This paper addresses work performed at Rockwell international's Space Systems Division, Downey, California. Future Space Exploration Initiative (SEI) missions will require terrestrial fueling, probably of hypergolics and cryogenics. Present methods for handling these fuels are complex, slow, inefficient, and cumbersome and may pose safety risks to the human refueling crew. The paper addresses these concerns for future Earth-launched SEI equipment, and has four sections. First, present methods of launch site fueling are described, including the limited use of automation/robotics. Problems with time to fuel, manpower requirements, safety, and cost are discussed. The need for an expanded role for automation/robotics at SEI terrestrial launch sites is stressed. The second section details the requirements that this expanded role must satisfy. Requirement areas include hardware interfaces, the automation/robotic system itself, safety and redundancy, and operations. The third section presents three concepts for launch site automation/robotics fueling: robotic arm actuation, track drive automated fueling, and rotating arm automated fueling. Trade studies are presented to highlight the advantages and disadvantages of each concept. The fourth section of the paper examines present technology and makes recommendations about necessary future technology development so that schemes, such as those described above, can be implemented.

Many considerations suggest that in the 21st Century, deuterium/helium-3 (D-3He) fusion will be the electricity generation system of choice to replace fossil fuels (Kulcinski and Schmitt, 1987). The next major development in space law may come when humans and nations return to the moon to produce helium-3 and its by-products from the lunar regolith. The INTERLUNE proposal of Joyner and Schmitt (1985) suggests that an INTELSAT or INMARSAT management model could be appropriately extended to lunar enterprises. Examination of INTERLUNE in the specific context of the development of both commercial helium-3 fusion technology and lunar helium-3 provides additional insights into its viability as a management approach and into appropriate modifications of that approach.

It has been known that the uncertainty in the location of parts is a major problem in automated assembly systems. Although robots are reprogrammable and can easily adapt to product change, the robotic assembly system, just like the dedicated assembly system, faces the same problem of resolving the uncertainty in the part's location. Surrounding the robots with costly and inflexible feeders and fixtures increases the total system cost and reduces the flexibility of the entire system. This research work has focused on the development of an Artificial Intelligence Cell which can accommodate flexible assembly tasks. The system comprises a Fanuc S-Model-O Robot, and a vision system that uses Artificial Intelligence, and which is located at the robot end-effector. Overall control of the system is provided by a Knowledge Based Expert System which makes decisions according to the data acquired and processed by the vision system.

The authors describe kinematics of an underwater vehicle by six state variables and four inputs, and use a Lyapunov-like function to develop a nonlinear tracking control scheme. Lunar spiral mining, extending outward from a periodically mobile central power and processing station represents an alternative for comparison with more traditional mining schemes. In this concept, a mining machine would separate regolith fines and extract the contained volatiles. Volatiles then would be pumped along the miner's support arm to the central station for refining and for export or storage. The basic architecture of the central processing station would be cylindrical. A central core area could house the power subsystem of hydrogen-oxygen engines or fuel cells. Habitat sections and other crew occupied areas could be arranged around the power generation core. The outer cylinder could include all volatile refining subsystems. Solar thermal power collectors and reflectors would be positioned on top of the central station. Long term exploitation of a volatile resource region would begin with establishment of a support base at the center of a long boundary of the region. The mining tract for each spiral mining system would extend orthogonal to this boundary. New spiral mining systems would be activated along parallel tracts as demand for lunar He-3 and other solar wind volatiles increased.
