Cloud computing is an unceasing technology emerging as a boon in an IT industry that ensures online, on demand services which are accessible *** rise of data in cloud computingtrends more service requests and load on cloud impose a challenge on service provider of uniformly directing the load in distributed environment. To overcome this issue of load balancing various load balancing algorithms, models and services have been proposed. In this paper, centralized load balancing algorithmhas been proposed that dynamically balance the load and ensures overall performance of the system. This concept focus on achieving high resource utilization, reduced job rejections, improved computational capabilities and building a fault tolerant system by creating backups. The results of this cluster oriented load balancing algorithm shows reduction in response time and improved processing time.

In cloud computing resources are shared between different computers and other devices by means of the internet. There are so many issues which have been observed in cloud computing environment that need to be addressed. These issues can he categorized as: Security, Protection, Identity Management, Management of resources, Management of Power and Energy, Data Isolation, Availability of resources and Heterogeneity of resources. According to survey conducted by IDC security was found to be most challenging issue. The first point of security where cryptography can facilitate cloud computing is secure storage but the major disadvantage of secure storage is that we cannot perform processing on encrypted data. So, in order to provide the security to the cloud network, homomorphic encryption technique can be used. In homomorphic encryption computations can be performed on cipher text and generate an encrypted result which will be same as result of operations performed on the plaintext when decrypted. This means in homomorphic encryption we can process the data without decryption. In this paper security issue is addressed in such a way that server perform processing on encrypted data which will be decrypted by owners of data only. Server performs addition on encrypted data without decryption.

Cloud computing is a service model that is packaged in a base computing resources that can be accessed through the internet on demand and placed in the data center. Data center architecture in cloud computing environments are heterogeneous and distributed, composed of a cluster of network servers with different capacity computing resources in different physical servers. The problems on the demand and availability of cloud services can be solved by fluctuating data center cloud through abstraction with virtualization technology. Virtual machine (VM) is a representation of the availability of computing resources that can be dynamically allocated and reallocated on demand. In this study the consolidation of VM as energy conservation in Private Cloud computing Systems with the target of process optimization selection policy and migration of the VM on the procedure consolidation. VM environment cloud data center to consider hosting a type of service a particular application at the instance VM requires a different level of computing resources. The results of the use of computing resources on a VM that is not balanced in physical servers can be reduced by using a live VM migration to achieve workload balancing. A practical approach used in developing OpenStack-based cloud computing environment by integrating Cloud VM and VM Placement selection procedure using OpenStack Neat VM consolidation. Following the value of CPU Time used as a fill to get the average value in MHz CPU utilization within a specific time period. The average value of a VM's CPU utilization in getting from the current CPU_ time reduced by CPU_ time from the previous data retrieval multiplied by the maximum frequency of the CPU. The calculation result is divided by the making time CPU_ time when it is reduced to the previous taking time CPU_ time multiplied by milliseconds.
