the standardized precipitation index (SPI) was used to quantify the classification of drought in the Guanzhong Plain, China. the autoregressive integrated moving average (ARIMA) models were developed to fit and forecast the SPI series. Most of the selected ARIMA models are seasonal models (SARIMA). the forecast results show that the forecasting power of the ARIMA models increases with the increase of the time scales, and the ARIMA models are more powerful in short-term forecasting. Further study was made on the correlation coefficient between the actual SPIs and the predicted ones for the forecasting. It is shown that the ARIMA models can be used to forecast 1-month leading values of all SPI series, and 6-month leading values for SPI with time scales of 9, 12 and 24 months. Our study shows that the ARIMA models developed in the Guanzhong Plain can be effectively used in drought forecasting. © 2013 ifip International Federation for Information Processing.

57 tobacco samples were chosen, the near-infrared diffuse reflectance spectra at five different parts of tobacco leafs were averaged as the original spectra, the range of 4000-9000 wavenumber of spectral information was selected after wavelength selection, first-order differential was used to eliminate the impact of offset, PCA was used to reduce the dimensions and select the most representative of the principal components of the sample information. After these, use PSO and the data of chemical composition of nicotine and total nitrogen, to establish the models of near-infrared spectra of the main ingredient in tobacco quantitative analysis. In which, nicotine and total nitrogen quantitative analysis of modeling set correlation coefficients were 0.8886,0.9290;the prediction set correlation coefficients were 0.8786,0.8487. RMSEC values were 0.4737,0.2215;RMSEP values were 0.6417,0.2677. the results show that: PSO can be used to establish the model of nicotine and total nitrogen by near infrared spectroscopy quantitative analysis in tobacco. © 2013 ifip International Federation for Information Processing.

this talk highlights the past, present and future of semantic computing that brings together those disciplines concerned with connecting the (often vaguely-formulated) intentions of humans with computational content. this connection can go both ways: retrieving, using and manipulating existing content according to user's goals ("do what the user means");and creating, rearranging, and managing content that matches the author's intentions ("do what the author means"). the content addressed in SC includes, but is not limited to, structured and semi-structured data, multimedia data, text, programs, services and, even, network behavior. this connection between content and the user is made via (1) Semantic Analysis, which analyzes content with the goal of converting it to meaning (semantics);(2)Semantic Integration, which integrates content and semantics from multiple sources;(3)Semantic Applications, which utilize content and semantics to solve problems;and (4)Semantic Interfaces, which attempt to interpret users' intentions expressed in natural language or other communicative forms. the field Semantic computing applies technologies in natural language processing, data and knowledge engineering, software engineering, computer systems and networks, signal processing and pattern recognition, and any combination of the above to extract, access, transform and synthesize the semantics as well as the contents of multimedia, texts, services and structured data. © 2008 by International Federation for Information Processing.

In 3G cellular networks, high data-rates can be achieved. However, fundamental capacity limitation still exists. Call requests are frequently blocked in hotspot areas. Load balancing among cells helps to solve this problem and to utilize the radio resources. However, existing load balancing schemes are not designed specifically for 3G networks. Some schemes are not flexible enough or even practical for such networks. In this paper, we propose a novel load balancing and relaying framework for 3G TDD W-CDMA multi-hop cellular networks. this framework consists of a load balancing scheme called ALBA, a routing scheme called ACAR and a slot assignment scheme called E-DSSA. Our framework provides a realistic integrated load balancing solution for these networks. Simulation results show that this framework reduces the call blocking ratios of hotspot areas, balances load among cells and increases system throughput with low packet delay. © ifip International Federation for Information Processing 2005.
