This is necessary in the process of turning into the world of Information Highway. In this paper, the authors conclude systematically the ITU-T Recommendation H series and T series on Audio-graphic and audio-visual multimedia services according to the research works on multimedia communication which our research lab has been doing these years as well as our experience of participating the research and discussion works of ITU-T standard files on image and multimedia communication which was held by the telecommunication department in order to establish our country's own corresponding standards.

In the research field of target recognition, it is difficult but very important to overcome the effect which being brought by the variance of the posture of target. In other words, the model which is insensible to the posture of target will not be found easilly. In this paper, for wideband polarization radar, using the data of plane target, the echo polarization states of target are projected onto the polarization state plane described by the ellipticity epsilon and the tile angle tau of the polarization :ellipse, we found the statistical model of epsilon and tau parameters obey the normal distribution. From this conclusion. an algorithm for target recognition based on fractal brownian motion is proposed. By the algorithm, we can Set the fractal features: fractal dimension and fractal error, and achieve 98% correct recognition rate.

A high speed radar data acquisition and processing system is presented that can sample radar echo signal at a sampling frequency as high as 100 MHz. Combined with associated software, it can analyze and process sampled data at real time. The system can be properly used in sampling, storing and processing radar target echo signals and clutter signal, so as to establish a database of radar target echoes and clutters. The system may also be considered as a radar target recognition system.

A pre-classification method and its digital signalprocessing algorithm implemented by short time Fourier Transform for Chinese voiceless consonant speech are proposed. The important features of spike fill of stops,and C-V(C denotes voiceless consonant) boundary are detected and marked automatically ***,the Chinese voiceless consonants are divided into stops and non-stops according to these distinctive *** stops are further divided into unaspirated stops, aspirated-fricative *** on a data set of 910 C-V syllables from a database of 1267 Chinese all-syllable tokens spoken by a male speaker shows that the algorithm performs well,with a 92.4%average correct *** proposed method and algorithm are of value to impro\e the mechanism and performance of Chinese speech recognition system.
