficult for segmentation because of their intrinsic characteristics. We proposed a dual-layer structure to solve the problem: the 1st layer introduces and simplifies pulse coupled neural network to split the images based on traditional Split-Merge method, and Mumford-Shah model was utilized to merge the split areas. The output of the first layer is a coarse segmented image. The second layer extracts the edges via LoG operator with considering the edges whose length are larger than given threshold as cell edge while the opposite as false-edges caused by noises. The output is a non-continuous edge. To obtain the final labeling results, we combined the two layers together with skeleton extraction and thinning from mathematical morphology. Experiments suggested the superiority of proposed method.

The way of thinking on Big Data, Open Data and their use by organizations or individuals has been a trending topic over the last few years. Big Data deals with collecting, storing, analyzing and putting data in value. Big, medium and small enterprises want to include information technologies in their management and decision processes. At the same time, movements about rights on public data have increased their presence and force. Data from governments must be open. Every day, more and more cities and countries are opening their data. Open Data has emerged as a new paradigm for the public service provision model with a special role in Smart City. The main goal of Big and Open Data in a Smart City is to develop systems which can be useful for citizens. This paper presents a novel mixed-noise removal method by employing low rank constraint and 3-D total variation regularization for hyperspectral image (HSI) restoration. The main idea of the proposed method is based on the assumption that the spectra in HSI lie in the same low rank subspace and both spatial and spectral domains exhibit the property of piecewise smoothness. The low rank property of HSI is exploited by the nuclear norm, while the spectral-spatial smoothness is explored by 3D total variation (3DTV) which is defined as a combination of 2-D spatial TV and 1-D spectral TV of the HSI cube. Finally, the proposed restoration model is effectively solved by alternating direction method of multipliers (ADMM). Experimental results on simulated HSI dataset validate the superior performance of the proposed method.
